consistency in analysing urbanisation trends.<\/span><\/li>\n<\/ul>\n<h2><b>Criteria for Urban Classification<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In 2011, an urban unit was defined as either:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Statutory Towns<\/b><span style=\"font-weight: 400;\"> \u2013 formally notified by State governments with urban local bodies such as municipal corporations, municipal councils, or nagar panchayats.<\/span><\/li>\n<li style=\"font-weight: 400;\" dense populations, non-agricultural livelihoods, and urban lifestyles.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">As a result, census towns and peri-urban regions are excluded from proper governance and infrastructure, creating gaps in planning and services.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">For example, Census data show that 251 towns identified as urban in 2001 continued to be governed as rural areas even in 2011.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">West Bengal, with the highest rise in census towns, illustrates this mismatch, as many newly classified urban settlements were never converted
