However, it faces challenges such as feedstock availability, food-versus-fuel concerns, inadequate infrastructure, and financing constraints.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance About<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Global Biofuels Alliance (GBA) is a multi-stakeholder alliance of governments, international organisations, and industry, launched by India during its G20 Presidency to bring together major biofuel producers and consumers. It aims to accelerate the development, deployment, and trade of sustainable biofuels, positioning them as a key driver of the global energy transition.<\/span><\/p>\r\n<h3><span style=\"font-weight: 400\">Biofuel<\/span><\/h3>\r\n<p><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/biofuels\/\" target=\"_blank\"><b>Biofuels<\/b><\/a><span style=\"font-weight: 400\"> are a <\/span><b>renewable and sustainable fuel<\/b><span style=\"font-weight: 400\"> derived from <\/span><b>biomass<\/b><span style=\"font-weight: 400\">, including crops, crop residues, animal waste, algae, and other organic materials. It was formally launched at the <strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/g20\/\" target=\"_blank\">G20<\/a> <\/strong>Leaders' Summit in New Delhi in 2023.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Membership Growth (2023\u20132024): <\/b><span style=\"font-weight: 400\">More than 30 nations and international organisations, representing significant producers and users of biofuel worldwide, joined the Alliance.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Institutionalisation (2026):<\/b><span style=\"font-weight: 400\"> India solidified its leadership role in the alliance by approving the Host Country Agreement, officially paving the way for the permanent establishment of the GBA Secretariat in India.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance Headquarters<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The headquarters and permanent secretariat of the Global Biofuels Alliance (GBA) are located in New Delhi, India. The Government of India and the Global Biofuels Alliance (GBA) signed the <strong>Host Country Agreement (HCA)<\/strong> in October 2024 to formally establish the alliance's Secretariat in New Delhi.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance Objectives<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Global Biofuels Alliance aims to accelerate the global adoption of sustainable biofuels by fostering international cooperation, technology sharing, and policy coordination.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Encourage Sustainable Biofuels:<\/b><span style=\"font-weight: 400\"> To aid in the shift to clean energy, increase the production, consumption, and worldwide adoption of sustainable biofuels.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Boost Energy Security:<\/b><span style=\"font-weight: 400\"> Increase the use of biofuels to diversify energy sources and lessen reliance on imported fossil fuels.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Reduce Greenhouse Gas Emissions:<\/b><span style=\"font-weight: 400\"> Encourage the use of low-carbon fuels in the transportation, aviation, and industrial sectors to help achieve global climate goals.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Facilitate Technology Transfer:<\/b><span style=\"font-weight: 400\"> Promote cooperation in cutting-edge biofuel technologies, such as 2G ethanol, compressed biogas (CBG), and sustainable aviation fuel (SAF).<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Support <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/circular-economy\/\" target=\"_blank\">Circular Economy<\/a>: <\/b><span style=\"font-weight: 400\">Encourage the use of municipal garbage, agricultural waste, and other biomass resources for the manufacture of sustainable biofuel in order to support the circular economy.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance Members<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The members of the Global Biofuels Alliance have grown to encompass 34 member countries and 14 international organisations, pulling together key global bodies like the World Bank and the World Economic Forum.\u00a0<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Founding Members:<\/b><span style=\"font-weight: 400\"> The<\/span> <span style=\"font-weight: 400\">USA, Brazil, Italy, Argentina, Singapore, Bangladesh, Mauritius, and the UAE<\/span> <span style=\"font-weight: 400\">are the founding members and lead the Alliance's strategic initiatives.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Major Member Countries:<\/b><span style=\"font-weight: 400\"> Include Canada, Finland, Guyana, Iceland, Japan, Kenya, Paraguay, the Philippines, Seychelles, South Africa, Sri Lanka, Tanzania, Uganda, among others.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>International Organisations:<\/b><span style=\"font-weight: 400\"> Key partners include the International Energy Agency (IEA), <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/world-bank\/\" target=\"_blank\"><strong>World Bank<\/strong><\/a>, <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/asian-development-bank\/\" target=\"_blank\"><strong>Asian Development Bank<\/strong><\/a> (ADB), World Economic Forum (WEF), etc.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Membership Categories:<\/b><span style=\"font-weight: 400\"> The Governance Framework provides for Members (countries), Observers (countries), and Partners (international organisations), allowing wider participation in the Alliance.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance Structure<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Global Biofuels Alliance follows a four-tier governance structure supported by member countries, international organisations, and industry stakeholders.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Alliance Board:<\/b><span style=\"font-weight: 400\"> It is<\/span> <span style=\"font-weight: 400\">the Supreme Decision-Making Body, in charge of choosing the Executive Committee and approving the financial strategy, work programme, budget, and governance structure.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Executive Committee:<\/b><span style=\"font-weight: 400\"> It is chosen by the Alliance Board to guarantee fair regional representation. It creates working groups, manages the Secretariat, supervises the Alliance's strategy execution, and creates the financial plan.