style=\"font-weight: 400;\">The Ministry of Civil Aviation recently made public the Draft Civil Drone (Promotion and Regulation) Bill, 2025, and invited feedback from stakeholders and citizens.<\/span><\/p>\n<h2><b>About Draft Civil Drone (Promotion and Regulation Bill) 2025<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Released by the <\/span><b>Ministry of Civil Aviation<\/b><span style=\"font-weight: 400;\">, the Draft Civil Drone (Promotion and Regulation Bill) 2025 proposed <\/span><b>provisions such as mandatory registration, safety and security features, <\/b><span style=\"font-weight: 400;\">as well as <\/span><b>insurance,<\/b><span style=\"font-weight: 400;\"> amongst other requirements <\/span><b>for unmanned aircraft systems\u2019 (UASs) operations in the country.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The law <\/span><b>covers individuals and entities engaged in drone ownership, operation, design, manufacture, import, export, <\/b><span style=\"font-weight: 400;\">leasing, training or maintenance, but <\/span><b>excludes unmanned aircraft used by the armed forces or those weighing over 500 kilogram<\/b><span style=\"font-weight: 400;\">s, which <\/span><b>will be governed under the Bharatiya Vayuyan Adhiniyam, <\/b><span style=\"font-weight: 400;\">2024.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>DGCA Retained as Regulator:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It retains the <\/span><b>Directorate General of Civil Aviation (DGCA)<\/b><span style=\"font-weight: 400;\"> as the <\/span><b>primary regulatory authority.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The draft mandates that <\/span><b>no drone will be allowed to operate without registration and issuance of a Unique Identification Number (UIN) by the DGCA<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Similarly, <\/span><b>manufacturers<\/b><span style=\"font-weight: 400;\"> would be <\/span><b>required to obtain a type certification from <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/dgca\/\" target=\"_blank\">DGCA<\/a> <\/b><span style=\"font-weight: 400;\">before their drones can be sold or operated in India.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Safety, Security Features Compulsory:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>No person shall manufacture or assemble, offer for sale<\/b><span style=\"font-weight: 400;\">, <\/span><b>transfer <\/b><span style=\"font-weight: 400;\">or cause to transfer, <\/span><b>operate <\/b><span style=\"font-weight: 400;\">or cause to operate<\/span><b> any UAS that does not incorporate <\/b><span style=\"font-weight: 400;\">the<\/span><b> mandatory safety and security features<\/b><span style=\"font-weight: 400;\"> as <\/span><b>prescribed by the central government<\/b><span style=\"font-weight: 400;\"> or unless the <\/span><b>UAS<\/b><span style=\"font-weight: 400;\"> is exempted from such requirement.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">These features are intended to ensure airworthiness, prevent tampering, and enable traceability of drone operations.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Compulsory Insurance for Operators:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Notably, provision for insurance has been made compulsory, with <\/span><b>third-party coverage required for all operators<\/b><span style=\"font-weight: 400;\"> unless specifically exempted by the government.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>insurance company<\/b><span style=\"font-weight: 400;\"> shall, upon receiving information of the accident, either from the claimant or through an accident information report or otherwise, <\/span><b>designate an officer to settle the claims relating to such accident<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Digital Sky Zones Retained:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Draft <\/span><b>retains the concept of a \u2018Digital Sky\u2019 online platform of zoning<\/b><span style=\"font-weight: 400;\"> that will <\/span><b>segregate skies into green, yellow, and red zones.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">While <\/span><b>operations in green zones <\/b><span style=\"font-weight: 400;\">will be <\/span><b>freely permitted,<\/b> <b>flying in yellow zones <\/b><span style=\"font-weight: 400;\">will <\/span><b>require clearance from air traffic control.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>No person shall operate<\/b><span style=\"font-weight: 400;\"> an <\/span><b>UAS<\/b> <b>in a red zone without prior permission from the central government and the red zone creating agencies.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">V<\/span><b>iolations <\/b><span style=\"font-weight: 400;\">i<\/span><b>n restricted airspace<\/b><span style=\"font-weight: 400;\"> have been <\/span><b>classified as cognisable and non-compoundable offences<\/b><span style=\"font-weight: 400;\">, attracting up to <\/span><b>three years\u2019 imprisonment or fines extending to \u20b91 lakh.<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Compensation for Victims Proposed: <\/b><span style=\"font-weight: 400;\">The <\/span><b>owner <\/b><span style=\"font-weight: 400;\">of the <\/span><b>UAS<\/b> <b>or the authorised insurer shall be liable to pay, in the case of death or grievous hurt<\/b><span style=\"font-weight: 400;\"> due to any accident arising out of the use of unmanned aircraft system, a <\/span><b>compensation of a sum of 2.5 lakh rupees<\/b> <b>in case of death or one lakh rupees in case of grievous hurt<\/b><span style=\"font-weight: 400;\"> to the legal heirs or the victim, as the case may be.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Claim Tribunals to Handle Drone Cases: <\/b><span style=\"font-weight: 400;\">The <\/span><b>\u2018Motor Accident Claim Tribunals\u2019<\/b><span style=\"font-weight: 400;\"> has been <\/span><b>proposed to be designated as the claim tribunal<\/b><span style=\"font-weight: 400;\"> for the purpose of adjudicating upon claims for compensation in respect of accidents involving the use of <\/span><b>UASs.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Punishment<\/b><span style=\"font-weight: 400;\">:<\/span>\n<ul>\n<li style=\"text-align: justify;\"><b>Any person who contravenes the provisions of this Act <\/b><span style=\"font-weight: 400;\">shall be <\/span><b>punishable with a fine up to \u20b950,000 or an imprisonmen<\/b><span style=\"font-weight: 400;\">t which <\/span><b>may extend to three months <\/b><span style=\"font-weight: 400;\">or both, and <\/span><b>for any second or subsequent offence <\/b><span style=\"font-weight: 400;\">with a<\/span><b> fine up to \u20b91 lakh<\/b><span style=\"font-weight: 400;\"> or an <\/span><b>imprisonment<\/b><span style=\"font-weight: 400;\"> which <\/span><b>may extend to six months or both.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Any offence involving carriage of dangerous goods<\/b><span style=\"font-weight: 400;\"> by a civil <\/span><b>UAS<\/b><span style=\"font-weight: 400;\">, or use of a civil <\/span><b>UAS<\/b><span style=\"font-weight: 400;\"> as a weapon, shall be <\/span><b>cognizable and non-compoundable.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The<\/span><b> Director General<\/b><span style=\"font-weight: 400;\"> or<\/span><b> any other officer authorised <\/b><span style=\"font-weight: 400;\">in this behalf <\/span><b>may seize and confiscate the UAS, documents, records, devices <\/b><span style=\"font-weight: 400;\">or things which may be useful for, or <\/span><b>relevant to, the investigation <\/b><span style=\"font-weight: 400;\">of such offence.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><b>Source<\/b><span
