Introduced through the Wildlife (Protection) Amendment Act, 2002, they provide a flexible conservation mechanism, particularly for government-owned landscapes that connect protected areas or support important wildlife habitats.

Conservation reserves can function as buffers, migration routes and ecological linkages, helping reduce habitat fragmentation and maintain landscape connectivity. India’s Conservation Reserve network covers diverse ecosystems, including forests, wetlands, grasslands, riverine habitats and marine areas. Understanding their objectives, significance, state-wise distribution, legal framework, challenges and community dimensions is important for environmental governance and biodiversity conservation.

Conservation Reserves Definition

Conservation reserves are protected areas generally established on government-owned land, particularly landscapes that connect National Parks, Wildlife Sanctuaries, reserved forests or other important habitats. Challenges

Conservation reserves face several administrative, ecological and socio-economic challenges despite their ecological importance.

Habitat fragmentation: Roads, railways, mining, industries and settlements can disrupt ecological connectivity.

Human-wildlife conflict: As wildlife moves through shared landscapes, conflicts involving crop damage, livestock predation and human safety may increase.

Infrastructure pressure: Linear infrastructure can fragment corridors and create barriers to animal movement.

Weak management capacity: Some reserves may lack adequate staff, funding, scientific monitoring and management plans.

Land-use conflicts: Agriculture, tourism, infrastructure and conservation objectives may compete for the same landscape.

Community concerns: Conservation measures can create tensions if local livelihood requirements and customary resource use are not adequately considered.

Inadequate ecological connectivity: A reserve may legally exist but still fail to function as a corridor if surrounding habitats are degraded.

Climate change: Changes in rainfall, temperature, water availability and vegetation can alter species distribution and habitat suitability.

Poaching and resource extraction: Illegal hunting, timber extraction and unsustainable resource use can undermine conservation outcomes.

Conservation Reserves Way Forward

India needs to move from isolated protected-area management towards connected, community-sensitive and scientifically managed conservation landscapes.

Strengthen wildlife corridors: Identify and legally secure critical corridors connecting National Parks, Wildlife Sanctuaries and Conservation Reserves.

Use scientific mapping: GIS, satellite imagery, camera trapping and ecological studies should guide reserve management and corridor identification.

Integrate local communities: Local communities should participate in planning, monitoring and conservation-related livelihood programmes.

Promote community-based conservation: Traditional ecological knowledge and locally evolved conservation practices should be incorporated into management.

Mitigate infrastructure impacts: Wildlife crossings, underpasses, overpasses and other mitigation measures should be incorporated into roads and railway projects passing through important corridors.

Strengthen funding: Adequate and predictable funding should be provided for habitat restoration, staff, scientific monitoring and conflict mitigation.

Improve human-wildlife conflict management: Early-warning systems, rapid response teams, compensation mechanisms and preventive measures should be strengthened.

Restore degraded habitats: Native vegetation restoration, wetland rejuvenation and invasive-species control can improve ecological functionality.

Climate-resilient conservation: Management plans should account for changing species ranges, water availability and extreme climatic events.

Conservation Reserves UPSC PYQs

Q1.<span
