India is one of the world's most disaster-prone countries due to climatic conditions as well as\u00a0<strong>socio-economic susceptibility.<\/strong>\u00a0In this regard, the Government of India enacted the\u00a0<strong>Disaster Management Act 2005,<\/strong>\u00a0which envisaged the creation of the National Disaster Management Authority to implement a holistic and integrated approach to disaster management.<\/p>\r\n<h2>Phases of Disaster Management<\/h2>\r\n<p>The\u00a0<strong>disaster management cycle\u00a0<\/strong>comprises various phases including policy formulation and planning aimed at either preventing disasters or reducing their impact on people, property, and infrastructure. There are\u00a0<strong>three key phases\u00a0<\/strong>of activity within disaster management:<\/p>\r\n<ul>\r\n\t<li><strong>Pre-disaster Phase:\u00a0<\/strong>\r\n<ul>\r\n\t<li><strong>Prevention:\u00a0<\/strong>It involves taking actions to prevent a disaster event from minimising its harmful effects on communities or key installations.<\/li>\r\n\t<li><strong>Mitigation<\/strong>: It implements measures aimed at reducing the impact of a hazard and the underlying conditions that make communities vulnerable to it.\r\n\r\n<ul>\r\n\t<li><strong>Examples<\/strong>\u00a0include the development and enforcement of building codes to reduce damage and loss during\u00a0<strong>earthquakes<\/strong>.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Preparedness<\/strong>: It involves taking measures that enable governments, communities, and individuals to respond effectively to disaster situations.<\/li>\r\n\t<li><strong>Long-term prevention measure<\/strong>s like:\r\n\r\n<ul>\r\n\t<li>Construction of embankments to prevent\u00a0<strong>flooding<\/strong>,<\/li>\r\n\t<li>Adopting watershed management as drought-proofing measures,<\/li>\r\n\t<li>Increasing plantations to reduce the occurrence of\u00a0<strong>landslides<\/strong>,<\/li>\r\n\t<li>Construction of earthquake-resistant structures and sound environmental management.<\/li>\r\n\t<li>Impetus on renewable energy.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Short-term measures\u00a0<\/strong>aimed to diminish or\u00a0<strong>change the threat's scale<\/strong>\u00a0and intensity. for example:\r\n\r\n<ul>\r\n\t<li>Improved enforcement of\u00a0<strong>building codes<\/strong>\u00a0and zoning rules<\/li>\r\n\t<li>Proper maintenance of\u00a0<strong>drainage systems,\u00a0<\/strong><\/li>\r\n\t<li>Better awareness and public education to reduce the risks of hazards etc.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>During Disaster Phase: Disaster management response actions include:<\/strong>\r\n<ul>\r\n\t<li>\u00a0the activation of the\u00a0<strong>counter-disaster system,<\/strong><\/li>\r\n\t<li>search and rescue operations,<\/li>\r\n\t<li>provision of\u00a0<strong>emergency assistance<\/strong>\u00a0such as food, shelter, and medical aid,<\/li>\r\n\t<li>assessment and survey of the disaster-affected area,<\/li>\r\n\t<li>evacuation measures,<\/li>\r\n\t<li>maintenance of law and order, and<\/li>\r\n\t<li>funding mechanisms for emergency response activities.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Post-Disaster Phase:\u00a0<\/strong>It includes recovery, rehabilitation, and reconstruction measures.\r\n\r\n<ul>\r\n\t<li><strong>Recovery:\u00a0<\/strong>It refers to the process of assisting communities and the nation to return to their proper level of functioning following a disaster. This process encompasses three overlapping phases, namely\u00a0<strong>emergency relief, rehabilitation, and reconstruction<\/strong>.<\/li>\r\n\t<li><strong>Rehabilitation:<\/strong>\u00a0It includes providing temporary public utilities and housing as interim measures to assist long-term recovery.<\/li>\r\n\t<li><strong>Reconstruction:\u00a0<\/strong>It seeks to restore communities to an improved level of functioning compared to their\u00a0<strong>pre-disaster state<\/strong>. This may involve measures such as replacing buildings, infrastructure, and lifeline facilities<strong>.\u00a0<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2>Institutional Framework for Disaster Management in India<\/h2>\r\n<p>In the 1990s, a disaster management cell was established under the\u00a0<strong>Ministry of Agriculture,\u00a0<\/strong>following the\u00a0<strong>'International Decade for Natural Disaster Reduction'<\/strong>. Following disasters like the\u00a0<strong>Orissa Super Cyclone (1999) and the Bhuj Earthquake (2001)<\/strong>, a committee developed a holistic disaster management approach, establishing a hierarchical structure, and the disaster management division was shifted under the\u00a0<strong>Ministry of Home Affairs (MHA) in 2002.