style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Prime Minister recently inaugurated the 28th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) in New Delhi, highlighting India&#8217;s commitment to sharing open-source tech platforms with the Global South. <\/span><\/p>\n<h2><b>About Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC)<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It brings together the <\/span><b>Speakers and Presiding Officers of the national parliaments of <\/b><span style=\"font-weight: 400;\">the independent <\/span><b>sovereign states of the Commonwealth.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It was <\/span><b>created in 1969<\/b><span style=\"font-weight: 400;\"> as an <\/span><b>initiative of the then Speaker of the House of Commons of Canada,<\/b><span style=\"font-weight: 400;\"> Lucien Lamoureux.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Since its inception, <\/span><b>Canada <\/b><span style=\"font-weight: 400;\">has <\/span><b>provided CSPOC with a secretariat<\/b><span style=\"font-weight: 400;\"> to support its activities.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Conference is an <\/span><b>independent group<\/b><span style=\"font-weight: 400;\"> and has <\/span><b>no formal affiliation with the Commonwealth Parliamentary Association<\/b><span style=\"font-weight: 400;\">, the <\/span><b>Commonwealth Secretariat,<\/b><span style=\"font-weight: 400;\"> or the <\/span><b>Commonwealth Heads of Government.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">CSPOC <\/span><b>operates on a two-year cycle<\/b><span style=\"font-weight: 400;\">, holding a <\/span><b>conference of the full membership every two year<\/b><span style=\"font-weight: 400;\">s, usually <\/span><b>early in January,<\/b><span style=\"font-weight: 400;\"> and a meeting of the Standing Committee at the same time the intervening year.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Conference<\/span><b> aims to:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>Maintain<\/b><span style=\"font-weight: 400;\">, foster, and encourage <\/span><b>impartiality and fairness on the part of Speakers <\/b><span style=\"font-weight: 400;\">and Presiding Officers of Parliaments;<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Promote knowledge<\/b><span style=\"font-weight: 400;\"> and understanding <\/span><b>of parliamentary democracy<\/b><span style=\"font-weight: 400;\"> in its various forms; and<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Develop parliamentary institutions<\/b><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b><\/b><b>What is the Commonwealth?<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is a<\/span><b> voluntary association of 56 independent countries<\/b><span style=\"font-weight: 400;\">, almost all of which were <\/span><b>formerly under British rule.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It differs from other international bodies such as the United Nations or the World Trade Organization.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It has <\/span><b>no formal constitution or bylaw<\/b><span style=\"font-weight: 400;\">s.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>members <\/b><span style=\"font-weight: 400;\">have <\/span><b>no legal or formal obligation to one another;<\/b><span style=\"font-weight: 400;\"> they are<\/span><b> held together by shared traditions, institutions,<\/b><span style=\"font-weight: 400;\"> and <\/span><b>experiences <\/b><span style=\"font-weight: 400;\">as well as by economic self-interest.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Commonwealth action is <\/span><b>based upon consultation between members,<\/b><span style=\"font-weight: 400;\"> which is conducted through correspondence and through conversations in meetings.<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The values and aspirations which unite the members of the Commonwealth are reflected in the <\/span><b>Commonwealth Charter, adopted in December 2012.\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Charter expresses the commitment of Commonwealth members to the <\/span><b>development of free and democratic societies, good governance, human rights, <\/b><span style=\"font-weight: 400;\">the rule of law, <\/span><b>sustainable development,<\/b><span style=\"font-weight: 400;\"> and the promotion of peace and prosperity.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The work of the Commonwealth is administered by the <\/span><b>Commonwealth Secretariat based in London.<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The<\/span><b> last countries to join <\/b><span style=\"font-weight: 400;\">the Commonwealth were <\/span><b>Gabon and Togo in 2022.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>India <\/b><span style=\"font-weight: 400;\">is the<\/span><b> largest member <\/b><span style=\"font-weight: 400;\">state of the Commonwealth, with nearly 60% of the total population of
