


{"id":53937,"date":"2025-07-08T14:08:47","date_gmt":"2025-07-08T08:38:47","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=53937"},"modified":"2025-07-08T16:10:41","modified_gmt":"2025-07-08T10:40:41","slug":"defence-accounts-department","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/defence-accounts-department\/","title":{"rendered":"Defence Accounts Department (DAD)"},"content":{"rendered":"<h2><b>Defence Accounts Department Latest News<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The defence minister recently underscored the role of the Defence Accounts Department (DAD) in enhancing the operational readiness and financial agility of the Armed Forces at the Controllers\u2019 Conference 2025 in New Delhi.<\/span><\/p>\n<h2><b>About Defence Accounts Department<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It functions <\/span><b>under<\/b><span style=\"font-weight: 400;\"> the <\/span><b>administrative control of the Ministry of Defence.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is <\/span><b>headed by<\/b><span style=\"font-weight: 400;\"> the <\/span><b>Controller General of Defence Accounts (CGDA).<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The mandate given to the department is broadly<\/span><b> audit, financial advice, payment, and accounting of all charges pertaining to the Armed Forces.<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It includes bills for supplies and services rendered and for construction and repair work, <\/span><b>pay and allowances, pension<\/b><span style=\"font-weight: 400;\"> etc. of defence personnel and civilians, and <\/span><b>audit of cash and store accounts of all organizations under the Ministry of Defence.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The DAD has a vast geographical spread with a network of 1110 offices to cater to the needs of all elements of the Indian Defence Services i.e., <\/span><b>Army, Air Force, and Navy, <\/b><span style=\"font-weight: 400;\">as also all other organizations under Ministry of Defence viz <\/span><b>Defence Ordnance Factories <\/b><span style=\"font-weight: 400;\">(41), <\/span><b><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/defence-research-and-development-organisation-drdo\/\" target=\"_blank\">DRDO<\/a> Laboratories\/Projects <\/b><span style=\"font-weight: 400;\">(50), <strong>C<\/strong><\/span><strong>oast Guard<\/strong><b> , DGQA<\/b><span style=\"font-weight: 400;\"> , DGBR, DGNCC, DG <\/span><b>Defence Estates, Canteen Stores Department (CSD), etc<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">As the <\/span><b>principal accounting officer for the Ministry of Defence,<\/b><span style=\"font-weight: 400;\"> the CGDA <\/span><b>furnishes <\/b><span style=\"font-weight: 400;\">necessary i<\/span><b>nformation for the Appropriation Accounts<\/b><span style=\"font-weight: 400;\"> to the Ministry of Defence.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">CGDA also <\/span><b>prepares the Annual Consolidated Accounts of Defence Services Receipts &amp; Charges<\/b><span style=\"font-weight: 400;\"> and acts as the <\/span><b>Principal Accounts Officer for Civil Estimates of the Ministry of Defence.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">DAD is also responsible for rendering the <\/span><b>annual accounts for the <\/b><b>Ordnance Factory Board (OFB),<\/b><b> Military Farms, <\/b><span style=\"font-weight: 400;\">Canteen Stores Department, and Works Expenditure.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In addition, the<\/span><b> Annual Audit Certificate <\/b><span style=\"font-weight: 400;\">for the Defence Services, <\/span><b>rendered by the CGDA to the<\/b> <span style=\"font-weight: 400;\"><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/about-comptroller-and-auditor-general-of-india-cag\/\" target=\"_blank\"><strong>Comptroller and Auditor General of India<\/strong><\/a> (<\/span><b>C&amp;AG) through the Ministry of Defence, is tabled in the Parliament.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Of late, <\/span><b>Audit of offset claims<\/b><span style=\"font-weight: 400;\"> has also been entrusted to the Department.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>History of <\/b><b>Defence Accounts Department<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is <\/span><b>one of the oldest <\/b><span style=\"font-weight: 400;\">departments under the Government of India.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Its <\/span><b>origin <\/b><span style=\"font-weight: 400;\">can be traced to the <\/span><b>Military Pay Masters under the East India Company.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>In January 1750, the first Pay Master <\/b><span style=\"font-weight: 400;\">was appointed for paying the garrison at Fort Williams, Calcutta.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Payments to the troops<\/span> <span style=\"font-weight: 400;\">in the field were made by a Commissary.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In <\/span><b>1776 a Commissary General<\/b><span style=\"font-weight: 400;\"> was appointed for regulating the accounts.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In <\/span><b>1788<\/b><span style=\"font-weight: 400;\">, the designation of the Commissary General was <\/span><b>changed to Military Auditor Genera<\/b><span style=\"font-weight: 400;\">l, who exercised his control over all military disbursements.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">When the British Crown started administering India in 1858, there were <\/span><b>Military Accountants General in the Presidencies of Bengal, Madras, and Bombay.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>office of the Accountant General, Military Department,<\/b><span style=\"font-weight: 400;\"> was created in <\/span><b>April 1864.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In 1865, the Government recognized this position as the <\/span><b>Head of the Military Accounts Department<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><b>In 1922, the office of Military Accountant General (MAG) <\/b><span style=\"font-weight: 400;\">was reorganised. The Office of MAG then comprised 8 sections viz. Record, AN, Audit, Accounts, Estimate, Pay, Foreign Claims, and Inspection.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The department was<\/span><b> re-named the Defence Accounts Department (DAD) on October 1st, 1951, <\/b><span style=\"font-weight: 400;\">and the departmental head designated as <\/span><b>Controller General of Defence Accounts (CGDA).\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><b>For more than three decades<\/b><span style=\"font-weight: 400;\"> after independence, the DAD functioned <\/span><b>under the<\/b><span style=\"font-weight: 400;\"> administrative control of the <\/span><b>Ministry of Finance.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">With the introduction of the <\/span><b>Integrated Financial Advisor scheme<\/b><span style=\"font-weight: 400;\"> in the Ministry of Defence from August 1983, the department <\/span><b>came under<\/b><span style=\"font-weight: 400;\"> the administrative control of the <\/span><b>Ministry of Defence.<\/b><\/li>\n<\/ul>\n<p><b>Source<\/b><span style=\"font-weight: 400;\">: <\/span><a href=\"https:\/\/ddnews.gov.in\/en\/operation-sindoor-boosted-global-demand-for-indian-defence-products-rajnath-singh\/\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">DDN<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Defence Accounts Department functions under the administrative control of the Ministry of Defence.
