style=\"font-weight: 400;\">The Election Commission (EC) has ordered a special intensive revision of electoral rolls in Bihar ahead of the upcoming Assembly elections.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Voters not listed in the 2003 rolls must now submit fresh proof of eligibility.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The last intensive revision in Bihar was in 2003, with the qualifying date of January 1, 2003.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><b>Proof of Birth and Parental Origin Now Mandatory<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Born Before July 1, 1987:<\/b><span style=\"font-weight: 400;\"> Must provide proof of their own date and\/or place of birth.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Born Between July 1, 1987 \u2013 December 2, 2004:<\/b><span style=\"font-weight: 400;\"> Must furnish proof of date\/place of birth of either parent.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Born After December 2, 2004:<\/b><span style=\"font-weight: 400;\"> Must provide date\/place of birth proof of both parents.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">These categories align with the <\/span><b>Citizenship Act, 1955<\/b><span style=\"font-weight: 400;\">, according to EC sources.<\/span><\/li>\n<\/ul>\n<h3><b>Legal Basis and Historical Context<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This revision is being conducted under powers granted by the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/representation-of-the-people-act-1950\/\" target=\"_blank\"><b>Representation of the People Act, 1950<\/b><\/a><span style=\"font-weight: 400;\"> Electoral Officer.<\/span><\/li>\n<\/ul>\n<h3><b>Need for intensive revision<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The last intensive revision in Bihar was done in 2003.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Due to <\/span><span style=\"font-weight: 400;\">rapid urbanisation, migration, new eligible voters, unreported deaths, and inclusion of foreign illegal immigrants<\/span><span style=\"font-weight: 400;\">, the EC has now ordered a fresh revision to ensure accurate and error-free electoral rolls.<\/span><\/li>\n<\/ul>\n<h2><b>EC Revises Protocol for Handling EVMs and VVPATs with Mock Poll Data<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Earlier, EVMs and VVPATs where mock poll data wasn\u2019t deleted or slips weren\u2019t removed were set aside and not counted\u2014but only if the margin of victory exceeded the number of such votes.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This led to discrepancies between total votes polled and counted.<\/span><\/li>\n<\/ul>\n<h3><b>New Instructions: Count All Machines Separately<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Election Commission has now directed that such machines must be <\/span><b>counted on a separate table<\/b><span style=\"font-weight: 400;\">, not discarded.<\/span>\n<ul>\n<li
