The PFRDA regulates and develops the National Pension System (NPS) and other pension schemes within its statutory mandate while overseeing various intermediaries involved in the pension ecosystem.<\/span><\/p>\r\n<p><span style=\"font-weight: 400\">The Pension Fund Regulatory and Development Authority also regulates pension funds, Central Record Keeping Agencies, Points of Presence, custodians and other intermediaries to ensure transparency, efficient fund management and subscriber protection. Its regulatory framework covers schemes such as NPS and Atal Pension Yojana (APY), thereby strengthening pension coverage and supporting the development of a sustainable and inclusive pension ecosystem in India.<\/span><\/p>\r\n<h2><span style=\"font-weight: 400\">PFRDA Overview<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The PFRDA is the statutory regulator of India's pension sector.\u00a0<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>PFRDA Full Form:<\/b><span style=\"font-weight: 400\"> The full form of PFRDA is the Pension Fund Regulatory and Development Authority.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Genesis:<\/b><span style=\"font-weight: 400\"> It was established following the recommendations of the OASIS (Old Age Social and Income Security) Committee; the Interim Pension Fund Regulatory and Development Authority was constituted in August 2003.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Statutory Status:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority was established under <\/span><b>Section 3 of the PFRDA Act, 2013,<\/b><span style=\"font-weight: 400\"> as a body corporate with perpetual succession and a common seal.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The PFRDA Act, 2013, was enacted on 19 September 2013 and came into force on 1 February 2014.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Mandate:<\/b><span style=\"font-weight: 400\"> To promote old-age income security by establishing, developing, and regulating pension funds while protecting the interests of pension subscribers.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Functions: <span style=\"font-weight: 400\">The Pension Fund Regulatory and Development Authority <\/span><\/b><span style=\"font-weight: 400\">regulates, promotes, and ensures the orderly growth of the National Pension System (NPS) and other pension schemes not governed by any other law; it also administers the <a href=\"https:\/\/vajiramandravi.com\/current-affairs\/atal-pension-yojana\/\" target=\"_blank\"><strong>Atal Pension Yojana<\/strong><\/a> (APY).<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Administrative Ministry:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority operates under the Department of Financial Services, Ministry of Finance.<\/span><\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">PFRDA Functions<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">Under Section 14 of the Pension Fund Regulatory and Development Authority Act, 2013, PFRDA regulates and develops the pension sector, safeguards subscribers' interests, promotes <\/span><strong><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/financial-inclusion\/\" target=\"_blank\">financial inclusion<\/a><\/strong><span style=\"font-weight: 400\">, and ensures the efficient functioning of the National Pension System (NPS).<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>Regulates Pension Schemes:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority regulates the National Pension System (NPS) and other pension schemes covered under the Act, including approval of schemes, their terms and investment guidelines.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Regulates Intermediaries:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority registers, supervises, renews, modifies, suspends, or cancels the registration of pension intermediaries.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Protects Subscribers:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority safeguards subscribers' interests by ensuring the safety of contributions, reasonable operational costs, and an effective grievance redressal mechanism.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Regulates Pension Assets<\/b><span style=\"font-weight: 400\">: The Pension Fund Regulatory and Development Authority oversees the management of pension funds and regulated assets to ensure prudent investment and financial stability.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Dispute Resolution:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority adjudicates disputes between intermediaries and between intermediaries and subscribers.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Inspection &amp; Enforcement:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority conducts inspections, audits, enquiries, investigations, and calls for information to ensure regulatory compliance.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Research &amp; Capacity Building:<\/b><span style=\"font-weight: 400\"> The Pension Fund Regulatory and Development Authority undertakes research, collects pension-related data, promotes pension awareness, provides training to intermediaries, and supports professional development in the pension sector.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Transparency &amp; Key intermediaries include:<\/span><\/p>\r\n<p><img decoding=\"async\" class=\"wp-image-30415 aligncenter\" src=\"https:\/\/vajiramias.sgp1.cdn.digitaloceanspaces.com\/wp\/upsc-exam\/2026\/09\/26171958\/PFRDA.png\" alt=\"PFRDA\" width=\"735\" height=\"627\" srcset=\"https:\/\/vajiramias.sgp1.cdn.digitaloceanspaces.com\/wp\/upsc-exam\/2026\/09\/26171958\/PFRDA.png 1358w, https:\/\/vajiramias.sgp1.cdn.digitaloceanspaces.com\/wp\/upsc-exam\/2026\/09\/26171958\/PFRDA-768x655.png 768w\" sizes=\"(max-width: 735px) 100vw, 735px\" \/><\/p>\r\n<ul>\r\n\t<li><b>Central Record Keeping Agency (CRA): <\/b><span style=\"font-weight: 400\">Serves as the technological and operational backbone of NPS.