Under NACP V, the government is expanding awareness campaigns, ART services, targeted interventions, and anti-discrimination measures. Together, these efforts aim to accelerate progress toward ending HIV\/AIDS as a public health threat by <\/span><b>2030<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<h2><b>What is AIDS\/HIV?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">HIV (Human Immunodeficiency Virus) is a virus that weakens the body\u2019s immune system by attacking CD4 cells. If not treated, it progresses to AIDS (Acquired Immunodeficiency Syndrome), the most advanced stage of HIV, where the body becomes highly vulnerable to infections.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With timely testing and ART treatment, HIV can be controlled, and AIDS can be prevented.<\/span><\/p>\n<h3><b>How HIV Spreads?<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Unprotected sexual contact<\/b><span style=\"font-weight: 400;\"> with an infected person.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Sharing contaminated needles or syringes<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>From mother to child<\/b><span style=\"font-weight: 400;\"> during pregnancy, childbirth, or breastfeeding.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Transfusion of infected blood<\/b><span style=\"font-weight: 400;\"> (now extremely rare due to screening).<\/span><\/li>\n<\/ul>\n<h2><b>World AIDS Day 2025 Theme<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The theme for World AIDS Day 2025 is \u201c<\/span><b>Overcoming disruption, transforming the AIDS response.<\/b><span style=\"font-weight: 400;\">\u201d It focuses on transforming the HIV services to make them more resilient, equitable, and community-driven. The theme also highlights the need to address disruptions caused by pandemics, conflicts, and inequalities that limit access to care.<\/span><\/p>\n<h2><b>National AIDS Control Programme<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India\u2019s National AIDS Control Programme (NACP) has evolved over five distinct phases, transitioning from basic awareness initiatives to a robust, integrated framework focused on prevention, testing, treatment, and long-term sustainability.<\/span><\/p>\n<p><b>NACP I (1992-1999)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Marked India\u2019s first nationwide HIV\/AIDS prevention and control initiative.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Aim:<\/b><span style=\"font-weight: 400;\"> To slow the spread of HIV and reduce associated morbidity, mortality, and overall social and economic impact.<\/span><\/li>\n<\/ul>\n<p><b>NACP II (1999-2006)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthened and expanded the initial response with two key objectives:<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reduce the transmission of HIV across the country.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Build long-term national capacity to tackle the HIV\/AIDS challenge effectively.<\/span><\/li>\n<\/ul>\n<p><b>NACP III (2007-2012)<\/b><\/p>\n<p><b>Goal:<\/b><span style=\"font-weight: 400;\"> To halt and reverse the HIV epidemic by 2012.<\/span><\/p>\n<p><b>Strategy:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Scale up targeted prevention among High-Risk Groups (HRGs) and the general population.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Integrate prevention with care, support, and treatment services.<\/span><\/li>\n<\/ul>\n<p><b>Key addition: <\/b><span style=\"font-weight: 400;\">Establishment of District AIDS Prevention and Control Units (DAPCUs) to strengthen district-level monitoring, coordination, and reporting of stigma and discrimination cases.<\/span><\/p>\n<p><b>NACP IV (2012-2017)<\/b><\/p>\n<p><b>Goal:<\/b><span style=\"font-weight: 400;\"> Accelerate epidemic reversal and deliver an integrated HIV response.<\/span><\/p>\n<p><b>Objectives:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Achieve a 50% reduction in new infections (compared to 2007 levels).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure universal access to comprehensive care, support, and treatment for all PLHIV.<\/span><\/li>\n<\/ul>\n<p><b>Extension (2017\u20132021):<\/b><span style=\"font-weight: 400;\"> Continued progress toward achieving the target of Ending AIDS by 2030.<\/span><\/p>\n<p><b>Major initiatives during the extension:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>HIV\/AIDS (Prevention and Control) Act, 2017:<\/b><span style=\"font-weight: 400;\"> Prohibited discrimination against PLHIV, ensured confidentiality, and mandated informed consent for testing and treatment.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Mission Sampark:<\/b><span style=\"font-weight: 400;\"> Reconnected PLHIV who had discontinued ART by tracing and re-engaging those lost to follow-up.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>\u2018Test and Treat\u2019 policy:<\/b><span style=\"font-weight: 400;\"> Initiated ART for all diagnosed individuals irrespective of CD4 count.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Routine Universal Viral Load Monitoring<\/b><span style=\"font-weight: 400;\"> to improve treatment outcomes.<\/span><\/li>\n<\/ul>\n<p><b>NACP V (2021-2026)<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Implemented as a <\/span><b>Central Sector Scheme<\/b><span style=\"font-weight: 400;\"> with an outlay of <\/span><b>\u20b915,471.94 crore<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Focuses on consolidating previous gains and addressing emerging challenges.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Aims to support <\/span><b>SDG 3.3<\/b><span style=\"font-weight: 400;\"> by working toward ending HIV\/AIDS as a public health threat by 2030 through strengthened prevention, testing, treatment, and community-led interventions.<\/span><\/li>\n<\/ul>\n<h2><b>Steps Taken by the Government for HIV\/AIDS Awareness<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">NACO runs nationwide multimedia and digital awareness campaigns to reach wider and younger audiences.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Outdoor outreach expanded through hoardings, bus panels, IEC vans, kiosks, and folk performances.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Community awareness strengthened by training SHGs, Anganwadi Workers, ASHAs, and <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/panchayati-raj-institutions\/\" target=\"_blank\"><strong>Panchayati Raj<\/strong><\/a> members.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>1,587 Targeted Intervention projects<\/b><span style=\"font-weight: 400;\"> (as of Oct 2025) ensure prevention, testing, treatment, and care access for High-Risk Groups.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Thematic campaigns launched nationwide to combat stigma and promote inclusion of PLHIV in workplaces, institutions, and communities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ombudsmen appointed in 34 States\/UTs<\/b><span style=\"font-weight: 400;\"> under the HIV
