These tools are indispensable to maintain order, enable smooth conduct of business, ensure government accountability and address issues of public importance effectively.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Devices of Parliamentary Proceedings in India\u00a0<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Parliament of India has implemented many devices in order to ensure smooth functioning of parliamentary functions. These devices are:<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Question Hour<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Question Hour is the time allocated for Members of Parliament (MPs) to pose questions to ministers on issues of public interest.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It takes place during the first hour of every sitting of both <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/lok-sabha\/\" target=\"_blank\"><strong>Lok Sabha<\/strong><\/a> and <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/rajya-sabha\/\" target=\"_blank\"><strong>Rajya Sabha<\/strong><\/a>.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Questions are classified as:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Starred Questions: Require oral replies and allow supplementary questions; printed in green.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Unstarred Questions: Need written replies only, with no supplementary allowed; printed in white.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Short Notice Questions: Can be asked with less than 10 days\u2019 notice and are orally answered; printed in light pink.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Questions to Private Members: Directed at non-ministers on issues concerning them; printed in yellow.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Zero Hour<\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Zero Hour begins immediately after Question Hour and continues till the listed business of the House starts.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It allows MPs to raise urgent matters without prior notice.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is an informal innovation unique to India, not mentioned in the official Rules of Procedure.<\/span><\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\">Motions<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">A motion is a formal proposal by a legislator to initiate debate on an issue of public significance. No discussion occurs unless the presiding officer admits it.
