


{"id":65132,"date":"2025-09-25T16:04:44","date_gmt":"2025-09-25T10:34:44","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=65132"},"modified":"2025-09-26T13:13:25","modified_gmt":"2025-09-26T07:43:25","slug":"sixth-schedule","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/sixth-schedule\/","title":{"rendered":"Sixth Schedule"},"content":{"rendered":"<h2><strong>Sixth Schedule Latest News<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Recently, Ladakh witnessed one of its worst episodes of violence in decades over demands for statehood and inclusion under the Sixth Schedule.<\/span><\/p>\n<h2><strong>About the Sixth Schedule<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>Sixth Schedule<\/b><span style=\"font-weight: 400;\"> of the Indian Constitution is a special provision that deals with the <\/span><b>administration of tribal areas in the Northeast<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It was framed on the recommendations of the <\/span><b>Bordoloi Committee<\/b><span style=\"font-weight: 400;\"> (Sub-Committee of the Constituent Assembly on the North-East Frontier (Assam) Tribal and Excluded Areas).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The framers recognised the <\/span><b>distinct cultural identity and vulnerability<\/b><span style=\"font-weight: 400;\"> of the tribal population in these areas and thus provided for a system of <\/span><b>autonomous governance<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It came into effect along with the Constitution in <\/span><b>1950<\/b><span style=\"font-weight: 400;\">, under <\/span><b>Articles 244(2) and 275(1)<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Unlike the <\/span><b>Fifth Schedule<\/b><span style=\"font-weight: 400;\">, which applies to other tribal areas of India, the Sixth Schedule provides <\/span><b>greater autonomy through elected Autonomous Councils<\/b><span style=\"font-weight: 400;\"> with legislative, judicial, and financial powers.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">These provisions are unique to the <\/span><b>four Northeastern states of Assam, Meghalaya, Tripura, and Mizoram<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h3><strong>\u00a0Provisions under the Sixth Schedule<\/strong><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Article 244(2):<\/b><span style=\"font-weight: 400;\"> Applies Sixth Schedule provisions to tribal areas of Assam, Meghalaya, Tripura, and Mizoram.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Autonomous Districts &amp; Regions:<\/b><span style=\"font-weight: 400;\"> Tribal areas are administered as <\/span><b>Autonomous Districts<\/b><span style=\"font-weight: 400;\">, which may be subdivided into <\/span><b>Autonomous Regions<\/b><span style=\"font-weight: 400;\"> by the Governor.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Governor\u2019s Powers:<\/b><span style=\"font-weight: 400;\"> Can reorganise districts, alter boundaries, and rename autonomous areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>District &amp; Regional Councils: <\/b><span style=\"font-weight: 400;\">Each Autonomous District has a <\/span><b>District Council<\/b><span style=\"font-weight: 400;\"> (up to 30 members, 4 nominated by the Governor, others elected by <\/span><b>adult suffrage<\/b><span style=\"font-weight: 400;\">).<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Regional Councils<\/b><span style=\"font-weight: 400;\"> created for distinct tribal groups.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Law-making Powers: <\/b><span style=\"font-weight: 400;\">Councils can legislate on <\/span><b>land, forests (except reserved forests), inheritance, customary laws, and money-lending\/trading by outsiders<\/b><span style=\"font-weight: 400;\">.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">All such laws require the <\/span><b>Governor\u2019s assent<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Administration of Justice: <\/b><span style=\"font-weight: 400;\">Councils can establish <\/span><b>Village and District Council Courts<\/b><span style=\"font-weight: 400;\"> for disputes where both parties are tribals.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Jurisdiction excludes serious crimes (punishable with death or imprisonment for over 5 years).<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Revenue &amp;
