Eyewitnesses reported that the assailants used automatic weapons and small arms, allegedly verifying the victims' religious identity before executing them at close range. This marks the first major civilian-targeted terror attack in Kashmir since the abrogation of Article 370 in 2019.

Claim of Responsibility and Ideological Motive
The Resistance Front (TRF), an affiliate of Lashkar-e-Taiba, has claimed responsibility for the incident. In its statement, TRF opposed the issuance of 85,000 domicile certificates to non-locals, viewing it as a step toward demographic alteration in the region. However, security agencies are yet to verify the authenticity of this claim.

Exploitation of Remote Terrain
Officials highlighted that the attackers leveraged the non-motorable terrain of Baisaran to their advantage, significantly hampering timely emergency response. Despite its remoteness, the area falls under a high-security zone due to its proximity to the Amarnath pilgrimage route.

Pahalgam Terror Attack Implications and Consequences

The Pahalgam Terror Attack will have serious implications of India-Pakistan relations including:

Security Setback:
The incident undermines the prevailing narrative of peace and stability post-Article 370 and exposes critical gaps in current counterterrorism frameworks.

Economic Blow to Tourism:
Pahalgam, a key tourist destination, may experience a significant drop in footfall during the peak summer season. The points include:

Suspension of the Indus Waters Treaty (IWT):
India has suspended the 1960 Indus Waters Treaty, showcasing a major strategic shift. The factors that led to this attack are:

India’s Kashmir Policy:
Pakistan continues to view India's revocation of Article 370 in 2019 and the full integration of Jammu & Kashmir as a direct challenge to its claims over Pakistan-occupied Kashmir. India's success in restoring peace and governance in the region has further marginalized Pakistan’s narrative, prompting an escalated response to reassert its stake in the Kashmir issue.

Diminishing International Support:
Pakistan's long standing allies including the United States, Gulf nations, and China have distanced themselves due to concerns over Islamabad’s credibility and diminishing strategic value. The U.S. withdrawal from Afghanistan in 2021 significantly reduced Pakistan’s relevance in Washington’s regional calculus, leaving it diplomatically sidelined.

Economic Instability:
Pakistan’s fragile economy marked by soaring inflation, dwindling foreign reserves, and institutional weaknesses has contributed to internal instability. The rise of the Baloch insurgency and persistent unrest on its western borders have further deterred foreign investment, deepening its economic crisis and reducing state capacity.

Effort to Break Strategic Isolation:
With mounting diplomatic isolation and shrinking international support, Pakistan may view provocations as a tool to stay geopolitically relevant. By triggering global concern through such attacks, it could be seeking to reopen stalled channels of negotiation or shift international discourse back to Kashmir.

Terrorism in Jammu & Kashmir

Jammu & Kashmir has been a constant victim of terrorism attacks including the Phulwana and now the present one being the Pahalgam Terror attack that targeted innocent tourists.
