It seeks to keep the rise in global average temperature well below 2\u00b0C while pursuing efforts to limit it to 1.5\u00b0C. The Paris Agreement establishes a framework based on nationally determined contributions (NDCs), transparency, climate finance, adaptation, technology transfer and periodic global stocktakes.<\/span><\/p>\r\n<p><span style=\"font-weight: 400\">The Paris Agreement reflects the principle of common but differentiated responsibilities while requiring progressively stronger climate commitments from countries. India has played an active role, submitting successive NDCs and aligning its climate action with sustainable development. The Agreement has strengthened global cooperation, but challenges remain in ambition, implementation, finance, technology and climate equity.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">Paris Agreement Overview<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Paris Agreement is the landmark global climate treaty under the UNFCCC that brings countries together to limit global warming, strengthen resilience, mobilise climate finance and progressively increase climate ambition.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Adopted at COP21 in Paris on 12 December 2015, the Agreement entered into force on 4 November 2016. It aims to keep the rise in global average temperature well below 2\u00b0C above pre-industrial levels while pursuing efforts to limit warming to 1.5\u00b0C.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Paris Agreement is a legally <\/span><b>binding international treaty<\/b><span style=\"font-weight: 400\"> under the UNFCCC that establishes a common framework for mitigation, adaptation, climate finance, transparency and progressively stronger national climate action.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Unlike the Kyoto Protocol's largely top-down approach, the Paris Agreement follows a bottom-up architecture, allowing each country to determine its own climate commitments through NDCs.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">At the same time, countries are expected to progressively increase their ambition over time.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Paris Agreement Background and Need<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The background of the Paris Agreement lies in the limitations of earlier climate arrangements and the need for a universal framework involving both developed and developing countries.<\/span><\/p>\r\n<p><span style=\"font-weight: 400\">The international climate regime evolved through several stages:<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>1992 \u2013 UNFCCC<\/b><span style=\"font-weight: 400\">: Established the basic framework for international climate cooperation.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>1997 \u2013 Kyoto Protocol:<\/b><span style=\"font-weight: 400\"> Imposed quantified emission-reduction commitments mainly on developed countries.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>2009 \u2013 Copenhagen<\/b><span style=\"font-weight: 400\">: Strengthened negotiations towards a broader post-2020 agreement.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>2011 \u2013 Durban Platform<\/b><span style=\"font-weight: 400\">: Initiated negotiations for a new legal instrument applicable to all Parties.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>2014 \u2013 Lima<\/b><span style=\"font-weight: 400\">: Advanced the preparation of nationally determined climate commitments.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>2015 \u2013 Paris<\/b><span style=\"font-weight: 400\">: Countries adopted the universal Paris Agreement.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The Paris framework was therefore designed to address the limitations of a system in which binding mitigation obligations were concentrated primarily among developed countries.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Paris Agreement Objectives<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The objectives of the Paris Agreement combine temperature stabilisation with adaptation, financial support and long-term transformation towards climate-resilient development.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Limit global temperature rise<\/b><span style=\"font-weight: 400\">: The Agreement seeks to keep warming well below 2\u00b0C above pre-industrial levels while pursuing efforts to limit it to 1.5\u00b0C.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Strengthen adaptation:<\/b><span style=\"font-weight: 400\"> It seeks to increase the capacity of countries to adapt to climate impacts, strengthen resilience and reduce vulnerability.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Align financial flows<\/b><span style=\"font-weight: 400\">: The Agreement aims to make financial flows consistent with pathways towards low <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/greenhouse-gases\/\" target=\"_blank\"><span style=\"font-weight: 400\"><strong>greenhouse-gases<\/strong><\/span><\/a><span style=\"font-weight: 400\"> emissions and climate-resilient development.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Increase climate ambition<\/b><span style=\"font-weight: 400\">: Countries are expected to progressively strengthen their climate commitments rather than simply maintain existing levels of ambition.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Promote sustainable development<\/b><span style=\"font-weight: 400\">: Climate action is intended to be compatible with sustainable development and efforts to eradicate poverty.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Support developing countries: <\/b><span style=\"font-weight: 400\">The Agreement recognises the importance of financial, technological and capacity-building support, style=\"font-weight: 400\">Paris Agreement Working<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The working of the Paris Agreement is based on a repeating cycle of national climate plans, implementation, reporting, global assessment and stronger commitments.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Step 1: Countries prepare NDCs:<\/b><span style=\"font-weight: 400\"> Each Party prepares and communicates its Nationally Determined Contribution (NDC), describing its intended climate actions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Step 2: Implement climate policies:<\/b><span style=\"font-weight: 400\"> Countries implement domestic policies relating to renewable energy, energy efficiency, transport, forests, industry, adaptation and other sectors.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Step 3: Report progress:<\/b><span style=\"font-weight: 400\"> The Enhanced Transparency Framework requires countries to provide information on emissions, progress towards NDCs, adaptation and support.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Step 4: Global Stocktake<\/b><span style=\"font-weight: 400\">: Every five years, the collective progress of countries is assessed through the Global Stocktake (GST).<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Step 5: Increase ambition<\/b><span style=\"font-weight: 400\">: The findings of the Global Stocktake inform subsequent NDCs, creating a cycle of progressively stronger climate action<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">Paris Agreement Important Articles<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The important articles of the Paris Agreement define its core framework for mitigation, adaptation, climate finance, transparency, cooperation and accountability among Parties.