style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Indian farmers and experts are urging the government to reject proposed expansions to the International Treaty on Plant Genetic Resources for Food and Agriculture.<\/span><\/p>\n<h2><b>About International Treaty on Plant Genetic Resources for Food and Agriculture\u00a0<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It was <\/span><b>adopted <\/b><span style=\"font-weight: 400;\">by the Thirty-First Session of the <\/span><b>Conference of the Food and Agriculture Organization (FAO)<\/b><span style=\"font-weight: 400;\"> of the United Nations on 3 November <\/span><b>2001<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Entering into force<\/b><span style=\"font-weight: 400;\"> in June <\/span><b>2004<\/b><span style=\"font-weight: 400;\">, it is the <\/span><b>only legally binding international agreement <\/b><span style=\"font-weight: 400;\">that specifically deals with the <\/span><b>conservation and sustainable management of plant genetic resources for food and agriculture (PGRFA).<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>countries <\/b><span style=\"font-weight: 400;\">which participate in the treaty <\/span><b>exchange and share genetic material and information<\/b><span style=\"font-weight: 400;\"> for most of the world\u2019s most <\/span><b>important food crops.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Objectives:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Conservation and <\/span><b>sustainable use of PGRFA.<\/b><\/li>\n<li><b>Fair and equitable sharing of the benefits <\/b><span style=\"font-weight: 400;\">arising out of their use, in harmony with the Convention on Biological Diversity, for sustainable agriculture and food security.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The treaty <\/span><b>ensures that farmers and plant breeders access, <\/b><span style=\"font-weight: 400;\">easily, the <\/span><b>raw genetic material <\/b><span style=\"font-weight: 400;\">needed <\/span><b>to develop new crop varieties,<\/b><span style=\"font-weight: 400;\"> including those with higher yields and those that are resilient to climate change.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The International Treaty makes it possible to <\/span><b>share plant genetic resources across borders through<\/b><span style=\"font-weight: 400;\"> a unique <\/span><b>Multilateral System of Access and Benefit-sharing (MLS).<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">MLS <\/span><b>applies to 64 major crops and forages<\/b><span style=\"font-weight: 400;\"> over which <\/span><b>recipients cannot claim Intellectual Property Rights (IPR) <\/b><span style=\"font-weight: 400;\">or any other rights.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The<\/span><b> exchange of material from the MLS<\/b><span style=\"font-weight: 400;\"> is <\/span><b>operationalised through<\/b><span style=\"font-weight: 400;\"> the <\/span><b>standard material transfer agreement (SMTA),<\/b><span style=\"font-weight: 400;\"> a legal document that governs the terms under which genetic material is shared.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Those who access genetic materials<\/b><span style=\"font-weight: 400;\"> through the Multilateral System <\/span><b>agree to share any benefits from their use.<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Fair sharing of benefits from use can be achieved through information exchange, access to and transfer of technology, capacity building, and sharing of the financial and other benefits of marketing.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">This treaty <\/span><b>established <\/b><span style=\"font-weight: 400;\">and operates a <\/span><b>special initiative<\/b><span style=\"font-weight: 400;\"> operated <\/span><b>for the benefit of developing countries\u2013the Benefit-sharing Fund (BSF).<\/b><\/li>\n<li style=\"text-align: justify;\"><b>BSF<\/b> <b>supports agricultural projects for farmers, public institutions<\/b><span style=\"font-weight: 400;\"> and <\/span><b>others in developing countries<\/b><span style=\"font-weight: 400;\"> to conserve and use PGRFA to improve food crop production, fight plant pests, and adapt to the effects of climate
