


{"id":7095,"date":"2024-04-01T07:49:38","date_gmt":"2024-04-01T02:19:38","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=7095"},"modified":"2025-10-04T17:30:38","modified_gmt":"2025-10-04T12:00:38","slug":"central-administrative-tribunal-cat","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/central-administrative-tribunal-cat\/","title":{"rendered":"What is the Central Administrative Tribunal (CAT)?"},"content":{"rendered":"<h2>About Central Administrative Tribunal (CAT)<\/h2>\n<ul>\n<li>The CAT had been established under <strong>Article 323-A<\/strong> of the Constitution.<\/li>\n<li><strong>Mandate<\/strong>: To <strong>adjudicate disputes<\/strong> and complaints with respect to the <strong>recruitment and conditions of service of persons<\/strong> appointed to <strong>public services and posts in connection with<\/strong> the <strong>affairs of the Union<\/strong> or other authorities under the control of the Government.<\/li>\n<li>In addition to the <strong>Ministries and Departments of Central Government<\/strong>, the Government has notified about 214 organizations under Section 14(2) of the <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/administrative-tribunals\/\" target=\"_blank\" rel=\"noopener noreferrer\" target=\"_blank\">Administrative Tribunals<\/a> Act, 1985, to bring them within the jurisdiction of the CAT from time to time.<\/li>\n<li>There are 17 Benches and 21 Circuit Benches in the CAT all over India.<\/li>\n<li><strong>Composition<\/strong>: A bench consists of one <strong>Judicial Member<\/strong> and one <strong>Administrative Member.<\/strong><\/li>\n<li>The <strong>conditions of service<\/strong> of the Chairman and Members of CAT are <strong>the same as applicable to a Judge of High Court.<\/strong><\/li>\n<li><strong>Salaries, Allowances and Conditions<\/strong> of Service of the officers and other employees of the Tribunal are <strong>specified by the Central Government<\/strong>.<\/li>\n<li><strong>Powers<\/strong>:\n<ul>\n<li>It exercises <strong>jurisdiction only in relation to<\/strong> the service matters of the parties covered by the <strong>Administrative Tribunals Act 1985.<\/strong><\/li>\n<li>The <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/tribunals\/\" target=\"_blank\">Tribunal<\/a> is <strong>guided by the principles of natural justice<\/strong> in deciding cases and is not bound by the procedure prescribed by the Civil Procedure Code.\u00a0<\/li>\n<li>CAT is empowered to <strong>frame its own rules of procedure<\/strong> and practice.\u00a0<\/li>\n<li>It has been conferred with the <strong>power to exercise the same jurisdiction<\/strong> and authority <strong>in respect of contempt of itself as a High Court.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<h3>Q1: What are Tribunals in India?<\/h3>\n<p>Tribunals are judicial or quasi-judicial institutions established by law. They intend to provide a platform for faster adjudication as compared to traditional courts, as well as expertise on certain subject matters.
