It was later extended to March 2024.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">SANKALP was designed to strengthen short-term skill training across India through:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Improved institutional frameworks<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Better industry linkages<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Inclusion of marginalised communities<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Enhanced monitoring and governance systems<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The broader objective was to improve employability outcomes and create a more demand-driven skilling ecosystem aligned with industry requirements.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Funding Structure of the Scheme<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The financial design of SANKALP involved a mix of domestic and external funding sources:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Rs. 3,300 crore through a World Bank loan<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Rs. 660 crore through State leverage<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Rs. 495 crore through industry participation<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The scheme aimed to use outcome-based financing and performance-linked incentives to strengthen skill development at both national and State levels.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">However, the Comptroller and Auditor General (CAG) found significant shortfalls in financial utilisation and implementation efficiency.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>CAG Findings on Financial and Physical Progress<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">According to the <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/comptroller-and-auditor-generalcag\/\" target=\"_blank\">CAG<\/a><\/strong><span style=\"font-weight: 400;\"> report examined by the PAC, <\/span><b>only 44% of the budgeted provision under the SANKALP scheme was disbursed between 2017-18 and 2023-24<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Further, against the first tranche of the World Bank loan of $250 million, Rs. 1,606.15 crore (86%) was disbursed by the World Bank. However, the Ministry utilised only Rs. 850.71 crore as of December 2023. The CAG also highlighted:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Weak adherence to implementation guidelines<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Sluggish pace of execution<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Lack of preparedness before commencement of the loan period<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The audit pointed to \u201cnon-preparedness\u201d within the Ministry as a key reason for delays.<\/span><\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Observations of the Public Accounts Committee<\/strong><\/h2>\n<ul style=\"text-align: justify;\">\n<li><span style=\"font-weight: 400;\">The Public Accounts Committee described the scheme\u2019s implementation as \u201clackadaisical\u201d.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">During its examination of the CAG report, the PAC raised several critical concerns:<\/span><\/li>\n<li aria-level=\"1\"><b>Absence of Central Monitoring Mechanism<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">Members questioned why there was no robust central monitoring system to track implementation across States.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">Given that skill development involves coordination between the Centre, States, and private sector partners, monitoring gaps can significantly undermine outcomes.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Lack of Due Diligence<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">The Committee flagged inadequate due diligence before the rollout of the scheme. This suggests that institutional readiness and administrative capacity were not fully assessed prior to loan utilisation.<\/span><\/li>\n<\/ul>\n<\/li>\n<li aria-level=\"1\"><b>Missing Roadmap for School-Level Skilling<\/b>\n<ul>\n<li><span style=\"font-weight: 400;\">MPs also noted the absence of a clear roadmap to integrate skilling into the school curriculum from primary to higher secondary levels.<\/span><\/li>\n<li><span style=\"font-weight: 400;\">This is particularly significant in light of the <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/national-education-policy-2020\/\" target=\"_blank\"><b>National Education Policy (NEP) 2020<\/b><\/a><span style=\"font-weight: 400;\">, which emphasises vocational education from an early stage. The lack of alignment between skilling schemes and education reform weakens long-term employability goals.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 style=\"text-align: justify;\"><strong>Broader Context of Skill Development in India<\/strong><\/h2>\n<ul>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">India\u2019s demographic dividend presents both an opportunity and a challenge. With a large youth population entering the workforce, skill development is central to economic growth and social mobility.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Schemes such as Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and SANKALP aim to improve the quality, scale, and relevance of skill training.
