It is the basic parliamentary device through which the House expresses its opinion, will, or decision. <\/span><span style=\"font-weight: 400;\">Under the Rules of Procedure of the Lok Sabha and Rajya Sabha, <\/span><b>no discussion can take place without a motion being moved and admitted by the Presiding Officer. <\/b><span style=\"font-weight: 400;\">A<\/span> <span style=\"font-weight: 400;\">motion can be moved by a member (Minister or Private Member) and it must be admitted by the Speaker\/Chairman. We have discussed in detail about Substantive Motion vs Privilege Motion.<\/span><\/p>\n<h2><b>Substantive Motion<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">A Substantive Motion is a self-contained, independent motion drafted in such a way that it can express the opinion or decision of the House without reference to any other motion. <\/span><span style=\"font-weight: 400;\">It is complete in itself and is capable of being voted upon as it stands.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Examples of Substantive Motion:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><a href=\"https:\/\/vajiramandravi.com\/current-affairs\/no-confidence-motion\/\" target=\"_blank\"><strong>No-Confidence Motion<\/strong><\/a> against the <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/council-of-ministers-com\/\" target=\"_blank\"><strong>Council of Ministers<\/strong><\/a> under <\/span><b>Article 75<\/b><span style=\"font-weight: 400;\"> of the Constitution.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Adjournment Motion to discuss a definite matter of urgent public importance.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Motion for the removal of the Speaker.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Motion for the removal of Judges under impeachment provisions.<\/span><\/li>\n<\/ul>\n<h2><b>Privilege Motion<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">A Privilege Motion is moved when a member believes that a breach of parliamentary privilege has occurred by a minister or any other member, thereby affecting the authority, dignity, or functioning of the House. <\/span><span style=\"font-weight: 400;\">It is based on <\/span><b>Articles 105 and 194 of the Constitution<\/b><span style=\"font-weight: 400;\">, which deal with parliamentary privileges. <\/span><span style=\"font-weight: 400;\">The main objective of Privilege Motion is to protect freedom of speech in Parliament and maintain the authority and dignity of the House and rights of its members and committees<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A Privilege motion is moved:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If a minister gives misleading information.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If incorrect or false facts are deliberately presented.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If any act obstructs the functioning of the House.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The Speaker (in <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/lok-sabha\/\" target=\"_blank\"><strong>Lok Sabha<\/strong><\/a>) or Chairman (in <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/rajya-sabha\/\" target=\"_blank\"><strong>Rajya Sabha<\/strong><\/a>) decides its admissibility.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Example: If a minister provides incorrect data in Parliament and it is later proven that the information was knowingly false, a member may move a Privilege Motion against that minister in the Lok Sabha.<\/span><\/p>\n<h2><b>Substantive Motion vs Privilege Motion<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The difference between Substantive Motion and Privilege Motion is as follows:\u00a0<\/span><\/p>\n<table style=\"width: 96.6933%;
