400;\">The Petroleum and Natural Gas Regulatory Board (PNGRB) recently invited stakeholder and consumer comments on an LPG interoperability framework that would allow households to draw refills from distributors of other PSU oil companies, similar to mobile number portability.<\/span><\/p>\n<h2><b>About Petroleum and Natural Gas Regulatory Board<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is a <\/span><b>statutory body<\/b><span style=\"font-weight: 400;\"> established under the <\/span><b>Petroleum and Natural Gas Regulatory Board Act 2006.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Objective<\/b><span style=\"font-weight: 400;\">: To <\/span><b>protect the interests of consumers and entities engaged in<\/b><span style=\"font-weight: 400;\"> specified <\/span><b>activities relating to petroleum, petroleum products, and natural gas<\/b><span style=\"font-weight: 400;\"> and to <\/span><b>promote competitive markets <\/b><span style=\"font-weight: 400;\">and for matters connected therewith or incidental thereto.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It has also been mandated to <\/span><b>regulate the refining, processing, storage, transportation, distribution, marketing, and sale of petroleum, petroleum products, and natural gas, excluding the production of crude oil and natural gas,<\/b><span style=\"font-weight: 400;\"> so as to ensure an uninterrupted and adequate supply of petroleum, petroleum products, and natural gas in all parts of the country.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">PNGRB <\/span><b>authorises the CGD networks, natural gas and petroleum product pipelines<\/b><span style=\"font-weight: 400;\">, <\/span><b>determines tariffs, lays down <\/b><span style=\"font-weight: 400;\">the technical and safety<\/span><b> standards, <\/b><span style=\"font-weight: 400;\">etc.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Nodal Ministry: Ministry of Petroleum and Natural Gas.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Board has its <\/span><b>seat in Delhi.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Board consists of <\/span><b>1 Chairperson, 3 members, and 1 Member (Legal).<\/b><\/li>\n<\/ul>\n<h2><b>Petroleum and Natural Gas Regulatory Board <\/b><b>Powers<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Board shall have <\/span><b>jurisdiction to\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>Adjudicate upon<\/b><span style=\"font-weight: 400;\"> and<\/span><b> decide any dispute<\/b><span style=\"font-weight: 400;\"> or matter arising <\/span><b>amongst entities or between an entity and any other person <\/b><span style=\"font-weight: 400;\">on issues relating to refining, processing, storage, transportation, distribution, marketing, and sale of petroleum, petroleum products, and natural gas, unless the parties have agreed for arbitration;<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Receive any complaint from any person and conduct any inquiry<\/b><span style=\"font-weight: 400;\"> and investigation connected with the <\/span><b>activities relating to petroleum, petroleum products, and natural gas on contravention of-<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>Retail service obligations;<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Marketing service obligations;<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Display of retail price<\/b><span style=\"font-weight: 400;\"> at retail outlets;<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Terms and conditions<\/b> <b>subject to which a pipeline<\/b><span style=\"font-weight: 400;\"> has been <\/span><b>declared as a common carrier or contract carrier or access for other entities <\/b><span style=\"font-weight: 400;\">was allowed to a city or local natural gas distribution network, or authorisation has been granted to an entity for laying, building, expanding, or operating a pipeline as a common carrier or contract carrier, or authorisation has been granted to an entity for laying, building, expanding or operating a city or local natural gas distribution network;<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Any other provision of this Act or the rules or the regulations or orders made thereunder.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">While deciding on a complaint, the <\/span><b>Board may pass such orders<\/b><span style=\"font-weight: 400;\"> and issue such <\/span><b>directions<\/b><span style=\"font-weight: 400;\"> as it deems fit <\/span><b>or refer the matter for investigation.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Decisions <\/b><span style=\"font-weight: 400;\">of the Board <\/span><b>are binding on parties <\/b><span style=\"font-weight: 400;\">of dispute.
