for illicit drugs, particularly <\/span><b>fentanyl<\/b><span style=\"font-weight: 400;\">, posing a threat to the U.S. and its citizens.<\/span><\/li>\n<\/ul>\n<h2><b>Understanding the Major\u2019s List<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Major\u2019s List<\/b><span style=\"font-weight: 400;\">, compiled annually, identifies countries where geography, trade, or industry enable significant narcotics or precursor chemical flows into global markets.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" 400;\"> were flagged as having <\/span><b>\u201cfailed demonstrably\u201d<\/b><span style=\"font-weight: 400;\"> in meeting international drug-control obligations.<\/span><\/li>\n<\/ul>\n<h2><b>Fentanyl: A Deadly Synthetic Opioid<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Fentanyl, a labs, traffickers can convert these precursors into fentanyl with <\/span><b>basic glassware, solvents, and moderate heat<\/b><span style=\"font-weight: 400;\">, using common organic chemistry reactions.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Since <\/span><b>small amounts of precursors yield large fentanyl quantities<\/b><span style=\"font-weight: 400;\"> and can be discreetly shipped, controlling their diversion into illicit networks has proven extremely
