Why in News?

  • As he inaugurated the Aadi Mahotsav - a mega National Tribal Festival, at Major Dhyan Chand National Stadium in Delhi, the PM stated that the Centre has been making efforts to mainstream the nation's tribal communities.
  • According to the PM, the Pradhan Mantri Vishwakarma Kaushal Samman (PM-VIKAS) has been introduced to provide traditional craftspeople with financial support in addition to skill development.

 

What is the History of the National Tribal Festival?

  • The tribal festival is organised annually by the Tribal Cooperative Marketing Development Federation Limited (TRIFED) under the Ministry of Tribal Affairs since 2015, when it was titled "VANAJ".
  •  TRIFED has been organising Aadi Mahotsav - National Tribal Festival to provide direct market access to the tribal master-craftsmen and women in large metros and state capitals.

 

What is Pradhan Mantri Vishwakarma Kaushal Samman (PM-VIKAS)?

  •  It was announced in the Union Budget 2023-24 as a step towards developing the nation’s artisans to enhance the scope, calibre and reach of their goods (to domestic and international markets), by providing -
  • Technology to increase their productivity and profit,
  • Skills training for age-old and traditional crafts, and
  • The opening of credit lines
  • The scheme will significantly benefit the weaker sections and women of society.
  • The scheme will also be implemented into the Micro, Small, and Medium-scale Enterprises (MSME) value chain, which will enhance their opportunity to scale up their business.
  • It seizes the prospects for progress and will contribute to India’s growth and development, as the craftspeople and artisans are the true spirits of self-reliant and independent India.

 

News Summary Regarding National Tribal Festival Event and the PM’s Speech

  • At the event, the PM was presented with several gifts including a Pashmina shawl from Ladakh and a dhokra sculpture from Chhattisgarh.
  • Tribal dance forms such as Purulia Chhau from West Bengal, Baguramba from Assam, Panthi from Chhattisgarh, Tamang Selo from Sikkim, Gusadi from Telangana, etc., also marked the event.
  • According to the Census 2011, 104.2 million Indians or 8.6% of the total population are notified as "Scheduled Tribes (STs)."
  • Once considered remote, now the government is making efforts to bring the remote and neglected into the mainstream through internet and infrastructure.
  • A testament to this progress is India’s very own President Droupadi Murmu who belongs to a tribal background.
  • The share of STs in the Budget has gone up by five times as compared to 2014. 
  • The government’s policies such as the
    • Setting up of over 3,000 Van Dhan Vikas Kendras,
    • 80 lakh self-help groups (SHGs),
    • The boost to the Eklavya Model Residential Schools (EMRS) for tribal children, and
    • A rise in the number of forest products that the government was purchasing at Minimum Support Price (MSP), had benefited tribal communities.
  • Providing education to the Adivasi children is the priority of the government.
  • The Budget announced hiring of nearly 40,000 staffers for EMRSs around the country.
  • The New Education Policy 2020 addressed and allowed for them to learn in their mother-tongues.
  • Villages that used to be connected with separatism and extremism are now connected with 4G.
  • The magnificent structure of New India shall stand on the sound of the fusion of aadi (primitive) and aadhunikta (modernity) ensuring Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas
