style=\"font-weight: 400;\">The Union Cabinet recently approved a Rs.1,500 crore Incentive Scheme to develop recycling capacity in the country for the separation and production of critical minerals from secondary sources.<\/span><\/p>\n<h2><b>About Incentive Scheme to Promote Critical Mineral Recycling<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is <\/span><b>part of the<\/b> <b><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/government-launches-national-critical-minerals-mission-to-boost-green-energy-transition\/\" target=\"_blank\">National Critical Mineral Mission<\/a> (NCMM), <\/b><span style=\"font-weight: 400;\">which is aimed at building the domestic capacity of and supply chain resilience in critical minerals.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Scheme will have a <\/span><b>tenure of six years<\/b><span style=\"font-weight: 400;\"> from Financial Year <\/span><b>2025-26 to<\/b><span style=\"font-weight: 400;\"> Financial Year <\/span><b>2030-31.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Total Outlay: Rs.1,500 crore<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Features:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>Eligible feedstock<\/b><span style=\"font-weight: 400;\"> is <\/span><b>e-waste, Lithium Ion Battery (LIB) scrap,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>scrap other than e-waste and LIB scraps.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Expected <\/span><b>beneficiaries <\/b><span style=\"font-weight: 400;\">will be both <\/span><b>large, established recyclers,<\/b><span style=\"font-weight: 400;\"> as well as s<\/span><b>mall, new recyclers (including start-ups), for whom one-third<\/b><span style=\"font-weight: 400;\"> of the scheme <\/span><b>outlay <\/b><span style=\"font-weight: 400;\">has been earmarked.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Scheme will be <\/span><b>applicable to investments in new units as well as expansion <\/b><span style=\"font-weight: 400;\">of capacity and modernization and diversification <\/span><b>of existing units.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Scheme will provide <\/span><b>incentive for the recycling value chain, <\/b><span style=\"font-weight: 400;\">which is <\/span><b>involved in the actual extraction <\/b><span style=\"font-weight: 400;\">of critical minerals, and <\/span><b>not the value chain involved in only black mass production.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The incentives include a <\/span><b>20% capital subsidy on plant and machinery for projects that commence production within the stipulated timeframe<\/b><span style=\"font-weight: 400;\"> and an <\/span><b>operational subsidy<\/b> <b>tied to incremental sales<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The<\/span><b> operational support <\/b><span style=\"font-weight: 400;\">will be provided in tranches\u2014<\/span><b>40% in the second year <\/b><span style=\"font-weight: 400;\">and <\/span><b>60% in the fifth year<\/b><span style=\"font-weight: 400;\">\u2014on meeting specific sales thresholds.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">To ensure wider participation, the<\/span><b> total incentive<\/b><span style=\"font-weight: 400;\"> has been <\/span><b>capped at \u20b950 crore per large entity and \u20b925 crore per small entity<\/b><span style=\"font-weight: 400;\">, with limits on <\/span><b>operating subsidies of \u20b910 crore and \u20b95 crore, respectively.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Scheme incentives are <\/span><b>expected to develop at least 270 kilotons of annual recycling capacity,<\/b><span style=\"font-weight: 400;\"> resulting in around 40 kilotons annual critical mineral production, bringing in about Rs.8,000 crore of investment, and creating close to 70,000 direct and indirect
