It was further increased <\/span><span style=\"font-weight: 400\">to \u20b9 20 lakh during the Union Budget 2024-25 <\/span><span style=\"font-weight: 400\">to promote financial inclusion by offering microcredit facilities to people without access to formal funding, especially women and small-scale business owners.<\/span><\/p>\r\n<p><span style=\"font-weight: 400\">MUDRA (Micro Units Development and Refinance Agency) Ltd was set up in 2015 as a wholly owned subsidiary of the Small Industries Development Bank of India. It was later merged with SIDBI in 2018. <\/span><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana <\/span><span style=\"font-weight: 400\">is implemented through eligible lending institutions, while SIDBI supports the ecosystem.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana (PMMY) Objectives<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana (PMMY) objectives focus on expanding access to institutional credit, encouraging entrepreneurship, empowering underserved sections and supporting sustainable growth of micro and small enterprises.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Promoting Financial Inclusion: <\/b><span style=\"font-weight: 400\">PMMY seeks to assist those who are typically excluded from the conventional banking industry in obtaining the finance required to launch or expand small companies.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Supporting Micro and Small Businesses:<\/b><span style=\"font-weight: 400\"> The <\/span><span style=\"font-weight: 400\">programme<\/span><span style=\"font-weight: 400\"> promotes the expansion of small businesses and self-employment endeavours by making microloans accessible.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Encouraging Women Entrepreneurship:<\/b><span style=\"font-weight: 400\"> One of PMMY's primary objectives is to increase the number of women in the business sector by facilitating their access to financing, which in turn advances gender equality and economic empowerment.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Economic Growth and Job Creation:<\/b><span style=\"font-weight: 400\"> Small enterprises, especially in rural regions, are important forces behind economic growth and employment. By assisting businesses at the local level, PMMY aims to promote employment generation.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana Features<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The important features of the Pradhan Mantri Mudra Yojana are collateral-free credit, multiple loan categories, and improved access to formal finance for micro-enterprises and aspiring entrepreneurs at different stages of business growth.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Lending institutions<\/b><span style=\"font-weight: 400\">: Under <\/span><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana<\/span><span style=\"font-weight: 400\">, Member Lending Institutions (MLIs), including Scheduled <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/commercial-banks\/\" target=\"_blank\"><strong>Commercial Banks<\/strong><\/a>, <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/regional-rural-banks\/\" target=\"_blank\"><strong>Regional Rural Banks<\/strong><\/a> (RRBs), Small Finance Banks (SFBs), Non-Banking Financial Companies (NBFCs), Micro Finance Institutions (MFIs), etc., offer collateral-free loans up to \u20b920 lakh.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Eligible Activities and Sectors:<\/b><span style=\"font-weight: 400\"> These loans are given for the production of revenue in the manufacturing, trading, and service industries as well as <\/span><span style=\"font-weight: 400\">trading or activities allied to agriculture.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Credit Guarantee Coverage:<\/b><span style=\"font-weight: 400\"> PMMY loans are covered under the Credit Guarantee Fund for Micro Units (CGFMU)<\/span><span style=\"font-weight: 400\">.<\/span><\/li>\r\n<\/ul>\r\n<h3><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana Loan Categories<\/span><\/h3>\r\n<p><span style=\"font-weight: 400\">Loans under PMMY are divided into four different categories, Shishu, Kishor, Tarun, and Tarun Plus, to provide simple finance availability based on business needs.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Shishu:<\/b><span style=\"font-weight: 400\"> The Shishu category is meant for extremely modest or <\/span><b>early-stage company activity and offers loans up to \u20b950,000<\/b><span style=\"font-weight: 400\">.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">It usually helps those who are launching new businesses or running small-scale operations, such as repair services or small retail stores.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Shishu category loan is available to business owners <\/span><b>without collateral or credit history<\/b><span style=\"font-weight: 400\">.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Kishor:<\/b><span style=\"font-weight: 400\"> Loans exceeding <\/span><b>50,000 and up to 5 lakh<\/b><span style=\"font-weight: 400\"> fall under the Kishor category. This category is intended for both new and established businesses who <\/span><b>need extra funding <\/b><span style=\"font-weight: 400\">for working capital, stability, or small commercial activity expansion.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Tarun:<\/b><span style=\"font-weight: 400\"> Loans <\/span><b>beyond 5 lakh and up to 10 lakh a<\/b><span style=\"font-weight: 400\">re under the Tarun category. It helps expanding businesses<\/span><b> l<\/b><span style=\"font-weight: 400\">ooking to boost production capacity, invest in equipment, or scale up operations.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Tarun Plus: <\/b><span style=\"font-weight: 400\">Launched in 2024 through the <strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/union-budget-2024\/\" target=\"_blank\">Union Budget 2024-25<\/a><\/strong>, the newest PMMY category, Tarun Plus, offers l<\/span><b>oans beyond \u20b910 lakh and up to \u20b920 lakh <\/b><span style=\"font-weight: 400\">to borrowers who have proven a steady business track record and successfully serviced prior Tarun category loans.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana Eligibility<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Pradhan Mantri Mudra Yojana (PMMY) has broad eligibility requirements that apply to a variety of businesses and individuals involved in non-farm revenue-generating activities.