400;\">The Lok Sabha Speaker recently inaugurated the national conference marking the platinum jubilee of the Parliamentary Estimates Committee in Mumbai\u2019s Vidhan Bhavan complex.<\/span><\/p>\n<h2 style=\"text-align: justify;\"><b>About Estimates Committee<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was <\/span><b>constituted<\/b><span style=\"font-weight: 400;\"> for the first time <\/span><b>in 1950.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is a parliamentary committee consisting of <\/span><b>30 members,<\/b> <b>elected every year by the Lok Sabha from amongst its members,<\/b><span style=\"font-weight: 400;\"> to <\/span><b>examine the budget estimates<\/b><span style=\"font-weight: 400;\"> of the Union Government.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Chairperson <\/b><span style=\"font-weight: 400;\">of the Committee is <\/span><b>appointed by the Speaker<\/b><span style=\"font-weight: 400;\"> from amongst its members.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A <\/span><b>Minister cannot be elected as a member <\/b><span style=\"font-weight: 400;\">of the Committee and <\/span><b>if a member<\/b><span style=\"font-weight: 400;\"> after selection to the Committee is <\/span><b>appointed a Minister, <\/b><span style=\"font-weight: 400;\">the member <\/span><b>ceases to be a Member <\/b><span style=\"font-weight: 400;\">of the Committee from the date of such appointment.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>term of office<\/b><span style=\"font-weight: 400;\"> of the Committee is <\/span><b>one year.\u00a0<\/b><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Estimates Committee <\/b><b>Functions<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It has powers to <\/span><b>examine the budget estimates and\u00a0<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">to <\/span><b>report what economies, improvements<\/b><span style=\"font-weight: 400;\"> in organisation, efficiency, or administrative reform,<\/span><b> consistent with the policy underlying the estimates, may be effected;\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\">to <\/span><b>suggest alternative policies <\/b><span style=\"font-weight: 400;\">in order to bring about efficiency and economy in administration;\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">to <\/span><b>examine whether the money is well laid out within the limits of the policy <\/b><span style=\"font-weight: 400;\">implied in the estimates; and\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">to<\/span><b> suggest the form in which the estimates shall be presented to Parliament.\u00a0<\/b><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400;\">The Committee <\/span><b>may continue the examination <\/b><span style=\"font-weight: 400;\">of the estimates <\/span><b>from time to time throughout the financial year and report to the House as its examination proceeds.\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\">It shall <\/span><b>not be incumbent <\/b><span style=\"font-weight: 400;\">on the Committee <\/span><b>to examine the entire estimates of any one year.\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The <\/span><b>Demands for Grant<\/b><span style=\"font-weight: 400;\">s may be <\/span><b>finally voted on notwithstanding the fact that the Committee has made no report.\u00a0\u00a0<\/b><\/li>\n<li><span style=\"font-weight: 400;\">The Committee<\/span><b> does not exercise its functions in relation <\/b><span style=\"font-weight: 400;\">to such <\/span><b>Public Undertakings <\/b><span style=\"font-weight: 400;\">as are <\/span><b>allotted to the Committee on Public Undertakings<\/b><span style=\"font-weight: 400;\"> by the Rules of Procedure and Conduct of Business of Lok Sabha or by the Speaker.\u00a0<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Estimates Committee <\/b><b>Working<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Soon after it is constituted, the<\/span><b> Committee selects<\/b><span style=\"font-weight: 400;\"> such of the <\/span><b>estimates pertaining to a Ministry\/Department<\/b><span style=\"font-weight: 400;\"> of the Central Government or such of the <\/span><b>statutory and other bodies <\/b><span style=\"font-weight: 400;\">of the Central Government as may seem fit to the Committee.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Committee <\/span><b>also examines matters of special interest <\/b><span style=\"font-weight: 400;\">which may arise or come to light<\/span> <span style=\"font-weight: 400;\">in the course of its work <\/span><b>or which are specially referred <\/b><span style=\"font-weight: 400;\">to it <\/span><b>by the House or the Speaker.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Committee, from time to time, <\/span><b>appoints one or more Sub-Committees\/Study Groups<\/b><span style=\"font-weight: 400;\"> for carrying out detailed examinations of various subjects.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>observations\/recommendations<\/b><span style=\"font-weight: 400;\"> of the Committee are <\/span><b>embodied in its Reports<\/b><span style=\"font-weight: 400;\"> which are <\/span><b>presented to Lok Sabha.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Ministry or Department<\/b><span style=\"font-weight: 400;\"> concerned is <\/span><b>required to take action on the observations<\/b><span style=\"font-weight: 400;\">\/recommendations conclusions contained in the Report <\/span><b>within a period of six months or as directed by the Committee.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>replies of the Government<\/b> <b>are examined <\/b><span style=\"font-weight: 400;\">by the Committee<\/span> <span style=\"font-weight: 400;\">and an <\/span><b>Action Taken Report is presented to Lok Sabha. <\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">The<b style=\"font-size: inherit;\"> replies to the recommendations <\/b><span style=\"font-weight: 400;\">contained <\/span><b style=\"font-size: inherit;\">in the Action Taken Reports<\/b><span style=\"font-weight: 400;\"> are <\/span><b style=\"font-size: inherit;\">laid on the Table of Lok Sabha in the form of