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Article 2 \u2013 Purpose and Long-Term Goals<\/b><span style=\"font-weight: 400\">: Article 2 establishes the overarching objectives of the Paris Agreement. It provides three major directions:<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Temperature goal:<\/b><span style=\"font-weight: 400\"> Hold the increase in global average temperature to well below 2\u00b0C above pre-industrial levels and pursue efforts to limit it to 1.5\u00b0C.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Adaptation<\/b><span style=\"font-weight: 400\">: Strengthen the ability of countries to adapt to climate change, build resilience and reduce vulnerability.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Finance:<\/b><span style=\"font-weight: 400\"> Make financial flows consistent with a pathway towards low greenhouse-gas emissions and climate-resilient development.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">It also states that implementation should reflect equity and the principle of common but differentiated responsibilities and respective capabilities (CBDR-RC) in light of different national circumstances.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 3 \u2013 Nationally Determined Contributions:<\/b><span style=\"font-weight: 400\"> Requires ambitious climate action based on equity and national circumstances.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Parties should ensure progression in successive climate contributions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Developed countries should continue to take the lead.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Provides the basis for progressively strengthening NDCs.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 4 \u2013 Mitigation and NDCs<\/b><span style=\"font-weight: 400\">: Provides the framework for GHG mitigation.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Parties must submit successive NDCs every 5 years, showing progression and the highest possible ambition, and pursue domestic mitigation measures to achieve them.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Aims for global emissions to peak as soon as possible, followed by rapid reductions to achieve net-zero in the second half of the century.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Developed countries should lead through economy-wide absolute emission-reduction targets.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 5 \u2013 Forests and Carbon Sinks:<\/b><span style=\"font-weight: 400\"> Promotes the conservation and enhancement of GHG sinks and reservoirs, including forests.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Recognises REDD+ and encourages incentives for forest conservation and sustainable management.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 6 \u2013 International Cooperation and Carbon Markets<\/b><span style=\"font-weight: 400\">: Article 6 provides a framework for voluntary cooperation among countries in implementing their NDCs. It contains three important areas:<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Article 6.2<\/b><span style=\"font-weight: 400\">: Allows countries to cooperate through internationally transferred mitigation outcomes (ITMOs), subject to accounting rules.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 6.4:<\/b><span style=\"font-weight: 400\"> Establishes a UN-supervised mechanism for generating and transferring emission reductions.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 6.8:<\/b><span style=\"font-weight: 400\"> Promotes non-market approaches, such as cooperation involving finance, technology and capacity building without relying on carbon trading.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">A major objective is to ensure environmental integrity and avoid double counting of emission reductions.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 7 \u2013 Adaptation<\/b><span style=\"font-weight: 400\">: Establishes a global goal on adaptation to enhance adaptive capacity, strengthen resilience and reduce climate vulnerability.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Promotes country-driven, participatory, gender-responsive and transparent adaptation planning and implementation.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Recognises the adaptation needs of developing and vulnerable countries and encourages international cooperation and support.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 8 \u2013 Loss and Damage<\/b><span style=\"font-weight: 400\">: Article 8 recognises the importance of averting, minimising and addressing loss and damage associated with climate change. It covers issues such as:<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Extreme weather events<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Slow-onset climate impacts<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Sea-level rise<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Loss of livelihoods<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Loss of <\/span><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/ecosystem\/\" target=\"_blank\"><span style=\"font-weight: 400\"><strong>ecosystem<\/strong><\/span><\/a><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Economic and non-economic losses<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Displacement and migration<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Article 8 does not provide a basis for liability or compensation.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 9 \u2013 Climate Finance:<\/b><span style=\"font-weight: 400\"> Requires developed countries to provide climate finance to developing countries for mitigation and adaptation.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Other countries may contribute voluntarily.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Developed countries should report finance provided and mobilised.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Provides the basis for global climate-finance discussions, including the New Collective Quantified Goal on Climate Finance (NCQG).<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 10 \u2013 Technology Development and Transfer:<\/b><span style=\"font-weight: 400\"> Promotes technology development and transfer to support climate action.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Establishes a technology framework and encourages support for developing countries.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Covers mitigation and adaptation technologies to enable low-emission, climate-resilient development.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 11 \u2013 Capacity Building<\/b><span style=\"font-weight: 400\">: Promotes capacity-building in developing countries based on country-driven needs.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Strengthens capacity for climate action, with developed countries enhancing support and developing countries strengthening their own capacities.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Covers planning, implementation, reporting and access to climate finance.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 12 \u2013 Education, Awareness and Public Participation: <\/b><span style=\"font-weight: 400\">Article 12 promotes public understanding and participation in climate action. It calls for strengthening:<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Climate education<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Public awareness<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Public participation<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Public access to information<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">International cooperation<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Article 13 \u2013 Enhanced Transparency Framework<\/b><span style=\"font-weight: 400\">: Article 13 establishes the Enhanced Transparency Framework (ETF). NDCs are submitted every five years and are expected to represent progression beyond previous efforts.
