Council of the Anusandhan National Research Foundation approved the establishment of a special purpose fund (SPF) for the Research Development and Innovation Scheme<\/span> <span style=\"font-weight: 400;\">(RDI) scheme.<\/span><\/p>\n<h2><b>About Research Development and Innovation Scheme<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">It <\/span><span style=\"font-weight: 400;\">aims to provide long-term financing or refinancing with long tenors at low or nil interest rates to spur <\/span><b>private sector investment in Research Development and Innovation.<\/b><\/li>\n<li aria-level=\"1\"><b>Nodal Department: <\/b><span style=\"font-weight: 400;\">The <\/span><b>Department of Science &amp; Technology<\/b> <b>(DST)<\/b><\/li>\n<\/ul>\n<h2><b>Key Objectives of the Research Development and Innovation Scheme<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Encourage the private sector to <\/span><b>scale up research, development, and innovation<\/b><span style=\"font-weight: 400;\"> (RDI) in <\/span><b>sunrise domains<\/b><span style=\"font-weight: 400;\"> and in other sectors relevant for economic security, strategic purpose, and self-reliance;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Finance transformative projects at higher levels of <\/span><b>Technology Readiness Levels<\/b><span style=\"font-weight: 400;\"> (TRL)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Support <\/span><b>acquisition of technologies<\/b><span style=\"font-weight: 400;\"> which are critical or of high strategic importance;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Facilitate <\/span><b>setting up<\/b><span style=\"font-weight: 400;\"> of a Deep-Tech Fund of Funds.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Governance: <\/b><span style=\"font-weight: 400;\">The Governing Board of Anusandhan National Research Foundation (ANRF<\/span><b>), chaired by the Prime Minister<\/b><span style=\"font-weight: 400;\">, will provide overarching strategic direction to the RDI Scheme.\u00a0<\/span><\/li>\n<\/ul>\n<h2><b>Funding Mechanism of Research Development and Innovation Scheme<\/b><\/h2>\n<ul>\n<li><b>Total Budget:<\/b><span style=\"font-weight: 400;\"> \u20b91 Lakh crore<\/span><\/li>\n<li><b>Implementation Structure<\/b>\n<ul>\n<li><b>Special Purpose Fund<\/b><span style=\"font-weight: 400;\"> (SPF): It will be established within the <\/span><b>Anusandhan National Research Foundation (ANRF),<\/b><span style=\"font-weight: 400;\"> which will serve as the <\/span><b>custodian of the \u20b91 lakh crore corpus.<\/b><span style=\"font-weight: 400;\"> (Fund will not directly invest in industries and startups but will channel capital to <\/span><b>Second-level fund managers)<\/b><\/li>\n<li><b>Second-level fund managers<\/b><span style=\"font-weight: 400;\">: Who can be <\/span><b>Alternative Investment Funds<\/b><span style=\"font-weight: 400;\"> (AIF), <\/span><b>Development Finance Institutions <\/b><span style=\"font-weight: 400;\">(DFI), <\/span><b>Non-banking Finance Companies<\/b><span style=\"font-weight: 400;\"> (NBFCs).<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Modes of Financing<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\"
