Its objective was to provide basic livelihood security in rural India amid rising concerns, including farmer suicides.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Addition of Mahatma Gandhi\u2019s Name<\/b><span style=\"font-weight: 400;\"> &#8211; The \u201cMahatma Gandhi\u201d prefix was added to the scheme on October 2, 2009, linking it explicitly to Mahatma Gandhi\u2019s philosophy of village self-reliance and rural empowerment.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Recent Legislative Changes<\/b><span style=\"font-weight: 400;\"> &#8211; In December 2025, the Union government introduced a Bill to repeal the MGNREGA and replace it with VB-G RAM G.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Ideological Objection<\/b><span style=\"font-weight: 400;\"> &#8211; The main opposition party criticised both the repeal and the removal of Gandhi\u2019s name, arguing that it undermines Gandhi\u2019s vision of Gram Swaraj, which emphasised rural self-sufficiency as central to the nation\u2019s well-being.<\/span><\/li>\n<\/ul>\n<h2><b>Gram Swaraj: Gandhi\u2019s Vision of Village Self-Rule<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Across his writings and actions, Mahatma Gandhi envisioned <\/span><b>Gram Swaraj<\/b><span style=\"font-weight: 400;\"> as the <\/span><span style=\"font-weight: 400;\">all-round development and self-reliance of villages<\/span><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">He believed excessive urbanisation <\/span><b>harmed<\/b><span style=\"font-weight: 400;\"> society and that cities had historically exploited villages, draining their resources and vitality.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Critique of Urban-Centric Development<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In a June 23, 1946 writing, Gandhi argued that the growth of cities was \u201cunfortunate for mankind,\u201d stating that the prosperity of cities was built on the exploitation of villages.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">He wanted this flow reversed, so prosperity returned to rural India.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>From Thought to Action<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gandhi\u2019s ideas were reflected in practice.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">His first major satyagraha in Champaran (1917) addressed rural injustice, while <\/span><b>Sevagram<\/b><span style=\"font-weight: 400;\">, the self-sufficient ashram he founded, served as a living experiment in rural self-reliance.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Village Swaraj as a \u2018Complete Republic\u2019<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Writing in Harijan on July 26, 1942, Gandhi described <\/span><span style=\"font-weight: 400;\">Gram Swaraj as a \u201ccomplete republic\u201d<\/span><span style=\"font-weight: 400;\">\u2014independent in meeting its basic needs but interdependent with others where necessary.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Each village, he said, should prioritise growing its own food and cotton for clothing.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Social Equality and Non-Violence<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Gandhi\u2019s Gram Swaraj rejected caste hierarchies and graded untouchability.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Non-violence, along with Satyagraha and non-cooperation, was to be the moral foundation of village life and governance.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Democratic Village Governance<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Village administration, Gandhi proposed, should rest with a <\/span><b>Panchayat of five member<\/b><span style=\"font-weight: 400;\">s, elected annually by adult villagers\u2014men and women alike\u2014forming what he called a \u201cperfect democracy based on individual freedom.\u201d<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Equality Between Village and City<\/b>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">In a November 13, 1945 letter to Jawaharlal Nehru, Gandhi stressed that every individual must have equal rights and opportunities, arguing for parity between villages and cities in India\u2019s social and economic imagination.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Together, these ideas form Gandhi\u2019s vision of Gram Swaraj\u2014an ethical, democratic, and self-sufficient village-centred model for India\u2019s development.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b style=\"font-size: inherit;\">What Happened to Gandhi\u2019s Gram Swaraj Vision<\/b><\/h2>\n<ul>\n<li><span style=\"font-weight: 400;\">In the years after Independence, India\u2019s development strategy prioritised urban and industrial growth.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This <\/span><b>widened the rural\u2013urban divide<\/b><span style=\"font-weight: 400;\"> and pushed large-scale migration to cities, often resulting in slum settlements and poor living conditions for rural migrants.<\/span><\/li>\n<li><b>Rural Policies, But Limited Transformation<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Rural-focused measures were not absent.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Reforms such as the abolition of the Zamindari system (though uneven across states) and employment schemes like Jawahar Rojgar Yojana and the Employment Assurance Scheme sought to address rural distress.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">However, their impact was limited in creating sustained rural livelihoods.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Infrastructure Gains Without Social Foundations<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">While roads and electricity have reached many villages and improved daily life, quality <\/span><b>education and healthcare have lagged<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Persistent <\/span><b>caste-based divisions<\/b><span style=\"font-weight: 400;\"> and <\/span><b>limited job opportunities<\/b><span style=\"font-weight: 400;\"> mean migration often remains the best path to upward mobility.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Demographic Change and Migration<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">India remains predominantly rural, but the share of people living in villages has declined\u2014from about 82% in 1960 to around 65% today\u2014reflecting long-term <\/span><span style=\"font-weight: 400;\">migration trends driven by economic elusive.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Financial, political, and administrative powers largely remain concentrated at higher levels of government.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>Mixed Results from Village-Centric Initiatives<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Activists and leaders have attempted grassroots change with mixed outcomes.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">In 2014, PM Modi launched the Sansad Adarsh Gram Yojana, urging MPs to adopt and develop villages.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">However, most MPs showed limited engagement, curbing its impact.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>The Core Constraint: Political Will<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Genuine devolution of power continues to depend on the willingness of higher authorities to relinquish control.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Without this shift, policy measures and funding alone are insufficient to realise village self-rule.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><b>A Lifelong Project<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">As Mahatma Gandhi himself acknowledged, building a truly self-sufficient village could take a lifetime.\u00a0<\/span><\/li>\n<li><span style=\"font-weight: 400;\">For India\u2019s 6.74 lakh villages, his vision of Gram Swaraj remains an unfinished and long-term
