Then-<strong>US President Harry S Truman signed the 12-member treaty\u00a0<\/strong>on April 4, 1949.<\/li>\n<li>After the collapse of USSR in 1991, several eastern European nations previously members of the Soviet Union joined NATO. As of now,\u00a0<strong>NATO comprise 30 members.<\/strong><\/li>\n<\/ul>\n<h3><strong>Differences between Articles 4 and 5 of the NATO<\/strong><\/h3>\n<ul>\n<li><strong>Under Article 4<\/strong>, any member state can\u00a0<strong>convene a meeting of NATO members to &#8220;consult&#8221; when it feels its independence or security are threatened<\/strong>. It sends a strong political symbol to the greater world that NATO is concerned about a particular situation.<\/li>\n<li><strong>Article 5<\/strong>\u00a0is known as the &#8220;<strong>one-for-all and all-for-one<\/strong>&#8221; article. It states that\u00a0<strong>an &#8220;armed attack&#8221; against one member is an attack against all<\/strong>\u00a0and sets in motion the possibility of collective self-defense.<\/li>\n<li>In theory,\u00a0<strong>Articles 4 and 5 can only be invoked at the request of a NATO member<\/strong>.
