Srinivas highlighting the agenda for strengthening scientific strategy in governance measurement.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Key Developments<\/b><\/h2>\n<ul>\n<li><b>Proposal of International Governance Index:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Plans to leverage existing frameworks of the <\/span><b>World Bank (WB), OECD<\/b><span style=\"font-weight: 400;\"> (Organisation for Economic Cooperation and Development) and <\/span><b>UN DESA<\/b><span style=\"font-weight: 400;\"> (United Nations Department of Economic and Social Affairs).<\/span><\/li>\n<li><b>A working group will be formed<\/b><span style=\"font-weight: 400;\">, and the agenda will be part of the IIAS Annual Conference 2026.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>India\u2019s criticism of existing indices:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">In its reports, the Varieties of Democracy (V-Dem) Institute of the University of Gothenburg, Sweden, has <\/span><b>listed India as an electoral autocracy<\/b><span style=\"font-weight: 400;\"> since 2017. The latest report (2025) ranked India <\/span><b>100 <\/b><span style=\"font-weight: 400;\">out of 179 countries.<\/span><\/li>\n<li><b>Freedom in the World Index<\/b><span style=\"font-weight: 400;\"> and<\/span><b> EIU Democracy Index<\/b><span style=\"font-weight: 400;\"> placed India at levels comparable to the emergency period.<\/span><\/li>\n<li><b>Economic Advisory Council to PM (2022)<\/b><span style=\"font-weight: 400;\"> highlighted lack of transparency in methodologies.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>World Governance Indicators (WGI):<\/b>\n<ul>\n<li><span quality;\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">56.13 for rule of law and\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">41.51 for control of
