aria-level=\"1\"><span style=\"font-weight: 400;\">Prime Minister Narendra Modi will visit Manipur on September 13, his first trip since ethnic clashes between Meiteis and Kuki-Zo erupted in May 2023.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Over 27 months, the state has endured violence, mass displacement, weakened law and order, the rise of armed groups, President\u2019s Rule, and national elections.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While tensions have eased somewhat, five key issues \u2014 displacement, security, governance, inter-community trust, and political resolution \u2014 remain central to Manipur\u2019s fragile recovery.<\/span><\/li>\n<\/ul>\n<h2><b>Rehabilitation of Manipur\u2019s Displaced Population<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Over 57,000 people remain in 280 relief camps across Manipur, displaced for over two years due to ethnic clashes.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Displacement occurred mainly in two ways:\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Kuki-Zo people forced out of Imphal and valley towns, and Meiteis from border and hill towns like Moreh, Kangpokpi, and Churachandpur; and\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">those from \u201cfringe areas\u201d at the valley-hill frontiers fleeing attacks or threats.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In July, Manipur govt announced a three-phase resettlement plan to close all relief camps by year-end, beginning with phased return of fringe-area residents, followed by prefabricated housing for others once normalcy is restored.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While around 5,000 people had returned before the plan, progress has since been slow.<\/span><\/li>\n<\/ul>\n<h2><b>Restricted Movement and Buffer Zones in Manipur<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">During the conflict, sharp boundaries between the valley and hill districts have turned into \u201cbuffer zones\u201d manned by security forces, blocking safe passage between Meitei and Kuki-Zo areas.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Meiteis remain confined to the valley without highway access, while Kuki-Zos cannot reach Imphal or use key facilities like the airport.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">After President\u2019s Rule in February, the Centre attempted to enforce \u201cfree movement\u201d on highways, but violence erupted, leaving one dead and many injured.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Currently, Kuki-Zo groups permit only essential goods to reach the valley but refuse Meitei movement across buffer zones.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Meanwhile, no reciprocal arrangement exists for Kuki-Zo passage in Meitei-dominated areas.<\/span><\/li>\n<\/ul>\n<h2><b>Lack of Dialogue and Ethnic Tensions in Manipur<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Over 250 people have died in Manipur\u2019s ethnic violence, the last major outbreak in November 2024.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While large-scale clashes have ebbed, officials warn the state remains fragile, as both Meitei and Kuki-Zo communities are heavily armed and lack inter-community dialogue.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Centre continues separate talks with both sides, recently renewing a <\/span><b>Suspension of Operations pact with Kuki-Zo insurgent groups<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">These groups agreed to uphold Manipur\u2019s \u201cterritorial integrity,\u201d but still demand a Union Territory with legislature, contradicting the pact\u2019s spirit.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Meitei groups see the agreement as legitimising insurgents, while Kuki-Zos allege past bias by ex-Chief Minister Biren Singh\u2019s government favouring Meitei militias, fuelling mistrust.<\/span><\/li>\n<\/ul>\n<h2><b>Political Transition and President\u2019s Rule in Manipur<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Former Chief Minister N Biren Singh resigned in February after opposition from both Kuki-Zo and many Meitei BJP MLAs.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Soon after, President\u2019s Rule was imposed, fulfilling a key Kuki-Zo demand and initially welcomed across communities.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, nearly two months later, valley-based and Naga MLAs began pressing for restoration of an elected government, citing public pressure.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Despite this, the Centre has shown no urgency to lift President\u2019s Rule, preferring stability over political transition in the conflict-hit state.<\/span><\/li>\n<\/ul>\n<h2><b>Border Tensions and Fencing with Myanmar<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Manipur\u2019s porous border with Myanmar<\/b><span style=\"font-weight: 400;\"> remains a flashpoint, with Meiteis blaming illegal Chin immigration for fueling unrest.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In response, the <\/span><b>Centre scrapped the Free Movement Regime<\/b><span style=\"font-weight: 400;\"> \u2014 which allowed cross-border tribal travel up to 16 km \u2014 and announced fencing.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This decision has angered both Kuki-Zo and Naga communities, who share deep ethnic, social, and economic ties across the border.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ahead of PM Modi\u2019s visit,
