(MoSPI) is preparing to launch the country\u2019s <\/span><b>first-ever National Household Income Survey (NHIS)<\/b><span style=\"font-weight: 400;\"> in <\/span><b>February 2026<\/b><span style=\"font-weight: 400;\">, a landmark initiative to gather comprehensive income data from Indian households.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The survey aims to fill a critical information gap in India\u2019s economic landscape by providing a reliable estimate of income distribution, data that has long been missing from the country\u2019s statistical system.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to <\/span><b>MoSPI<\/b><span style=\"font-weight: 400;\">, the NHIS will be one of the \u201ctoughest\u201d surveys ever conducted by the ministry due to the sensitive nature of the data being collected.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The results of the survey are expected to be available by <\/span><b>mid-2027<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Background and Need for the Survey<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While India regularly conducts large-scale surveys on <\/span><b>consumption, employment, and household expenditure<\/b><span style=\"font-weight: 400;\">, there has never been a successful nationwide effort to measure <\/span><b>household income<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Earlier attempts, dating back to the 1950s, failed because the income data collected were often inconsistent, in many cases showing household income to be lower than the sum of consumption and savings.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The absence of reliable income data has long hindered <\/span><b>evidence-based policymaking<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Policymakers have had to rely on consumption data as a proxy for income distribution, which often masks the true extent of <\/span><b>income inequality, underemployment, and informal sector earnings<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Recognising this gap, MoSPI had earlier announced that the income survey was \u201cvital\u201d to understanding <\/span><b>structural changes in India\u2019s economy over the past 75 years<\/b><span style=\"font-weight: 400;\">, particularly the shifts from agriculture to services and the rise of informal work.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Challenges in Conducting Income Surveys<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Income surveys are considered among the <\/span><b>most complex and sensitive statistical exercises worldwide<\/b><span style=\"font-weight: 400;\">, owing to respondents\u2019 reluctance to disclose accurate information about their earnings.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to MoSPI\u2019s pre-survey testing conducted in August 2025, <\/span><b>95% of respondents found income-related questions \u201csensitive\u201d<\/b><span style=\"font-weight: 400;\"> and were <\/span><b>uncomfortable disclosing income details<\/b><span style=\"font-weight: 400;\"> from different sources.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Most also <\/span><b>refused to answer questions related to taxes paid<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This hesitation stems from cultural and psychological barriers, concerns about privacy, and fear of disclosure to tax authorities.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To address this, MoSPI has emphasised <\/span><b>public awareness, transparency, and anonymity assurances<\/b><span style=\"font-weight: 400;\"> as critical factors for the survey\u2019s success.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Pre-Survey Findings and Strategy<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The pre-survey testing of the NHIS questionnaire revealed that:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>73%<\/b><span style=\"font-weight: 400;\"> of respondents found the questionnaire relevant.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>84%<\/b><span style=\"font-weight: 400;\"> had a partial-to-good understanding of the survey\u2019s purpose.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>95%<\/b><span style=\"font-weight: 400;\"> considered income-related data \u201csensitive\u201d and required assurance of confidentiality.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To overcome these challenges, MoSPI will conduct an extensive <\/span><b>communication campaign<\/b><span style=\"font-weight: 400;\"> to inform households about the survey\u2019s objectives and the strict anonymity protocols.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Field staff will be trained to <\/span><b>build rapport with households<\/b><span style=\"font-weight: 400;\">, clarify misconceptions, and assure respondents that the data will be used solely for statistical purposes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">At the operational level, MoSPI will develop a <\/span><b>Standard Operating Procedure (SOP)<\/b><span style=\"font-weight: 400;\"> for surveyors to Expert Group (TEG)<\/b><span style=\"font-weight: 400;\"> chaired by <\/span><b>Surjit S.