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Individuals and proprietorships are eligible borrowers.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Partnership Company.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Private Limited Company.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Publicly traded.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Any additional legal forms.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Note 01: The candidate must have a good credit history and not be a bank or financial institution defaulter.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Note 02: To carry out the suggested activity, each borrower may need to its requirements, the necessity of any educational qualifications is evaluated.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana Achievements<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana\u2019s (PMMY) achievements reflect the scheme's success in expanding access to collateral-free institutional credit, particularly for women, first-time entrepreneurs, and socially disadvantaged communities.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Up to <\/span><b>\u20b920 lakh in collateral-free loans have been made available f<\/b><span style=\"font-weight: 400\">or manufacturing, trading, services, and related agricultural operations.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In FY 2024\u20132025,<\/span><b> over 21% of loan accounts <\/b><span style=\"font-weight: 400\">were given to new business owners, and 60% of loan accounts were held by women, strengthening <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/financial-inclusion\/\" target=\"_blank\"><span style=\"font-weight: 400\"><strong>financial inclusion<\/strong>.<\/span><\/a><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">PMMY has developed into a more technology-driven, integrated, and sustainable financing framework during the last ten years.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The scheme has disbursed loans totalling \u20b940.07 lakh crore with over 57 crore accounts as of March 27, 2026<\/span><b>.<\/b><span style=\"font-weight: 400\"> Additionally, over <\/span><b>12 crore accounts are owned <\/b><span style=\"font-weight: 400\">by new business owners, underscoring PMMY's contribution to integrating them into the financial system.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Women borrowers made up <\/span><b>59.81% of all loan accounts <\/b><span style=\"font-weight: 400\">and contributed <\/span><b>37.45% of <\/b><span style=\"font-weight: 400\">the total amount disbursed.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>21% of all loan accounts and 30.09% <\/b><span style=\"font-weight: 400\">of the total amount disbursed went to new business owners.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">In terms of loan accounts, the cumulative percentage of SC, ST, and OBC categories was 45.52%<\/span><b>, <\/b><span style=\"font-weight: 400\">while in terms of the total amount disbursed, it was 31.77%.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana Challenges<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana (PMMY) challenges arise from gaps in awareness, documentation, institutional practices and repayment capacity.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Obtaining Credit:<\/b><span style=\"font-weight: 400\"> Strict documentation requirements, low awareness, and a lack of guidance make it difficult for female entrepreneurs to obtain PMMY loans. Women in rural areas are unaware of the scheme or lack the necessary documents, such as identity documents, address proof, business proof, and project details, required by lending institutions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Gender Bias:<\/b><span style=\"font-weight: 400\"> Women seeking PMMY loans continue to face obstacles due to gender bias in financial institutions.\u00a0<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Due to underlying prejudices, some bank <\/span><b>employees may be reluctant to grant loans<\/b><span style=\"font-weight: 400\"> to female entrepreneurs out of concern for the lack of feasibility of women-led businesses or their ability to repay debt.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Increasing NPAs (non-performing assets):<\/b><span style=\"font-weight: 400\"> Under PMMY, some banks and financial organisations have reported rising non-performing assets (NPAs), especially in specific lending categories.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">This raises questions about the quality of credit and influences lenders' willingness to grant new loans.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Insufficient Post-Loan Assistance:<\/b><span style=\"font-weight: 400\"> Although PMMY makes financing more accessible, many recipients receive little assistance in areas like financial management, technology adoption, skill development, market connections, and business mentorship, which hinders the expansion of businesses.<\/span><\/li>\r\n\t<li><b>Low Rate of Enterprise Survival<\/b><span style=\"font-weight: 400\">: The scheme's long-term impact is diminished since many micro-enterprises find it difficult to maintain operations as a result of poor business planning, fierce market competition, a lack of working capital, and external economic shocks.<\/span><\/li>\r\n\t<li><b>Inconsistent Sizes of Loans<\/b><span style=\"font-weight: 400\">: The loan amounts offered under PMMY are frequently seen by entrepreneurs to be<\/span><b> either too low for specific industries <\/b><span style=\"font-weight: 400\">or out of step with their companies' real needs.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana Way Forward<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Pradhan Mantri Mudra Yojana has emerged as a key driver of financial inclusion and self-employment, but its full potential can be realised only through continuous policy improvements.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Improving Accessibility:<\/b><span style=\"font-weight: 400\"> Mobile banking services and digital loan applications could be expanded to make PMMY more accessible. Initiatives like this would simplify the application process and make it easier for women, particularly in rural regions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Promoting Bank Participation:<\/b><span style=\"font-weight: 400\"> Banks can be encouraged to provide preference to female applicants for PMMY loans.
