style=\"font-weight: 400;\">The <\/span><b>PM-SHRI <\/b><span style=\"font-weight: 400;\">schools scheme has sparked a fresh political controversy in <\/span><b>Kerala<\/b><span style=\"font-weight: 400;\">, as the CPI(M)-led LDF government reversed its earlier stance and agreed to implement the scheme by signing an MoU with the Centre.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The move has faced criticism from both the opposition<\/span> <span style=\"font-weight: 400;\">and within the LDF itself, with the CPI objecting that it was not consulted and reminding that the Left had previously opposed the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/national-education-policy-2020\/\" target=\"_blank\"><b>National Education Policy (NEP) 2020<\/b><\/a><span style=\"font-weight: 400;\">, under which the scheme operates.<\/span><\/li>\n<\/ul>\n<h2><b>PM-SHRI Schools: Model Institutions for Implementing NEP 2020<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Approved in 2022, the PM Schools for Rising India (PM-SHRI) scheme aims to develop 14,500 schools across the country as model institutions showcasing the core principles of the National Education Policy (NEP) 2020.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">So far, 13,070 schools have been selected, including 1,533 Kendriya Vidyalayas and Navodaya Vidyalayas.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The scheme covers <\/span><b>existing government and local body schools<\/b><span style=\"font-weight: 400;\"> at the elementary, secondary, and senior secondary levels.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">These schools are expected to <\/span><b>adopt innovative learning methods<\/b><span style=\"font-weight: 400;\"> such as art-based and toy-based learning, introduce vocational education, and establish skill labs.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">They must ensure <\/span><b>foundational literacy and numeracy, zero dropouts, and improved learning outcomes<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Curriculum will follow either the <\/span><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/national-curriculum-framework-ncf\/\" target=\"_blank\"><b>National Curriculum Framework (NCF)<\/b><\/a><span style=\"font-weight: 400;\"> or the <\/span><b>State Curriculum Framework (SCF)<\/b><span style=\"font-weight: 400;\"> aligned with NEP 2020.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Schools will be assessed through a School Quality Assessment Framework, with funding linked to their performance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The scheme follows a 60:40 funding ratio between the Centre and states, aiming to transform schools into exemplars of modern, inclusive, and competency-based education.<\/span><\/li>\n<\/ul>\n<h2><b>States Implementing the PM-SHRI Scheme<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">With Kerala now agreeing to join, most Indian states have come on board with the PM Schools for Rising India (PM-SHRI) scheme.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Congress-ruled states such as Karnataka, Telangana, and Himachal Pradesh have implemented the scheme, along with AAP-ruled Punjab and Delhi, which had earlier relented after the Education Ministry stopped Samagra Shiksha funds.<\/span><\/li>\n<\/ul>\n<h2><b>States Opposing the Scheme<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Only Tamil Nadu and West Bengal continue to hold out.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">West Bengal objects to prefixing \u201cPM-SHRI\u201d to school names despite sharing project costs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Tamil Nadu opposes the scheme because it implies adopting the National Education Policy (NEP) 2020 \u201cin entirety.\u201d<\/span><\/li>\n<\/ul>\n<h2><b>Conditions for Implementing the PM-SHRI Scheme<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The implementation of the PM-SHRI scheme is closely linked to the Centre\u2019s Samagra Shiksha programme, which shares the same 60:40 funding ratio between the Centre and states.<\/span><\/li>\n<\/ul>\n<h3><b>Link Between PM-SHRI and Samagra Shiksha Funding<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Centre has made PM-SHRI participation a condition for the release of Samagra Shiksha funds, which support key education initiatives such as:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Implementation of the Right to Education Act (RTE),<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Provision of uniforms and textbooks for government school students,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Support for children with disabilities, and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Reimbursements to private schools for EWS admissions.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">States that refused to implement PM-SHRI \u2014 including Kerala, Tamil Nadu, and West Bengal \u2014 did not receive Samagra Shiksha funds.<\/span><\/li>\n<\/ul>\n<h3><b>Kerala\u2019s Funding Shortfall<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Kerala has received no central funds for Samagra Shiksha in 2024-25 and 2025-26, and only a partial allocation in 2023-24, amounting to about \u20b91,150 crore.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The <\/span><b>state has used its own share of funds<\/b><span style=\"font-weight: 400;\"> to cover essential expenses like RTE entitlements, textbooks, and salaries, but scholarships, uniforms, and school grants remain pending.<\/span><\/li>\n<\/ul>\n<h3><b>Signing the MoU and NEP Clause<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To access funds, Kerala recently signed an MoU with the Centre, which requires <\/span><b>states to implement the NEP 2020 in entirety<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, Kerala\u2019s General Education Minister clarified that the state will adopt only selective provisions of NEP, retaining control over
