Power Corporation (NHPC) has sought clearance from the Union Environment Ministry to divert 3,278 hectares of high-conservation-value forest in the lower Himalayas region of Arunachal Pradesh for its Kamala hydroelectric project. <\/span><\/p>\n<h2><b>About Kamala Hydroelectric Project<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Kamala Hydroelectric Project (<\/span><b>formerly Subansiri Middle Hydroelectric Project<\/b><span style=\"font-weight: 400;\">) is a <\/span><b>1,720 MW<\/b><span style=\"font-weight: 400;\"> hydroelectric project planned on the <\/span><b>Kamala River<\/b><span style=\"font-weight: 400;\"> (a major <\/span><b>tributary of the Subansiri<\/b><span style=\"font-weight: 400;\"> River) in <\/span><b>Arunachal Pradesh<\/b><span style=\"font-weight: 400;\">\u2018s Kamle district.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is a<\/span><b> storage-based scheme<\/b><span style=\"font-weight: 400;\"> with a<\/span><b> flood moderation component.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The project involves construction of a 216-metre-high <\/span><b>concrete gravity dam<\/b><span style=\"font-weight: 400;\"> and an <\/span><b>underground powerhouse.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The project will generate 6,869.92 MU of green energy annually on completion.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">In addition to power generation, the project also envisaged to provide <\/span><b>flood relief in the Brahmaputra valley.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The project will be implemented on a <\/span><b>Build-Own-Operate-Transfer (BOOT) basis <\/b><span style=\"font-weight: 400;\">through a <\/span><b>joint venture company <\/b><span style=\"font-weight: 400;\">with <\/span><b>74% equity by NHPC<\/b><span style=\"font-weight: 400;\"> and <\/span><b>26% by the Govt of Arunachal Pradesh (GoAP).<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The completion cost of the project is estimated at Rs 26,069.50 crore.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The project is proposed to be <\/span><b>financed <\/b><span style=\"font-weight: 400;\">with a<\/span><b> debt-equity ratio of 70:30,<\/b> <b>supported by Government of India grants <\/b><span style=\"font-weight: 400;\">for enabling infrastructure (Rs 1,340 crore) and flood moderation component (Rs 4,743.98 crore), along with 100% SGST reimbursement by GoAP.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>State will receive 12% free power<\/b><span style=\"font-weight: 400;\"> and an <\/span><b>additional 1% earmarked for
