Biodiversity Authority (NBA) recently constituted an Expert Committee on Invasive Alien Species to address the growing ecological and socio-economic risks posed by such species across the country. <\/span><\/p>\n<h2><b>About National Biodiversity Authority\u00a0<\/b><\/h2>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is an autonomous, <\/span><b>statutory body <\/b><span style=\"font-weight: 400;\">established under the <\/span><b>Biological Diversity Act, 2002.<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Headquarters<\/b><span style=\"font-weight: 400;\">: <\/span><b>Chennai<\/b><span style=\"font-weight: 400;\">, Tamil Nadu.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Functions<\/b><span style=\"font-weight: 400;\">: The NBA performs <\/span><b>facilitative, regulatory, and advisory functions<\/b><span style=\"font-weight: 400;\"> for the <\/span><b>Government of India<\/b><span style=\"font-weight: 400;\">, particularly on matters related to the <\/span><b>conservation of biodiversity, sustainable use of biological resources,<\/b><span style=\"font-weight: 400;\"> and the <\/span><b>fair and equitable sharing of benefits <\/b><span style=\"font-weight: 400;\">derived from them.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Advisory Role:\u00a0<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">This includes<\/span><b> recommending policies, strategies, and action plans to both central and state <\/b><span style=\"font-weight: 400;\">governments.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">A key advisory function involves<\/span><b> guiding state governments<\/b><span style=\"font-weight: 400;\"> on the <\/span><b>selection of areas <\/b><span style=\"font-weight: 400;\">of biodiversity importance to be notified as<\/span><b> heritage sites<\/b><span style=\"font-weight: 400;\"> and recommending<\/span><b> measures for managing such sites.\u00a0<\/b><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Regulatory Role:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The NBA regulates activities and <\/span><b>issues guidelines for access to biological resources<\/b><span style=\"font-weight: 400;\"> and for <\/span><b>fair and equitable sharing of benefits.\u00a0\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><b>Foreign individuals or corporate<\/b><span style=\"font-weight: 400;\"> bodies<\/span><b> seeking to obtain biological resources<\/b><span style=\"font-weight: 400;\"> or associated<\/span><b> traditional knowledge for research,<\/b><span style=\"font-weight: 400;\"> surveys, or commercial use <\/span><b>must obtain prior approval from the NBA.\u00a0<\/b><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><b>NBA <\/b><span style=\"font-weight: 400;\">is required to <\/span><b>determine the terms of benefit-sharing<\/b><span style=\"font-weight: 400;\"> while granting approvals.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><b>Indian citizens and companies, <\/b><span style=\"font-weight: 400;\">on the other hand,<\/span> <span style=\"font-weight: 400;\">seek <\/span><b>permissions from their respective SBB<\/b><span style=\"font-weight: 400;\">s for commercial purposes.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It is <\/span><b>mandatory <\/b><span style=\"font-weight: 400;\">to obtain<\/span><b> prior approval from the NBA<\/b><span style=\"font-weight: 400;\"> before <\/span><b>applying for any intellectual property right \u2013 in India or abroad <\/b><span style=\"font-weight: 400;\">\u2013 that is <\/span><b>based on a biological resource of Indian origin <\/b><span style=\"font-weight: 400;\">or associated traditional knowledge.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Facilitative Role:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">Beyond regulation and advice, the NBA actively facilitates conservation action on the ground.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It supports the<\/span><b> establishment and capacity-building of State Biodiversity Boards (SBBs) and Biodiversity Management Committees (BMCs),<\/b><span style=\"font-weight: 400;\"> organises awareness and <\/span><b>training programmes<\/b><span style=\"font-weight: 400;\">, and monitors and prevents actions prohibited under the Act.\u00a0<\/span><\/li>\n<li style=\"text-align: justify;\"><span style=\"font-weight: 400;\">It also works to <\/span><b>ensure that monetary and non-monetary benefits <\/b><span style=\"font-weight: 400;\">from bio-resources <\/span><b>reach the local communities<\/b><span style=\"font-weight: 400;\"> that have traditionally conserved them.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"text-align: justify;\"><b>Composition:<\/b>\n<ul>\n<li style=\"text-align: justify;\"><b>Chairperson<\/b><span style=\"font-weight: 400;\">: An e<\/span><b>minent person with proven knowledge<\/b><span style=\"font-weight: 400;\"> and experience in biodiversity conservation, sustainable use of biological resources, and equitable sharing of benefits.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>10 Ex officio Members:<\/b><span style=\"font-weight: 400;\"> Senior <\/span><b>representatives from the Government of India, <\/b><span style=\"font-weight: 400;\">nominated to provide policy insights and ensure inter-ministerial coordination.<\/span><\/li>\n<li style=\"text-align: justify;\"><b>5 Non-Official Members<\/b><span style=\"font-weight: 400;\">: <\/span><b>Experts and professionals <\/b><span style=\"font-weight: 400;\">from diverse fields related to biodiversity management, nominated to contribute independent
