


{"id":53757,"date":"2025-07-07T14:00:29","date_gmt":"2025-07-07T08:30:29","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=53757"},"modified":"2025-07-07T16:43:06","modified_gmt":"2025-07-07T11:13:06","slug":"national-commission-for-minorities","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/national-commission-for-minorities\/","title":{"rendered":"National Commission for Minorities (NCM)"},"content":{"rendered":"<h2><b>National Commission for Minorities<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The National Commission for Minorities (NCM), set up with the vision to safeguard and protect the interests of minority communities in India, is awaiting the appointment of a head and members since the retirement in April 2025 of its previous Chairperson and members.<\/span><\/p>\n<h2><b>About National Commission for Minorities<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is a <\/span><b>statutory body<\/b><span style=\"font-weight: 400;\"> under the <\/span><b>Ministry of Minority Affairs.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Origin<\/b><span style=\"font-weight: 400;\">:<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In January 1978, the government set up the Minorities Commission to safeguard the interests of minorities.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">With the enactment of the <\/span><b>National Commission for Minorities Act, 1992<\/b><span style=\"font-weight: 400;\">, the Minorities Commission became a statutory body and was renamed as the National Commission for Minorities.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is entrusted with the responsibility to <\/span><b>safeguard the interests of the minority communities<\/b><span style=\"font-weight: 400;\"> in India. Besides the role, the Commission is also to <\/span><b>undertake confidence-building measures <\/b><span style=\"font-weight: 400;\">in light of the new and emerging challenges.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">NCM is responsible for a<\/span><b>dvising the central and state governments <\/b><span style=\"font-weight: 400;\">on matters related to the welfare and development of minority communities in India.<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Initially, five religious communities-Muslims, Christians, Sikhs, Buddhists, and Zoroastrians (Parsis)-<\/b><span style=\"font-weight: 400;\">were notified as minority communities by the Union Government.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Further, with the<\/span><b> 2014 notification, Jains <\/b><span style=\"font-weight: 400;\">were <\/span><b>also notified as another minority community.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As per the 2011 Census, the six religious minority communities constitute around 20% of the country\u2019s population.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The commission consists of a <\/span><b>chairperson, a vice chairperson, and five members<\/b><span style=\"font-weight: 400;\"> to be <\/span><b>nominated by the central government<\/b><span style=\"font-weight: 400;\"> from amongst persons of eminence, ability, and integrity.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>members, including the chairperson, <\/b><span style=\"font-weight: 400;\">are required to be <\/span><b>from amongst the minority communities.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In accordance with Section 4(1) of the NCM Act, 1992, <\/span><b>each member,<\/b><span style=\"font-weight: 400;\"> including the chairperson, <\/span><b>holds office for a period of three years<\/b><span style=\"font-weight: 400;\"> from the date of assumption of office.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The m<\/span><b>ain functions<\/b><span style=\"font-weight: 400;\"> of the Commission are:<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Evaluate the progress<\/b><span style=\"font-weight: 400;\"> of the development <\/span><b>of minorities under the Union and states.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Monitor the working of the safeguards<\/b><span style=\"font-weight: 400;\"> for minorities provided in the Constitution and in laws enacted by Parliament and the state legislatures.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Make recommendations<\/b><span style=\"font-weight: 400;\"> for the effective implementation of safeguards for the protection of the interests of minorities by the central government or state governments.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Look into specific complaints <\/b><span style=\"font-weight: 400;\">regarding deprivation of rights and safeguards of the minorities and take up such matters with the appropriate authorities.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Cause studies to be undertaken<\/b><span style=\"font-weight: 400;\"> into the problems arising out of any discrimination against minorities and recommend measures for their removal.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Conduct studies, research, and analysis <\/b><span style=\"font-weight: 400;\">on the issues relating to the socio-economic and educational development of minorities.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Suggest appropriate measures <\/b><span style=\"font-weight: 400;\">in respect of any minority to be undertaken by the central government or state government.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Make periodical or special reports to the central government <\/b><span style=\"font-weight: 400;\">on any matter pertaining to minorities and, in particular, difficulties confronted by them.<\/span><\/li>\n<li style=\"font-weight: 400;
