style and other advanced military drones abroad, according to U.S. officials.<\/span><\/p>\n<h2><b>About Missile Technology Control Regime<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is an <\/span><b>intergovernmental organization<\/b><span style=\"font-weight: 400;\"> whose members <\/span><b>implement voluntary export controls on missiles<\/b><span style=\"font-weight: 400;\"> capable of <\/span><b>delivering nuclear, chemical, or biological weapons<\/b><span style=\"font-weight: 400;\">, as well as <\/span><b>related technology.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Formation<\/b><span style=\"font-weight: 400;\">:<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was founded in <\/span><b>1987 by Canada, France, Germany, Italy, Japan<\/b><span style=\"font-weight: 400;\">, the <\/span><b>United Kingdom,<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>United States<\/b><span style=\"font-weight: 400;\"> to <\/span><b>control the spread of nuclear-capable missiles <\/b><span style=\"font-weight: 400;\">and the technology used in their production.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In <\/span><b>1993<\/b><span style=\"font-weight: 400;\">, the group <\/span><b>broadened <\/b><span style=\"font-weight: 400;\">its focus t<\/span><b>o include chemical and biological weapons-capable missiles.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Member States:<\/b><span style=\"font-weight: 400;\">\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">There are currently <\/span><b>35 countries<\/b><span style=\"font-weight: 400;\"> that are members (Partners) of the MTCR.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>India <\/b><span style=\"font-weight: 400;\">became the <\/span><b>35th member<\/b><span style=\"font-weight: 400;\"> of the MTCR on 27 June <\/span><b>2016<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Member states<\/b><span style=\"font-weight: 400;\"> of the regime <\/span><b>agree to impose export controls on missiles, <\/b><span style=\"font-weight: 400;\">defined as rocket systems and unmanned aerial vehicle systems (UAVs), <\/span><b>as well as <\/b><span style=\"font-weight: 400;\">a wide variety of <\/span><b>technical components and software related to missile production.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The equipment, software and technology covered by the agreement are broken down into <\/span><b>Category I and Category II items.\u00a0<\/b>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>Category I <\/b><span style=\"font-weight: 400;\">items are <\/span><b>strictly controlled <\/b><span style=\"font-weight: 400;\">under the organization\u2019s guidelines; these items are <\/span><b>missiles capable of delivering a warhead weighing 500 kilograms <\/b><span style=\"font-weight: 400;\">or more <\/span><b>to ranges exceeding 300 kilometer<\/b><span style=\"font-weight: 400;\">s, as well as <\/span><b>their major subsystems like engines and re-entry vehicles.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Member countries have<\/span><b> more discretion regarding<\/b><span style=\"font-weight: 400;\"> the transfer of <\/span><b>Category II items,<\/b><span style=\"font-weight: 400;\"> which are considered<\/span><b> less sensitive,<\/b><span style=\"font-weight: 400;\"> such as <\/span><b>propulsion and launch components,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>missile systems with a range of at least 300 kilometers,<\/b> <b>no matter the payload.<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Consequences for Violating MTCR Guidelines<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">MTCR guidelines are an <\/span><b>informal standard<\/b><span style=\"font-weight: 400;\"> set by a selected group of countries rather than an international treaty adopted by its members.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The agreement has<\/span><b> no legally binding provisions or regime-wide compliance procedures.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><b>If disagreements occu<\/b><span style=\"font-weight: 400;\">r, member <\/span><b>states can consult bilaterally<\/b><span style=\"font-weight: 400;\"> to clarify the issue, <\/span><b>or bring their concerns up at <\/b><span style=\"font-weight: 400;\">the MTCR\u2019s <\/span><b>annual policy-level Plenary Meeting.<\/b><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While the agreement outlines<\/span><b> no legal repercussions <\/b><span style=\"font-weight: 400;\">for breaking the adopted standards of the MTCR, the <\/span><b>United States government has passed legislation allowing for the introduction of sanctions <\/b><span style=\"font-weight: 400;\">against any nations that export items restricted by the MTCR agreement.<\/span><\/li>\n<\/ul>\n<h2><b>Why Join the MTCR?<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Joining the MTCR provides member countries with <\/span><b>international legitimacy <\/b><span style=\"font-weight: 400;\">and <\/span><b>signals support for the nonproliferation of missiles. <\/b><\/li>\n<li style=\"font-weight: 400;
