The process involves estimating revenues from taxes, fees, borrowings and planning the expenditures required to achieve policy objectives within a fixed fiscal period, generally one year.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Government Budgeting in India<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Government Budgeting in India is a comprehensive exercise undertaken by both the Central and the state levels. For the discussion, the focus is on the union budget, that is the annual financial statement of the Central Government.\u00a0<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Union Budget of India<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Constitution of India has the following provisions when it comes to the Union Budget:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to Article 112 of the Indian Constitution, the Union Budget refers to the Annual Financial Statement of the Central Government. This statement provides details of estimated receipts and expenditures for the financial year.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Union Budget can be sub divided into three categories:\u00a0<\/span>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Budget Estimates (BE): Projections for the upcoming fiscal year.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Revised Estimates (RE): Updated estimates for the current fiscal year.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Provisional Actuals (PA): Actual receipts and expenditures of the previous fiscal year.\u00a0<\/span><\/li>\n<\/ol>\n<\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Union Budget of India Important Facts<\/span><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/union-budget-2025\/\" target=\"_blank\"><strong>Union Budget<\/strong><\/a> is presented in the Parliament on 1st February every year since 2017-18.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Before this, the budget was always presented in the last week of February.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Railway Budget, earlier presented separately since 1924 (Acworth Committee recommendation), was merged with the General Budget in 2017\u201318 (Bibek Debroy Committee).\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Nodal Agency managing the Union Budget is the Budget Division of the Department of Economic Affairs, Ministry of Finance.\u00a0<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Government Budgeting Stages in India<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Government Budgeting in India is divided into four phases:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Budget Formulation: Preparation of estimates of receipts and expenditures.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Budget Enactment: Legislative approval through Finance Bill &amp; Appropriation Bill.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Budget Execution: Collection of revenues and spending as per approvals.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Legislative Review: Post-budget audits and scrutiny by Parliament.<\/span><\/li>\n<\/ol>\n<h2><span style=\"font-weight: 400;\">Procedure of Union Budget Enactment<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Union Budget is passed in the Parliament by by following procedure:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The President fixes the date of the budget presentation.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Budget is laid down in the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/lok-sabha\/\" target=\"_blank\"><strong>Lok Sabha<\/strong><\/a> by the Union Finance Minister, followed by\u00a0 laying it before the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/rajya-sabha\/\" target=\"_blank\"><strong>Rajya Sabha<\/strong><\/a>.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Budget is then put up for debate on the basis of principles and priorities without voting.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Standing Committees examine Demands for Grants in detail and submit reports.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Voting on Demands for Grants (Lok Sabha only):<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Lok Sabha votes on expenditure demands, converting them into Grants.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Rajya Sabha can only discuss, not vote.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Cut Motions:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">Policy Cut Motion \u2013 reduce demand to \u20b91 (policy disapproval).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">Economy Cut Motion \u2013 reduce demand by a specific amount (suggest savings).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"3\"><span style=\"font-weight: 400;\">Token Cut Motion \u2013 reduce demand by \u20b9100 (raise a grievance).\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Appropriation Bill is passed after grants are approved. This bill authorises withdrawals from the Consolidated Funds of India.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Finance Bill legalises tax proposals and revenue measures.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Finally with the Presidential assent to Appropriation and Finance Acts, the Budget is finally enforceable.\u00a0<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400;\">Government Budget Components<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Government Budget is sub-divided into two main components- Revenue Budget and Capital Budget<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">1. Capital Budget\u00a0<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">The Capital Budget reflects the assets and liabilities of the government and funds required for long-term development.\u00a0<\/span><\/p>\n<h4><span style=\"font-weight: 400;\">(a) Capital Receipts<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Funds that either create liabilities or reduce assets.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Debt-Creating: Fresh loans and borrowings<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Non-Debt Creating: Recovery of loans, disinvestment proceeds<\/span><\/li>\n<\/ul>\n<h4><span style=\"font-weight: 400;\">(b) Capital Expenditure<\/span><\/h4>\n<p><span style=\"font-weight: 400;\">Capital Expenditure is the spending that leads to creation of assets or investments.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\"> Examples: Infrastructure (roads, schools, hospitals), equity in PSUs, loans to states\/UTs, and repayment of loan principal.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Budget Types<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Union Budget is of the following types:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Balanced Budget \u2013 Receipts = Expenditure (rare in practice).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Surplus Budget \u2013 Receipts &gt; Expenditure (used to control inflation).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Deficit Budget \u2013 Expenditure &gt; Receipts (used during recession\/depression).\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Budget Deficits\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Deficits in Budget is of the following types:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Budget Deficit = Total Expenditure \u2013 Total Receipts (rarely used now).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Revenue Deficit = Revenue Expenditure \u2013 Revenue Receipts (indicates non-asset spending).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Effective Revenue Deficit (ERD) = Revenue Deficit \u2013 Grants for Capital Assets (introduced in 2012\u201313).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Fiscal Deficit = Total Expenditure \u2013 (Revenue Receipts + Non-Debt Capital Receipts).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Primary Deficit = Fiscal Deficit \u2013 Interest Payments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Monetized Deficit = Borrowings from RBI + Cash drawdown (leads to increase in money supply).<\/span><\/li>\n<\/ol>\n<h2><span style=\"font-weight: 400;\">Government Budgeting Types<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Government Budgeting is of the following types:\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Line-Item Budgeting : Lists expenditures by categories\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Performance Budgeting : Links spending to measurable performance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Zero-Based Budgeting : Introduced in 1987-88 and every program reviewed afresh from &#8220;zero&#8221;
