It was added through the 74th Constitutional Amendment Act of 1992, which marked a major step toward decentralising governance in urban areas. The amendment aimed to strengthen Urban Local Bodies (ULBs) by empowering them with the 3Fs, Functions, Funds, and Functionaries.<\/span><\/p>\n<h2><b>Schedule of Indian Constitution<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The Constitution of India was adopted on January 26, 1950 which consists of 8 Schedules initially which expanded to 12 Schedule of Indian Constitution through amendment.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-57543\" src=\"https:\/\/d35xcwcl37xo08.cloudfront.net\/current-affairs-wp-uploads\/2025\/07\/0.webp\" alt=\"table\" width=\"564\" height=\"664\" \/><\/p>\n<h2><b>12th Schedule of the Indian Constitution Provisions<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Article 243W of the Indian Constitution empowers municipalities to function as effective institutions of self-government. It allows the State Legislature to assign powers, authority, and responsibilities to municipalities through legislation. These powers include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Preparing plans for economic development and social justice<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Implementing schemes related to subjects entrusted to them, such as those listed in the 12th Schedule<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">This provision is the constitutional foundation for decentralised urban governance in India.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Types of Municipal Bodies under Article 243W:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Nagar Panchayat &#8211; for transitional areas (moving from rural to urban)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Municipal Council &#8211; for smaller urban areas<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Municipal Corporation &#8211; for larger urban areas<\/span><\/li>\n<\/ol>\n<h2><b>12th Schedule of Indian Constitution Subjects<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The 12th Schedule of the Indian Constitution includes 18 functional items under the domain of municipalities:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Urban planning including town planning;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Regulation of land use and construction of buildings;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Planning for economic and social development;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Roads and bridges;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Water supply for domestic, industrial, and commercial purposes;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Public health, sanitation, conservancy, and solid waste management;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Fire services;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Urban forestry, protection of the environment, and promotion of ecological aspects;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Safeguarding the interests of weaker sections of society, including the handicapped and mentally retarded;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Slum improvement and up-gradation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Urban poverty alleviation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provision of urban amenities and facilities such as parks, gardens, and playgrounds;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Promotion of cultural, educational, and aesthetic aspects;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Burials and burial grounds, cremations and cremation grounds, and electric crematoriums;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Cattle ponds, prevention of cruelty to animals;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Vital statistics including registration of births and deaths;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Public amenities including street lighting, parking lots, bus stops, and public conveniences;
