What is the Indo-Pacific Region and its significance?

The Indo-Pacific region is a term used to refer to the vast geographic area that encompasses the Indian Ocean and the western and central Pacific Ocean, including the seas and straits that connect them.

  • It is a region that spans from the eastern coast of Africa to the western coast of the Americas and from the Arctic to the Antarctic.

What is the origin and evolution of the term ‘Indo-Pacific’?

  • 1920s: The German geopolitician Karl Haushofer first used "Indo-Pacific" in the 1920s in multiple works on geography and geopolitics.
  • Since 2011: The term has been used frequently by strategic analysts and high-level government/military leadership in Australia, Japan, and the United States to denote said region.
  • 2017: “Indo-Pacific" has also featured prominently in top-level U.S. strategic documents such as the 2017 National Security Strategy.
  • 2019: the United States Department of State published a document formalizing the concept of a "Free and Open Indo-Pacific" to be sustained among members of "the Quad".

 

What are the recent developments and strategies pertaining to the Indo-Pacific region?

  • USA’s Indo-Pacific strategy: The United States released the Indo-Pacific Strategy in February 2022, in coordination with allies and partners, to advance the common vision for an Indo-Pacific region that is free and open, connected, prosperous, secure, and resilient.
  • Canada’s Indo-Pacific strategy: The Indo-Pacific Strategy will advance and defend Canada’s interests by supporting a more secure, prosperous, inclusive, and sustainable region. The strategy is focusing on four regions: China, India, the North Pacific (Japan and Korea), and ASEAN.
  • Japan’s vision of a “Free and Open Indo-Pacific”: to foster regional stability and prosperity by improving connectivity between Asia and Africa through a free and open Indo-Pacific region.
  • Indian vision of Indo-Pacific: India advocates a “free, open and inclusive Indo-Pacific” region and calls for peaceful resolution of disputes while respecting the sovereignty and territorial integrity of all nations.
  • ASEAN’s Outlook on the Indo-Pacific: ASEAN sees the Indo-Pacific region as a region of dialogue and cooperation instead of rivalry; An Indo-Pacific region as a region of development and prosperity for all.

  • Hosting HACGAM: India stands for open & rule-based maritime borders in the Indo-Pacific during 18th Heads of  Asian Coast Guard Agencies Meeting (HACGAM) in New Delhi on October 15, 2022.
  • SAGAR initiative: SAGAR provides a mechanism for India to expand strategic partnerships with other Indian ocean region littorals in Asia and Africa.
  • Indo-Pacific Regional Dialogue (IPRD): Being a Track 1.5 event that aims to encourage discussions on public policy, the IPRD endeavors for a balanced representation of government and non-government agencies and institutions.
  • Indo-Pacific Oceans Initiative (IPOI): Pillars of cooperation with other countries include Maritime Security, Maritime Ecology, Maritime Resources, Capacity Building and Resource Sharing, Disaster Risk Reduction and Management, Science, Technology and Academic Cooperation, Trade, Connectivity, and Maritime Transport.
  • QUAD: India is a member of the Quadrilateral security dialogue promoting regional security and economic cooperation in the Indo-Pacific region.
  • Indo-Pacific Division in MEA: India has set up an Indo-Pacific division in the Ministry of External Affairs. The division will cooperate with all the matters related to the Indo-Pacific.

  • Economic challenges: The region faces a range of economic challenges, including uneven economic development, trade imbalances, and increasing debt levels.
  • Environmental issues: The Indo-Pacific region has the world's most diverse and fragile ecosystems, including coral reefs and mangroves. These ecosystems are under threat from climate change, pollution, and overfishing.

  • Bilateral cooperation: Many of the challenges in the Indo-Pacific region can be addressed through bilateral cooperation between countries. Example: maritime security and counter-piracy.
  • Multilateral cooperation: Multilateral organizations such as the ASEAN, APEC, and the Indian Ocean Rim Association can play an important role in promoting cooperation in the Indo-Pacific region.
  • Regional efforts: Regional initiatives such as the Quad, which includes the United States, Japan, India, and Australia, can work together to promote regional security, advance economic integration, and address common challenges such as climate change and cybersecurity.
  • International efforts: International organizations such as the United Nations can support efforts to promote peace and security, provide humanitarian assistance, and advance sustainable development in the region.
