style=\"font-weight: 400;\">, was recently introduced in the Lok Sabha.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The new Bill is an extension of the Jan Vishwas (Amendment of Provisions) Act, 2023 (decriminalised 183 provisions in 42 Acts), and aims to amend 16 Central Acts (administered by 10 ministries\/departments) to <\/span><b>decriminalise and rationalise some offences and penalties.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This means the Bill\u00a0 further enhances<\/span><b> trust-based governance for ease of living and doing business.<\/b><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Background &#8211; Need for Jan Vishwas 2.0<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li aria-level=\"1\"><b>Overcriminalisation in Indian laws:<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">According to the Vidhi Centre for Legal Policy, <\/span><b>370 of the 882 central laws<\/b><span style=\"font-weight: 400;\"> have criminal provisions for 7,305 crimes.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Over 75%<\/b><span style=\"font-weight: 400;\"> of all crimes are defined under laws that <\/span><b>regulate areas beyond core criminal justice<\/b><span style=\"font-weight: 400;\">, such as shipping, taxation, financial institutions, and municipal governance.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Disproportionate punishments: <\/b><span style=\"font-weight: 400;\">For example, arrest is possible for trivial acts like <\/span><b>milking a cow<\/b><span style=\"font-weight: 400;\"> on the street or not exercising a pet dog, <\/span><b>violating the principle of proportionality<\/b><span style=\"font-weight: 400;\"> in crime and punishment.<\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li aria-level=\"1\"><b>Hindrance to business:\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">According to an Observer Research Foundation&#8217;s (ORF) 2022 report style=\"text-align: justify;\"><b>Provisions of the Jan Vishwas Bill 2025<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Scope of amendments: <\/b><span style=\"font-weight: 400;\">The 2025 Bill proposes amending 355 provisions &#8211; 288 provisions decriminalised to foster ease of doing business, and 67 provisions proposed to be amended