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Secretariat (Executive Arm):<\/b><span style=\"font-weight: 400\"> It is in charge of creating yearly work plans and budgets, organising members and partners, and carrying out programmes.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Industry Advisory Board (IAB):<\/b><span style=\"font-weight: 400\"> A forum of business leaders that offers suggestions on investments, technology, market expansion, and policy to further the goals of the Alliance.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Working Groups:<\/b><span style=\"font-weight: 400\"> Established by the Executive Committee to carry out theme work programmes on sustainable feedstocks, technology, standards, finance, capacity-building, and policy collaboration.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance and India<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">India is the founding and leading force behind the GBA, using it to promote sustainable biofuels globally while advancing its energy security, climate, agricultural, and economic objectives.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Encourages Ethanol Blending:<\/b><span style=\"font-weight: 400\"> The GBA offers a global stage for showcasing India's Ethanol-Blended Petrol (EBP) Programme, which met its 20% ethanol-blending target in 2025 ahead of time.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Cuts Import Costs:<\/b><span style=\"font-weight: 400\"> Reduces dependence on imported crude oil, strengthening energy security and saving valuable foreign exchange. Since 2014\u201315, India's Ethanol-Blended Petrol (EBP) Programme has saved over \u20b91.90 lakh crore in foreign exchange.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Boosts Farmers' Income:<\/b><span style=\"font-weight: 400\"> The growth of biofuel feedstocks can improve rural incomes and jobs by opening up new markets for agricultural products, crop wastes, and organic waste.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Attracts Investment: <\/b><span style=\"font-weight: 400\">Throughout the biofuel value chain, the GBA can promote international investment, capacity building, and collaboration.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Enhances India's Global Leadership: <\/b><span style=\"font-weight: 400\">The GBA fortifies India's position as a leader in sustainable energy cooperation and a voice of the Global South by uniting key biofuel producers and consumers.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance Challenges<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Global Biofuels Alliance faces policy, technological, financial, and sustainability challenges that may hinder its objective of scaling up sustainable biofuels globally.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Food Security Concerns: <\/b><span style=\"font-weight: 400\">Reallocating fertile land and critical water supplies from agriculture to biofuel feedstock poses significant socio-economic and environmental risks, potentially inflating food costs and undermining food stability in developing countries.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Feedstock Availability: <\/b><span style=\"font-weight: 400\">The generation of biofuels on a wide scale is impacted by the limited and uneven availability of biomass. In Brazil and India, sugarcane-dependent ethanol production decreases during drought years.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Technology Transfer Restrictions: <\/b><span style=\"font-weight: 400\">Reluctance among developed nations, such as the US, to share proprietary tech and maintain technological secrecy could obstruct the alliance's objectives.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>High Production Costs: <\/b><span style=\"font-weight: 400\">The cost of advanced biofuels is still higher than that of traditional fuels. For instance, the price of Sustainable Aviation Fuel (SAF) is between two and five times higher than that of regular jet fuel.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Fragmented Regulations &amp; Standards: <\/b><span style=\"font-weight: 400\">Biofuel development historically lacks global coherence, with regulations varying heavily by nation. The GBA faces the challenge of aligning global sustainability criteria and standardising guidelines across the entire feedstock supply chain.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Infrastructure Gaps: <\/b><span style=\"font-weight: 400\">Many nations lack sufficient transportation networks, storage facilities, biorefineries, and blending infrastructure.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Limited Funding: <\/b><span style=\"font-weight: 400\">Investment in biofuel projects is difficult to come by in developing nations. Concessional funding and strong public backing are necessary for many 2G ethanol projects.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Global Biofuels Alliance Way Forward<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Global Biofuels Alliance should strengthen international cooperation, promote sustainable feedstocks, and create an enabling ecosystem to accelerate the global transition towards biofuels.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Harmonise Global Standards:<\/b><span style=\"font-weight: 400\"> Develop common sustainability, certification, and quality standards to facilitate seamless international biofuel trade.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Strengthen Technology Transfer:<\/b><span style=\"font-weight: 400\"> Facilitate R&amp;D collaboration and transfer of advanced biofuel technologies from leading producers such as India, Brazil, and the US to developing countries.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Mobilise Green Finance:<\/b><span style=\"font-weight: 400\"> Create dedicated financing mechanisms through multilateral development banks (World Bank, ADB) and encourage public-private partnerships for biofuel infrastructure.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Develop Sustainable Feedstocks:<\/b><span style=\"font-weight: 400\"> Promote the use of crop residues, municipal solid waste, algae, and non-food biomass to address the food-versus-fuel challenge.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Strengthen Capacity Building:<\/b><span style=\"font-weight: 400\"> Support skill development, policy advisory services, and institutional capacity for emerging biofuel-producing countries.<\/span><\/li>\r\n<\/ul>","protected":false},"excerpt":{"rendered":"<p>The Global Biofuels Alliance (GBA) was launched by India in 2023, during the G20 Summit in New Delhi.