<\/span>\r\n<ul>\r\n\t<li><span style=\"font-weight: 400\">Maintains subscriber records, processes transactions and issues the Permanent Retirement Account Number (PRAN).<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><b>Pension Funds: <\/b><span style=\"font-weight: 400\">Manage subscribers\u2019 contributions and invest the accumulated pension corpus as per regulations.<\/span>\r\n<ul>\r\n\t<li><span style=\"font-weight: 400\">Calculate NAV and manage investment portfolios while following prescribed investment norms.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><b>NPS Trust: <\/b><span style=\"font-weight: 400\">Safeguards the interests of NPS subscribers and oversees the functioning of intermediaries in accordance with the regulatory framework.<\/span><\/li>\r\n\t<li><b>Point of Presence (PoPs): <\/b><span style=\"font-weight: 400\">Serve as the primary interface between subscribers and NPS.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Handle subscriber registration, KYC, contribution processing and related services.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><b>Custodians: <\/b><span style=\"font-weight: 400\">Safeguard securities and assets of pension schemes.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Maintain custody records and facilitate settlement and related transactions.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><b>Trustee Bank:<\/b><span style=\"font-weight: 400\"> Manages banking operations of NPS, including receipt, transfer and disbursement of funds among NPS intermediaries.<\/span><\/li>\r\n\t<li><b>Nodal Offices: <\/b><span style=\"font-weight: 400\">Act as administrative interfaces between government\/other organisations and the CRA.<\/span><\/li>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Include offices such as Drawing and Disbursing Offices (DDOs) and Pay and Accounts Offices (PAOs).<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><b>Aggregators: <\/b><span style=\"font-weight: 400\">Facilitate pension enrolment and servicing, particularly for subscribers under NPS Lite\/Swavalamban.<\/span><\/li>\r\n\t<li style=\"list-style-type: none\">\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Support KYC, contribution-related services and grievance handling, helping expand pension coverage among underserved sections.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<\/ul>\r\n<h2><span style=\"font-weight: 400\">PFRDA Schemes<\/span><\/h2>\r\n<p><span style=\"font-weight: 400\">The Pension Fund Regulatory and Development Authority administers and regulates various pension schemes to provide old-age income security for government employees, private sector employees, unorganised workers, and citizens across different age groups.<\/span><\/p>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b><a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/national-pension-system\/\" target=\"_blank\">National Pension System<\/a> (NPS)<\/b><span style=\"font-weight: 400\">: It is a mandatory defined-contribution pension scheme for Central Government employees (except Armed Forces), State Governments and autonomous bodies who joined on or after January 1, 2004, with contributions from both employer and employee.<\/span>\r\n<ul>\r\n\t<li style=\"font-weight: 400\"><b>NPS All Citizen Model: <\/b>It is <span style=\"font-weight: 400\">a voluntary pension scheme for all Indian citizens aged 18-85 years, offering Tier I (retirement) and Tier II (voluntary savings) accounts with flexible investment choices.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>NPS Corporate Model:<\/b><span style=\"font-weight: 400\"> Employer-facilitated voluntary pension scheme for employees of registered corporates, allowing contributions from both employer and employee.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>NPS Vatsalya (2024): <\/b><span style=\"font-weight: 400\">A contributory, market-linked pension\/savings scheme for minors, operated by a parent or legal guardian. The minimum contribution is \u20b9250 at registration\/opening and \u20b9250 in each financial year, with no maximum limit. On attaining 18, the subscriber can continue under NPS Vatsalya up to 21, shift the corpus to NPS or exit, subject to applicable rules.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li style=\"font-weight: 400\"><b>Unified Pension Scheme (UPS) (2025):<\/b><span style=\"font-weight: 400\"> It is an optional scheme for Central Government employees under the NPS framework, providing a 50% assured pension after 25 years of qualifying service, a minimum pension of \u20b910,000 per month for eligible subscribers retiring after at least 10 years of qualifying service and a 60% family pension.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>Atal Pension Yojana (APY):<\/b><span style=\"font-weight: 400\"> Government-backed pension scheme for Indian citizens aged 18\u201340 years, particularly unorganised sector workers, providing a guaranteed monthly pension of \u20b91,000\u2013\u20b95,000 after the age of 60; income-tax payers are ineligible to join from 1 October 2022.<\/span><\/li>\r\n\t<li style=\"font-weight: 400\"><b>NPS Lite \/ Swavalamban:<\/b><span style=\"font-weight: 400\"> A low-cost pension scheme for workers in the unorganised sector, with government co-contribution under Swavalamban.
