


{"id":79539,"date":"2025-12-25T12:28:09","date_gmt":"2025-12-25T06:58:09","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=79539"},"modified":"2025-12-25T18:32:14","modified_gmt":"2025-12-25T13:02:14","slug":"tunnel-safety-guidelines-lessons-from-the-silkyara-collapse","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/tunnel-safety-guidelines-lessons-from-the-silkyara-collapse\/","title":{"rendered":"Tunnel Safety Guidelines &#8211; Lessons from the Silkyara Collapse"},"content":{"rendered":"<h2 style=\"text-align: justify;\"><b>Tunnel Safety Guidelines Latest News<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">On November 12, 2023, the Silkyara Bend\u2013Barkot Tunnel on NH-134 (Char Dham Mahamarg Pariyojana) <\/span><b>collapsed<\/b><span style=\"font-weight: 400;\">, trapping 41 workers for 17 days.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Though all were rescued safely, the incident exposed <\/span><b>systemic weaknesses<\/b><span style=\"font-weight: 400;\"> in tunnel planning, geological assessment, and emergency preparedness, especially in fragile Himalayan terrain.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In response, the Ministry of Road Transport and Highways (<\/span><b>MoRTH<\/b><span style=\"font-weight: 400;\">) issued comprehensive guidelines to prevent and mitigate road tunnel collapses, particularly relevant for strategic and border area connectivity projects.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Why Tunnel Safety Matters<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Tunnels enable <\/span><b>seamless connectivity<\/b><span style=\"font-weight: 400;\"> in mountainous, snow-bound, eco-sensitive, congested and border areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India\u2019s expanding highway network under strategic and Char Dham projects has increased tunnelling activity, raising geological and safety risks.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Key Provisions of the New Guidelines<\/b><\/h2>\n<ul>\n<li><b>Strengthening planning (DPR, GBR and risk register):<\/b>\n<ul>\n<li><b>Issues identified<\/b><span style=\"font-weight: 400;\">: Many Detailed Project Reports (DPRs) reduced to procedural formalities. Inadequate geological and geotechnical investigations.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Guidelines:\u00a0<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Project authority responsible for verifying correctness of geological investigations.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Mandatory preparation of Geotechnical Baseline Report (GBR), risk register (hazards, risks, mitigation measures).<\/span><\/li>\n<li><b>Principle of risk allocation<\/b><span style=\"font-weight: 400;\">: \u201cRisk shall be borne by the party best equipped to manage it.\u201d<\/span><\/li>\n<li><span style=\"font-weight: 400;\">GBR and risk register to be shared with bidders to ensure transparency and realistic costing.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Geological realities and design challenges:<\/b>\n<ul>\n<li><b>Issues:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Tunnel design is critical as ground itself acts as a support system.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Predicting ground properties from limited tests is an oversimplification, especially in the Himalayas.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Poor investigations lead to time overruns, cost escalation, and safety failures.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Special conditions to be assessed: <\/b><span style=\"font-weight: 400;\">Squeezing and swelling ground, rock bursts, shallow cover zones, tunnels below perennial streams\/nalas, hot water ingress, and toxic\/flammable gases (long tunnels).<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Tunnelling technologies (NATM vs TBM):<\/b>\n<ul>\n<li><b>NATM <\/b><span style=\"font-weight: 400;\">(New Austrian Tunnelling Method): \u201cDesign-as-you-go\u201d approach, suitable for non-uniform rock conditions, controlled blasting, and mandatory excavation and support sheet for each round.<\/span><\/li>\n<li><b>TBM <\/b><span style=\"font-weight: 400;\">(Tunnel Boring Machine): Used in uniform geological stretches, requires vigilance against roof collapse and water ingress.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Collapse risk zoning and safety infrastructure:<\/b><span style=\"font-weight: 400;\"> Tunnels to be classified into collapse-risk zones. High-risk zones must include Np-4 escape pipe (minimum 0.9 m diameter), mobile rescue containers, fixed rescue containers, minimum 24-hour survival capacity.<\/span><\/li>\n<li><b>Emergency response and human capacity:<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Shift managers must be trained as first responders.<\/span><\/li>\n<li><b>Emergency Response Plan (ERP)<\/b><span style=\"font-weight: 400;\">: Prepared in advance, updated weekly based on site conditions.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>India\u2019s Tunnel Infrastructure Snapshot<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to MoRTH\u2019s reply in Parliament (December 12, 2024), a total of <\/span><b>42 tunnels <\/b><span style=\"font-weight: 400;\">covering 60.37 km in length in 27 projects of National Highways have been <\/span><b>completed <\/b><span style=\"font-weight: 400;\">to date.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Apart from this, <\/span><b>57 <\/b><span style=\"font-weight: 400;\">tunnels covering 93.96 km in length are currently <\/span><b>under implementation<\/b><span style=\"font-weight: 400;\"> in 37 projects on NHs in the country.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">3 tunnels covering 9.68 km in length have been approved for construction in 3 projects at an estimated cost of Rs 1,962 crore.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">One 6-lane project in Maharashtra costing Rs 4501 crore, including the construction of 2 tunnels having a total length of 3.47 km, has been apprised by Public Private Partnership Appraisal Committee (<\/span><b>PPPAC<\/b><span style=\"font-weight: 400;\">).<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><b>Challenges and Way Forward<\/b><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Weak DPR quality<\/b><span style=\"font-weight: 400;\">: Institutionalise scientific, data-driven DPRs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Complex Himalayan geology:<\/b><span style=\"font-weight: 400;\"> Integrate real-time geological monitoring.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Inadequate on-site emergency preparedness<\/b><span style=\"font-weight: 400;\">: Strengthen capacity-building of site managers.