<\/strong><\/p>\r\n<ul>\r\n\t<li>The\u00a0<strong>NDMA\u00a0<\/strong>has been established at the national level, while the\u00a0<strong>SDMA at the state<\/strong>\u00a0and district authorities at the district levels is gradually being institutionalised.<\/li>\r\n\t<li><strong>National Disaster Management Authority (NDMA):\u00a0<\/strong>Disaster Management Act of 2005, mandated the establishment of the\u00a0<strong>NDMA<\/strong>, under the\u00a0<strong>MHA<\/strong>.\r\n\r\n<ul>\r\n\t<li>It is the\u00a0<strong>highest governing body<\/strong>\u00a0responsible for creating, enforcing, and implementing policies, plans, and guidelines for disaster management.<\/li>\r\n\t<li>The\u00a0<strong>Chairperson\u00a0<\/strong>of the NDMA is the\u00a0<strong>Prime Minister.<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>National Executive Committee (NEC):\u00a0<\/strong>It was established by the Disaster Management Act of 2005, and its primary responsibility is to act as the coordinating and monitoring body for disaster management.<\/li>\r\n\t<li><strong>State Disaster Management Authorities (SDMAs):\u00a0<\/strong>The DM Act, 2005 also provides for the constitution of SDMAs in all the states and UTs.<\/li>\r\n\t<li>The\u00a0<strong>Chairperson\u00a0<\/strong>of the SDMA is the\u00a0<strong>Chief Minister.\u00a0<\/strong><\/li>\r\n\t<li><strong>State Executive Committees (SECs):<\/strong>\u00a0The Act establishes SECs, headed by the\u00a0<strong>Chief Secretary of the State<\/strong>. It is responsible for coordinating and implementing disaster management at the state level.<\/li>\r\n\t<li><strong>District Disaster Management Authority (DDMA):\u00a0<\/strong>The Act mandates the establishment of a\u00a0<strong>DDMA<\/strong>\u00a0in every district of a state. Its role is to plan, coordinate, and implement disaster management measures as per the guidelines.<\/li>\r\n\t<li><strong>National Disaster Response Force (NDRF):\u00a0<\/strong>It has been constituted by up-gradation\/conversion of eight standard battalions of Central Para Military Forces to build them up as a specialist force to respond to disaster or disaster-like situations.<\/li>\r\n\t<li><strong>State Disaster Response Force (SDRF):\u00a0<\/strong>The response of SDRFs to disasters follows the model of NDRF's Civil Defence.<\/li>\r\n\t<li>The\u00a0<strong>Civil Defence Act of 1968<\/strong>\u00a0was amended in 2010 to align with the requirements of disaster management.<\/li>\r\n<\/ul>\r\n<h2>Disaster Management in India Laws and Policies<\/h2>\r\n<p>To ensure a prompt effective disaster response, the government has implemented numerous regulations, strategies, and guidelines.<\/p>\r\n<ul>\r\n\t<li><strong>Disaster Management Act 2005:\u00a0<\/strong>In\u00a0<strong>2005<\/strong>, India enacted the National Disaster Management Act (NDMA), which significantly changed the disaster management strategy from a<strong>\u00a0response-oriented approach<\/strong>\u00a0to a focus on\u00a0<strong>preparedness, prevention, and planning<\/strong>.<\/li>\r\n\t<li><strong>National Policy on Disaster Management (NPDM), 2009:\u00a0<\/strong>It aims to establish a safe and disaster-resilient India by adopting a\u00a0<strong>holistic, proactive, technology-driven<\/strong>, and\u00a0<strong>multi-disaster approach<\/strong>\u00a0to prevention, mitigation, preparedness, and response.\r\n\r\n<ul>\r\n\t<li>The policy prioritises\u00a0<strong>equity and inclusiveness<\/strong>\u00a0taking into account the concerns of all sections of society regarding relief and rehabilitation.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>National Disaster Management Plan, 2018<\/strong>: It presents a framework that includes all phases of the disaster management cycle and acknowledges that comprehensive disaster management requires a\u00a0<strong>multi-hazard approach<\/strong>.\r\n\r\n<ul>\r\n\t<li>It adopts an<strong>\u00a0integrated approach<\/strong>\u00a0that involves various stakeholders such as government agencies, the private sector, relevant organisations, and local communities.<\/li>\r\n\t<li>It is broadly consistent with the objectives and priorities outlined in the\u00a0<strong>Sendai Framework for Disaster Risk Reduction<\/strong><strong>.