Ltd., Noida as a Telecom Security Testing Laboratory (TSTL) for testing IP Routers under the Communication Security Certification (ComSec) Scheme.<\/span><\/p>\n<h2><b>About Communication Security Certification Scheme<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">It is applicable for <\/span><b>Security Certification of all telecommunication equipment<\/b><span style=\"font-weight: 400;\"> for which Mandatory Testing and Certification of Telecom Equipment (MTCTE) applies.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This scheme falls under broader \u2018Mandatory Testing and Certification of Telecom Equipment (MTCTE)\u2019, rules notified in September 2017.<\/span>\n<ul>\n<li><span style=\"font-weight: 400;\">These rules have now been superseded by T<\/span><b>elecommunications<\/b><span style=\"font-weight: 400;\"> (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"font-weight: 400;\">It mandates every <\/span><b>OEM\/importer\/dealer<\/b><span style=\"font-weight: 400;\"> who wishes to sell, import or use any telecom equipment in India, shall have to get their equipment security tested and certified under this scheme.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">It is also applicable to such <\/span><b>other Telecom Equipment, Hardware, Software or System<\/b><span style=\"font-weight: 400;\"> as notified by the Government.<\/span><\/li>\n<li><b>Implementing agency:<\/b> <b>National Centre for Communication Security<\/b><span style=\"font-weight: 400;\"> (NCCS).\u00a0<\/span><\/li>\n<li aria-level=\"1\"><b>Scheme mainly comprises of three major activities<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Development of country specific<\/b><span style=\"font-weight: 400;\"> Security assurance standards called <\/span><b>Indian Telecom Security Assurance Requirements<\/b><span style=\"font-weight: 400;\"> (ITSAR) for every Telecom equipment.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Designation of third-party <\/span><b>Telecom Security Test Laboratories<\/b><span style=\"font-weight: 400;\"> (TSTL) meeting the specified requirements.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The Designated TSTLs will be responsible for carrying out the security testing of telecom equipment as per ITSAR\u2019s requirements<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Evaluation and Certification<\/b><span style=\"font-weight: 400;\"> of the telecom equipment against ITSAR by
