Rand, a notorious and culturally insensitive figure, was targeted for his ruthless and demeaning approach to the Poona plague. The event sparked renewed nationalist fervour and revolutionary sentiment, resembling the <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/revolt-of-1857\/\" target=\"_blank\">1857 Revolt<\/a><\/strong><span style=\"font-weight: 400\"> for Indian independence, as described by VD Savarkar.<\/span><\/p>\r\n<p><span style=\"font-weight: 400\">Chapekar Brothers' show of immense courage in the face of tyranny became a source of inspiration for future freedom fighters. Their daring act against injustice sparked the first instance of aggressive nationalism in India after the First War of Independence.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">About Chapekar Brothers\u00a0<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Chapekar brothers came from a Chitpavan Brahmin family originally from Chapa adjacent to Chinchwad, Pune. They were raised by their father, Hari Vinayak, a devout man known for his kirtans and modest earnings.\u00a0 The Chapekar brothers received limited formal education but were fortunate to be with <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/freedom-fighters-of-india\/\" target=\"_blank\"><span style=\"font-weight: 400\"><strong>Freedom Fighters<\/strong><\/span><\/a><span style=\"font-weight: 400\">, witnessing darbars of great princes, and meeting scholars, providing a more enriching source of knowledge.<\/span><\/p>\r\n<h2><img decoding=\"async\" class=\"alignnone size-full wp-image-10236\" src=\"https:\/\/d35xcwcl37xo08.cloudfront.net\/upsc-exam-wp-uploads\/2025\/04\/Chapekar-Brothers-1.webp\" alt=\"Damodar Hari Chapekar, Balkrishna Hari Chapekar, and Vasudeo Hari Chapekar\" width=\"700\" height=\"400\" \/><\/h2>\r\n<h2><span style=\"font-weight: 400\"> Chapekar Brother Case Background<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Chapekar Brother case occurred against the backdrop of the Bubonic Plague, which struck the district of Pune (Maharashtra) in 1896. The British government established the Special Plague Committee, chaired by Walter Charles Rand, an <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/evolution-of-civil-services\/\" target=\"_blank\">Indian Civil Services<\/a><\/strong><span style=\"font-weight: 400\"> (ICS) officer, to deal with the threat and control the disease's spread.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Rand\u2019s oppressive regime:<\/b><span style=\"font-weight: 400\"> Rand's reign of terror began as soon as efforts to combat the plague began. Instead of hiring doctors to carry out their duties ethically, the committee assigned over 800 officers and soldiers to carry out his orders in Pune.\u00a0<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Violating the Rules:<\/b><span style=\"font-weight: 400\"> These officials broke into private homes, stripped and inspected residents (including women) in public, evacuated people to hospitals and segregation camps, prohibited funerals, and hampered travel outside the city.\u00a0<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Some of these officers also vandalized religious buildings and symbols.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Public Outcry:<\/b><span style=\"font-weight: 400\"> Resentment grew among local people as the forceful and harsh methods used by the British were seen as an attack on their dignity and privacy.\u00a0<\/span><\/li>\r\n<\/ul>\r\n<p><img decoding=\"async\" class=\"alignnone  wp-image-10237\" src=\"https:\/\/d35xcwcl37xo08.cloudfront.net\/upsc-exam-wp-uploads\/2025\/04\/Scene-from-Pune-Plague.webp\" alt=\"Scene from Pune Plague\" width=\"628\" height=\"314\" srcset=\"https:\/\/d35xcwcl37xo08.cloudfront.net\/upsc-exam-wp-uploads\/2025\/04\/Scene-from-Pune-Plague.webp 1920w, https:\/\/d35xcwcl37xo08.cloudfront.net\/upsc-exam-wp-uploads\/2025\/04\/Scene-from-Pune-Plague-768x384.webp 768w, https:\/\/d35xcwcl37xo08.cloudfront.net\/upsc-exam-wp-uploads\/2025\/04\/Scene-from-Pune-Plague-1536x768.webp 1536w\" sizes=\"(max-width: 628px) 100vw, 628px\" \/><\/p>\r\n<h2><span style=\"font-weight: 400\">Chapekar Brothers Response<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Chapekar brothers were deeply affected by the oppressive measures implemented by W.C. Rand to deal with the bubonic plague. Chapekar brothers and other revolutionary members of the Chapekar Club believed Rand\u2019s actions symbolized British tyranny and that his removal was necessary to free the people from the oppressive rule of the British.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Plan of Assassination:<\/b><span style=\"font-weight: 400\"> On June 22, 1897, the brothers decided to carry out their plan during Queen Victoria's Diamond Jubilee celebration. They waited for Rand's carriage on Senapati Bapat Marg, armed with swords and firearms, with the intention of exacting revenge for his atrocities.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Assassination of Rand and Ayerst:<\/b><span style=\"font-weight: 400\"> Damodar Hari shot at Rand's vehicle, while Balkrishna Hari neutralized his escort, Lieutenant Ayerst. Despite initially surviving, Rand succumbed to injuries, marking a victory for the Chapekar brothers and a warning to the <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/british-administration-in-india\/\" target=\"_blank\">British administration<\/a>.<\/strong><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Killing of Informers:<\/b><span style=\"font-weight: 400\"> Vasudeo Hari Chapekar and his associates assassinated the Dravid brothers who were police informants.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Chapekar Brothers Execution<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">After the assassination of W.C. Rand, British authorities started a rigorous search for the perpetrators. Damodar was executed in April 1898, while Balkrishna, initially evading capture, was apprehended and executed in May 1899. Vasudeo was also arrested and executed.