<\/strong><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Prime Minister\u2019s 10-point Agenda<\/strong>: During the\u00a0<strong>Asian Ministerial Conference<\/strong>\u00a0on Disaster Risk Reduction (AMCDRR) 2016, the Prime Minister of India presented a\u00a0<strong>comprehensive and all-inclusive approach\u00a0<\/strong>to disaster risk management.\r\n\r\n<ul>\r\n\t<li>The agenda addresses a wide range of issues, such as c<strong>ommunity preparedness, technology utilisation<\/strong>, and<strong>\u00a0international cooperation<\/strong>.<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2>Challenges and Way Forward<\/h2>\r\n<p>There has been significant progress since the introduction of\u00a0<strong>India's Disaster Management Act 2005,\u00a0<\/strong>however, few challenges remain in the quest for Disaster Risk Reduction. The following are the issues and challenges of disaster risk management in the country.<\/p>\r\n<ul>\r\n\t<li><strong>Lack of disaster-resilient infrastructure:\u00a0<\/strong>Critical infrastructures like power supply, communication, water supply, and transport are highly susceptible to disaster events. Therefore, there is a need for disaster-resilient infrastructure, driven by both\u00a0<strong>technology\u00a0<\/strong>and\u00a0<strong>indigenous knowledge.<\/strong>\r\n<ul>\r\n\t<li>The importance of indigenous knowledge is yet to be completely realised for disaster management.<\/li>\r\n\t<li><strong>Example:Koti Banal,<\/strong>\u00a0a type of earthquake-resistant vernacular architecture in Uttarakhand.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Lack of Coordination<\/strong>: Due to the large number of stakeholders with different roles and responsibilities (DDMA, SDMA, NDMA, SEC, NEC etc.), the coordination between institutions becomes an issue sometimes.\r\n\r\n<ul>\r\n\t<li>Lack of\u00a0<strong>Inter-Agency coordination\u00a0<\/strong>and Standard Operating Procedures for stakeholder groups is required.<\/li>\r\n\t<li>The Disaster Management plan must be synchronous with the State\/District\/ City Development plans.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Lack of early warning systems:<\/strong>\u00a0Early warning systems for certain hazards are still in the process of being designed and implemented in large parts of the nation.\r\n\r\n<ul>\r\n\t<li>Though there has been considerable investment in early warning systems, there is a lot left to be achieved concerning the systems.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Role of local bodies:<\/strong>\u00a0The local body\u2019s role in disaster management is very much crucial. An effective result of such responsibilities would be an outcome of an aware and conscious group of stakeholders in the\u00a0<strong>local bodies.<\/strong><\/li>\r\n\t<li><strong>Role of the Private Sector:<\/strong>\u00a0Private investments in disaster management have largely been unexplored. There has recently been a shift towards private investment in\u00a0<strong>Corporate Social Responsibility (CSR)<\/strong>, however, considerable scope remains further.<\/li>\r\n\t<li><strong>Neglecting unnatural disasters:<\/strong>\u00a0One of the glaring lacunae in the process of disaster management in India has been the overlooking of<strong>\u00a0unnatural disasters.\u00a0<\/strong>\r\n<ul>\r\n\t<li>The current global situation also demands initiatives in managing the impact of unnatural disasters such as chemical spills, explosives, and chemical or biological attacks.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Principles of Disaster Risk Governance:\u00a0<\/strong>It must engrain the\u00a0<strong>following principles:<\/strong>\r\n<ul>\r\n\t<li>Prioritising Disaster Risk Management as a policy measure<\/li>\r\n\t<li>Political commitment to be built for Disaster Risk management from a multi-disciplinary perspective<\/li>\r\n\t<li>Accountability for losses\/ damages due to disasters<\/li>\r\n\t<li>Resource mobilisation for disaster risk reduction measures<\/li>\r\n\t<li>Effective implementation of DRR initiatives<\/li>\r\n\t<li>Community participation<\/li>\r\n\t<li>Gender Sensitivity<\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2>Disaster Management in India UPSC PYQs<\/h2>\r\n<p><strong>Question 1:\u00a0<\/strong>How important are vulnerability and risk assessment for pre-disaster management?
