


{"id":81696,"date":"2026-01-09T10:38:26","date_gmt":"2026-01-09T05:08:26","guid":{"rendered":"https:\/\/vajiramandravi.com\/current-affairs\/?p=81696"},"modified":"2026-01-09T17:28:16","modified_gmt":"2026-01-09T11:58:16","slug":"gadgil-report-on-western-ghats-why-the-gadgil-report-still-shapes-environmental-debate","status":"publish","type":"post","link":"https:\/\/vajiramandravi.com\/current-affairs\/gadgil-report-on-western-ghats-why-the-gadgil-report-still-shapes-environmental-debate\/","title":{"rendered":"Gadgil Report on Western Ghats: Why the Gadgil Report Still Shapes Environmental Debate"},"content":{"rendered":"<h2><b>Gadgil Report Latest News<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Eminent ecologist Madhav Gadgil passed away at 83 in Pune, leaving behind a lasting environmental legacy.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Among his many contributions, his role as chair of the <\/span><b>Western Ghats Ecology Expert Panel (WGEEP)<\/b><span style=\"font-weight: 400;\"> remains the most influential.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Although the panel\u2019s report was rejected by the then government, Gadgil consistently advocated for safeguarding the fragile Western Ghats from unregulated development.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Years on, the report\u2019s warnings and recommendations continue to resurface in public debate, especially after landslides and ecological disasters in the region, underscoring its enduring relevance.<\/span><\/li>\n<\/ul>\n<h2><b>A Prescription for Protecting the Western Ghats<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Western Ghats stretch from Gujarat to Kerala and Tamil Nadu and act as the water tower of peninsular India.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Major rivers like the Cauvery, Godavari, Krishna, Periyar and Netravathi originate here.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The region is a global <\/span><b>biodiversity hotspot<\/b><span style=\"font-weight: 400;\"> with high endemism, hosting species found nowhere else.<\/span><\/li>\n<\/ul>\n<h3><b>Why the WGEEP Was Set Up<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In March 2010, the Western Ghats Ecology Expert Panel (WGEEP) was constituted due to the region\u2019s ecological sensitivity, complex geography and growing threats from climate change and unregulated development.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The panel\u2019s formation was triggered by a 2010 meeting of the Save Western Ghats movement in the Nilgiris, attended by then Environment Minister Jairam Ramesh. The deliberations led to the creation of WGEEP.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The panel was tasked with:\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">assessing the ecology of the Western Ghats, identifying ecologically sensitive areas,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">recommending ecologically sensitive zones, and\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">proposing conservation, rejuvenation and governance mechanisms for sustainable development.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>Recommendations of the Gadgil Panel<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Entire Western Ghats as Ecologically Sensitive<\/b><span style=\"font-weight: 400;\"> &#8211; The Gadgil-led panel designated the entire 1,29,037 sq km of the Western Ghats as an Ecologically Sensitive Area (ESA), reflecting the region\u2019s overall ecological fragility.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Three-Tier Sensitivity Zoning<\/b><span style=\"font-weight: 400;\"> &#8211; The Ghats were divided into three categories \u2014 ESZ 1, ESZ 2 and ESZ 3 \u2014 based on levels of ecological sensitivity, with stricter controls in the more fragile zones.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Restrictions on Development Activities<\/b><span style=\"font-weight: 400;\"> &#8211; The panel proposed banning genetically modified crops, new special economic zones and new hill stations across ESZs.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">It called for no new mining licences and the phase-out of existing mines within five years in ESZ 1 and 2, and a complete ban on new quarrying in ESZ 1.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Limits on Infrastructure Expansion<\/b><span style=\"font-weight: 400;\"> &#8211; New railway lines and major roads were to be avoided in ESZ 1 and 2, except where absolutely essential, to minimise ecological disruption.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Creation of a Statutory Authority<\/b><span style=\"font-weight: 400;\"> &#8211; The report recommended setting up a 24-member Western Ghats Ecology Authority (WGEA) under the Environment Protection Act to regulate, manage and plan activities across all ecologically sensitive zones in the six Western Ghats States.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Composition of the Authority<\/b><span style=\"font-weight: 400;\"> &#8211; The proposed authority was to include domain and resource experts, along with representatives from key nodal ministries, ensuring coordinated, multi-state environmental governance.<\/span><\/li>\n<\/ul>\n<h2><b>Political Opposition to the Gadgil Panel Report<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Gadgil panel submitted its draft report in March 2011 and the final version in August 2011.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report was not made public and was instead shared with State governments for comments.<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Environmental groups challenged the secrecy through RTI applications.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">After intervention by the Chief Information Commissioner and subsequent court proceedings, the report was finally made public in May 2012.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gadgil argued that the report promoted inclusive development and <\/span><b>recommended placing its proposals before Gram Sabhas<\/b><span style=\"font-weight: 400;\"> to move away from exclusionary models of conservation and growth.<\/span><\/li>\n<\/ul>\n<h3><b>State-Level Resistance<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The report faced strong opposition from Kerala and Maharashtra.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Maharashtra objected to the proposed Western Ghats Ecology Authority, calling it a parallel structure to existing institutions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Kerala argued that declaring large areas as <\/span><b>ecologically sensitive<\/b><span style=\"font-weight: 400;\"> would hurt agriculture and livelihoods in districts such as Idukki and Wayanad.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Political leaders and the Catholic Church warned of economic disruption and displacement of local communities.<\/span><\/li>\n<\/ul>\n<h2><b>The Kasturirangan Panel and the Scaled-Down Western Ghats Plan<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">After widespread opposition to the Gadgil report, the Environment Ministry set up a High-Level Working Group in 2012 under space scientist <\/span><b>K.
