style=\"font-weight: 400;\"> to reflect more contemporary industrial structures and output patterns.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Rationale Behind the Overhaul<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to MoSPI\u2019s discussion paper released in November 2025, the overhaul was necessitated by a major statistical challenge: the <\/span><b>continued inclusion of closed or non-operational factories<\/b><span style=\"font-weight: 400;\"> in the IIP sample.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Around <\/span><b>8.9% of the IIP\u2019s factory sample<\/b><span style=\"font-weight: 400;\"> reportedly consists of units that have either <\/span><b>shut down permanently<\/b><span style=\"font-weight: 400;\"> or <\/span><b>stopped producing the assigned goods<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The presence of such inactive units distorts the industrial growth picture by forcing the ministry to rely on <\/span><b>imputation or estimation methods<\/b><span style=\"font-weight: 400;\">, which reduces the accuracy of data.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To address this, MoSPI has proposed an <\/span><b>automatic substitution mechanism<\/b><span style=\"font-weight: 400;\">, where factories that remain non-operational or fail to report data for three consecutive months will be replaced with new, active factories of similar scale and output.<\/span><\/li>\n<li overlapping data between the old and new factories is established, temporary <\/span><b>\u2018nil\u2019 or imputed values<\/b><span style=\"font-weight: 400;\"> may be used, leading to a short lag
