Article 40 of the Indian Constitution directs the state to establish and empower village panchayats to function as self-governing institutions. Being a part of the Directive Principles of State Policy, this article focuses on decentralisation of power and encourages the citizens of India to become a part of governance and foster rural development. To put into action, the 73rd Constitutional Amendment Act 1992 was implemented and the Panchayati Raj System was institutionalised. In this article, we are going to look into Article 40 and its constitutional importance.\u00a0<\/span><\/p>\n

Article 40 of the Constitution of India<\/span><\/h2>\n

The Article 40 of the Constitution of India states that \u201cThe State shall take steps to organise village panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self government.\u201d\u00a0<\/span><\/p>\n

Added in the Directive Principle of State Policy, Article 40 aims to build a system of self-governance in villages, where decision-making is localised and people are involved in managing their community affairs.\u00a0 The article is based on Gandhian principles and emphasises on self-sufficiency and local self-governance while ensuring self-sustaining units within decentralised units.\u00a0<\/span><\/p>\n

The Panchayati Raj System of India has been framed on the lines of local self-governance. The goal has been to promote autonomy in rural areas and make sure people get an equal right to participate in the governance process. Rajasthan<\/strong> was the first state to opt for panchayati raj form of government in India.\u00a0<\/span><\/p>\n

The Panchayati Raj System<\/strong><\/a> in India was introduced following the recommendations of the Balwant Rai Mehta Committee (1957)<\/strong>, which advocated a decentralized governance structure. As a result, a three-tier system was established\u2014<\/span><\/p>\n
