It was <\/span><b>sanctioned in July 2025 <\/b><span style=\"font-weight: 400;\">with a financial <\/span><b>outlay of \u20b922.98 crore <\/b><span style=\"font-weight: 400;\">under the schemes of the North Eastern Council and the Ministry of Development of North Eastern Region.<\/span><\/p>\n<h2><b>About North Eastern Science &amp; Technology Cluster (NEST)<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The North Eastern Science &amp; Technology Cluster (NEST) is a <\/span><b>collaborative research and innovation platform<\/b><span style=\"font-weight: 400;\"> established to strengthen the Science, Technology and Innovation (STI) <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/ecosystem\/\" target=\"_blank\"><strong>ecosystem<\/strong><\/a> in North East India.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It aims to <\/span><b>connect universities, research institutes, national laboratories and industry to promote region-specific research and development.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It is <\/span><b>funded under the Schemes of the North Eastern Council (NEC)<\/b><span style=\"font-weight: 400;\">, Ministry of Development of North Eastern Region (DoNER) and <\/span><b>implemented by Indian Institute of Technology Guwahati.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The project is designed to <\/span><b>operate through four thematic verticals,<\/b><span style=\"font-weight: 400;\"> selected based on emerging technologies, regional needs, and future growth potential:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Innovation Hub on Grassroot Technologies;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Technology Hub for Semiconductor and <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/artificial-intelligence\/\" target=\"_blank\"><strong>Artificial Intelligence<\/strong><\/a>;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Centre of Excellence for Innovation in Bamboo-Based Technology, Entrepreneurial Promotion &amp; Skill Development; and\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Skill Development and Innovation Centre on Biodegradable and Ecofriendly Plastics<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2><b>North Eastern Science &amp; Technology Cluster (NEST) Key Components\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The key components of the Project include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Training Programs for technology creation and start-ups;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Incubation and Tinkering Laboratories;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Technology transfer, commercialization and product marketing support; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Development of enabling infrastructure for research, innovation and skill development.<\/span><\/li>\n<\/ul>\n<h2><b>North Eastern Science &amp; Technology Cluster (NEST) Objectives\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The specific objectives of the NEST clusters include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Empowerment of young people in the North Eastern Region (NER) with emphasis on SC, ST, women, and Divyangjan<\/b><span style=\"font-weight: 400;\"> to consider self-employment or entrepreneurship among the career options.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Promotion of new enterprises by handholding from ideation to commercialization<\/b><span style=\"font-weight: 400;\">, <\/span><b>capacity building of existing MSMEs <\/b><span style=\"font-weight: 400;\">and <\/span><b>inculcating entrepreneurial culture in the NER<\/b><span style=\"font-weight: 400;\"> in priority areas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">It focuses on strengthening <\/span><b>research and innovation infrastructure. Through a Hub-and-Spoke model,<\/b><span style=\"font-weight: 400;\"> institutions across the region will be supported in developing laboratories, conducting applied research and organizing training-cum-enterprise programmes.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Strengthening the existing grassroot practices through scientific interventions. <\/b><span style=\"font-weight: 400;\">Traditional technologies and local innovations will be standardised, certified and improved using Industry 4.0 approaches, enabling efficient commercialization and integration into national and global markets.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The <\/span><b>NEST cluster works as a hub and spoke model <\/b><span style=\"font-weight: 400;\">to connect academia, industry, research and Govt. agencies. The <\/span><b>hub institution is IIT Guwahati<\/b><span style=\"font-weight: 400;\">, which will coordinate research, funding, training and monitoring activities. <\/span><b>Several institutions across the region will function as spokes, <\/b><span style=\"font-weight: 400;\">facilitating decentralised implementation.
