The initiative <\/span><b>seeks to strengthen financial mechanisms and institutional capacity for road safety in selected Indian states.<\/b><\/p>\n<h2><b>UN Road Safety Financing Project in India Need<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">India accounts for one of the highest numbers of road traffic fatalities globally. Road crashes impose heavy human, social, and economic costs, with estimates suggesting a <\/span><b>loss of nearly 3% of GDP annually<\/b><span style=\"font-weight: 400;\">. In this context, improving road safety is not only a public health priority but also a developmental necessity.<\/span><\/p>\n<h2><b>UN Road Safety Financing Project Objectives\u00a0<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The project aims to support the Government of India in developing a comprehensive and sustainable strategy for road safety financing. It focuses on:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Strengthening National and State Road Safety Funds.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Creating coordinated and predictable funding mechanisms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Building institutional capacity for planning, budgeting, and monitoring road safety investments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Scaling up proven, life-saving interventions across states.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<p><b>UN Road Safety Financing Project Implementation and Funding\u00a0<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The project is being <\/span><b>implemented in partnership with the Ministry of Road Transport and Highways (MoRTH), <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/world-health-organisation\/\" target=\"_blank\">World Health Organization<\/a> (WHO), UNICEF, and civil society organisations such as the Save LIFE Foundation.<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Focus States<\/b><span style=\"font-weight: 400;\">: Initially, the project is being rolled out in four states namely <\/span><b>Rajasthan, Kerala, Tamil Nadu and Assam. <\/b><span style=\"font-weight: 400;\">These states will serve as models for developing sustainable financing systems that can later be replicated across the country.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A key feature of the initiative is the promotion of <\/span><b>innovative and diversified financing tools<\/b><span style=\"font-weight: 400;\">, including <\/span><b>Road safety bonds, Dedicated taxes or levies and <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/public-private-partnership\/\" target=\"_blank\">Public-Private Partnerships<\/a> (PPP)<\/b><span style=\"font-weight: 400;\">.\u00a0 Such mechanisms aim to ensure predictable and long-term funding, moving beyond fragmented or ad-hoc allocations.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The project <\/span><b>aligns with the Global Plan for the Decade of Action for Road Safety 2021-2030<\/b><span style=\"font-weight: 400;\">, which <\/span><b>targets a 50% reduction in road traffic deaths and injuries worldwide by 2030<\/b><span style=\"font-weight: 400;\">. It also reflects commitments under recent UN General Assembly resolutions on improving global road safety.<\/span><\/li>\n<\/ul>\n<h2><b>About United Nations Road Safety Fund (UNRSF)<\/b><\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The United Nations Road Safety Fund (UNRSF) is a <\/span><b>global trust fund established in 2018 by the United Nations<\/b><span style=\"font-weight: 400;\"> to <\/span><b>support road safety initiatives, particularly in low- and middle-income countries.\u00a0<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Objective<\/b><span style=\"font-weight: 400;\">: The <\/span><b>primary objective<\/b><span style=\"font-weight: 400;\"> of the UNRSF is to help countries develop and implement effective road safety strategies.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Aim<\/b><span style=\"font-weight: 400;\">: It aims to reduce road traffic deaths and serious injuries, strengthen national road safety laws and policies, support sustainable financing mechanisms and promote safer road infrastructure, vehicles, and user behaviour.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Fund focuses on systemic reforms rather than isolated interventions.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Working Mechanism<\/b><span style=\"font-weight: 400;\">:\u00a0 The UNRSF provides grants and technical assistance to governments. It works in collaboration with UN agencies, national governments, civil society organisations, and the private sector. It supports projects related to Speed management, Safe road design, Enforcement of traffic laws, Post-crash emergency care and Institutional capacity building.\u00a0<\/span><\/li>\n<\/ul>\n<h2><b>Road Safety Initiatives by Government of India<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">Road safety has become a major public policy priority in India due to the high number of road accidents and fatalities. The Government has adopted legislative, institutional, technological, and awareness-based measures to reduce road crashes and improve safety standards.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Motor Vehicles (Amendment) Act, 2019<\/b><span style=\"font-weight: 400;\">: The Motor Vehicles (Amendment) Act, 2019 strengthened penalties for traffic violations, introduced provisions for protection of Good Samaritans, enhanced compensation for accident victims, and promoted electronic monitoring and enforcement.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Road Safety Policy<\/b><span style=\"font-weight: 400;\">: The National Road Safety Policy provides a framework for improving road safety through better enforcement, road engineering, vehicle safety standards, and public awareness. It emphasises a multi-sectoral approach involving central and state governments.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Road Safety Board (NRSB)<\/b><span style=\"font-weight: 400;\">: To advise on road safety standards, accident prevention strategies, and implementation of safety measures across the country.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>National Road Safety Council<\/b><span style=\"font-weight: 400;\">: It acts as an apex advisory body to guide policy formulation and coordinate road safety efforts between the Centre and the States.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Black Spot Identification and Rectification<\/b><span style=\"font-weight: 400;\">: The Ministry of Road Transport and Highways (MoRTH) identifies accident-prone \u201cblack spots\u201d on highways and undertakes corrective engineering measures such as better signage, road redesign, and improved lighting.<\/span><\/li>\n<li><b>iRAD (Integrated Road Accident Database)<\/b><span style=\"font-weight: 400;\">: The iRAD application collects and analyses road accident data in real time.
