Unreported and Unregulated (IUU) Fishing"},"content":{"rendered":"<h2><strong>About Illegal, Unreported and Unregulated (IUU) Fishing:<\/strong><\/h2>\n<ul>\n<li>Illegal, unreported and unregulated (IUU) fishing continues to rise beyond India\u2019s Exclusive Economic Zone (EEZ).<\/li>\n<li>Chinese fishing vessels, fishing vessels from European Union countries and other countries from outside the region were observed to be fishing in the Indian Ocean.<\/li>\n<li>Chinese deep sea trawlers have been a matter of concern for countries in the region, including India, as they are operating far from the Chinese coast and impacting local marine ecology.<\/li>\n<li>Most of the illegal activity is found in the Northern Indian Ocean Region (IOR).<\/li>\n<\/ul>\n<h3><strong>IUU fishing:<\/strong><\/h3>\n<ul>\n<li>IUU fishing depletes fish stocks, destroys marine habitats, puts fishermen at disadvantage and impacts coastal communities, especially in developing countries.<\/li>\n<\/ul>\n<h3><strong>Information Management and Analysis Centre (IMAC):<\/strong><\/h3>\n<ul>\n<li>The presence of extra-regional distant water fishing fleets has been monitored by Information Management and Analysis Centre (IMAC).<\/li>\n<li>The\u00a0<strong>Quad, comprising India, Australia, Japan and U.S<\/strong>., in May 2022 announced a major regional regional effort under the ambit of\u00a0<strong>Indo-Pacific Maritime Domain Awareness (IPMDA).<\/strong><\/li>\n<li>It aims to provide a more accurate maritime picture of \u201cnear-real-time\u201d activities in the region.<\/li>\n<li>It is expected to catalyse joint efforts of India and other Quad partners towards addressing IUU in Indo-Pacific region.<\/li>\n<li>All vessel movements on the high seas are monitored by the\u00a0<strong>Indian Navy\u2019s IMAC in Gurugram and the Information Fusion Centre-Indian Ocean Region (IFC-IOR)<\/strong>\u00a0which is co-located with it.<\/li>\n<li><strong>IFC-IOR<\/strong>\u00a0has been collaborating with other regional monitoring centres across the globe to enhance maritime safety and security, including efforts to monitor IUU.<\/li>\n<\/ul>\n<h3><strong>Regional fisheries management organisations:<\/strong><\/h3>\n<ul>\n<li>As per\u00a0<strong>United Nations Convention on the Law of the Sea (UNCLOS),<\/strong>\u00a0coastal nations are responsible for addressing IUU fishing issues within their respective EEZ.<\/li>\n<li>There are\u00a0<strong>regional fisheries management organisations<\/strong>\u00a0such as the\u00a0<strong>Indian Ocean Tuna Commission, Southern Indian Ocean Fisheries Agreement operating under the mandate of UNCLOS as regulatory bodies to monitor IUU fishing on the high seas.<\/strong><\/li>\n<\/ul>\n<h3><strong>Global Regulations:<\/strong><\/h3>\n<ul>\n<li>There are\u00a0<strong>two main regulations globally on IUU fishing:<\/strong>\n<ul>\n<li><strong>the Cape Town Agreement and<\/strong><\/li>\n<li><strong>the Agreement on Ports State Measures.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li>So far,\u00a0<strong>India is not a signatory of either agreement<\/strong>.<\/li>\n<\/ul>\n<h3><strong>Vehicle management systems:<\/strong><\/h3>\n<ul>\n<li>Fishing vessels across the world are supposed to have\u00a0<strong>vehicle management systems<\/strong>\u00a0installed which not only identify their position, but also requires them to record the volume and location of their catch, helping to tackle the issue of IUU fishing.\n<ul>\n<li>For instance, the European Union has made it mandatory to provide this information for all fish imports.<\/li>\n<\/ul>\n<\/li>\n<li>In India, while larger vessels, over 20 metres in length, have such\u00a0<strong>Automatic Identification Systems installed<\/strong>, similar efforts for sub-20 metre vessels have been delayed.<\/li>\n<\/ul>\n<hr
