The effects of the War on India were being witnessed even at the commencement of the War when Britain, at the behest of Americans, sought Indian support on both active and passive fronts.<\/p>\r\n<p>This period saw a series of events regarding Indian freedom, British efforts to appease Indians and to endorse Jinnah\u2019s demand for a separate state.\u00a0<strong>August Offer<\/strong>\u00a0was one of them, which could not appease Indians. The result was the\u00a0<strong>Individual Satyagraha.\u00a0<\/strong><\/p>\r\n<h2>Background to the August Offer<\/h2>\r\n<p>The\u00a0<strong>August Offer<\/strong>, proposed in 1940 by\u00a0<strong>Lord Linlithgow<\/strong>, then Viceroy of India, was an attempt to garner Indian support during World War II. The offer was made in response to the British government's criticism in India for forcing Indians to fight in <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/world-war-2\/\" target=\"_blank\"><strong>World War II<\/strong><\/a>. Both Congress and the League rejected the suggestion. The events leading to the British making such an offer are as follows.<\/p>\r\n<h3>World War II and Indian Response<\/h3>\r\n<p>When World War II broke out in September 1939, India was a colony of the British Empire. Without seeking Indian opinion, the British Government of India declared Indian support for the war. The nationalists had a varied response to this:<\/p>\r\n<ul>\r\n\t<li><strong>Congress\u2019s position:\u00a0<\/strong>Congress decided to support the war effort on two conditions \u2013 a constituent assembly should be convened to determine the political structure of a free India after the war and the immediate establishment of a responsible government at the centre. However, the government rejected this.<\/li>\r\n\t<li><strong>Gandhi:\u00a0<\/strong>He supported the war efforts of Britain mainly due to his dislike of the fascist ideology.<\/li>\r\n\t<li><strong>Socialist response:\u00a0<\/strong>Socialist leaders such as <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/subhash-chandra-bose\/\" target=\"_blank\"><strong>Subhash Bose<\/strong><\/a>, Acharya Narendra Dev and Jayaprakash Narayan did not support Britain in the war efforts; instead, they advocated for a civil disobedience movement, seeking the advantage of the situation.<\/li>\r\n\t<li><strong>Jawaharlal Nehru<\/strong><strong>:<\/strong>\u00a0He neither supported Britain nor in launching the Civil disobedience movement. He argued against Indian participation until India was independent.<\/li>\r\n<\/ul>\r\n<h3>Linlithgow\u2019s Statement on October 17, 1939<\/h3>\r\n<p>In order to gain the support of Congress, Linlithgow gave a statement, which included:<\/p>\r\n<ul>\r\n\t<li>Consultation with representatives of various parties and communities on the modification of the\u00a0<strong>GOI Act of 1935.<\/strong><\/li>\r\n\t<li>Setting up a\u00a0<strong>consultative committee<\/strong>\u00a0for further advice.<\/li>\r\n\t<li>However, it did not define any British war aims.<\/li>\r\n<\/ul>\r\n<h3>Ramgarh session (March 1940)<\/h3>\r\n<p>Dissatisfied with the government's response, Congress, under the presidency of\u00a0<strong>Maulana Abul Kalam Azad<\/strong>\u00a0in the Ramgarh Session, took the following decisions:<\/p>\r\n<ul>\r\n\t<li>To launch the <a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/civil-disobedience-movement\/\" target=\"_blank\"><strong>Civil Disobedience Movement<\/strong><\/a>\u00a0at an appropriate time and according to Gandhi<\/li>\r\n\t<li>To reiterate the demand for\u00a0<strong>complete independence<\/strong><\/li>\r\n<\/ul>\r\n<h2>August Offer (1940)<\/h2>\r\n<p>Debacles of the Allied powers in World War II, such as the defeat of France and Germany\u2019s success, put pressure on England to conciliate with Indian leaders. The Congress was also ready to compromise due to the ongoing victories of Nazism. Against this backdrop, the Government, through Viceroy Linlithgow, came up with its own offer called the August Offer.<\/p>\r\n<h2>Features of the August Offer<\/h2>\r\n<p>The August Offer was an attempt to secure Indian support for the British war effort by offering some concessions on the issue of Indian self-government. The main features of the August Offer are:<\/p>\r\n<ul>\r\n\t<li><strong>Representative Body:<\/strong>\u00a0It was promised that the British Government would introduce a\u00a0<strong>representative constituent body, consisting mainly of Indians<\/strong>, to frame India's new Constitution.\r\n\r\n<ul>\r\n\t<li>The post-war constituent assembly would decide the subject matters of the Constitution in accordance with their social, political and economic requirements.<\/li>\r\n<\/ul>\r\n<\/li>\r\n\t<li><strong>Dominion Status with participation by Indians:\u00a0<\/strong><\/li>\r\n\t<li>It repeated the promise of\u00a0<strong>dominion status<\/strong>\u00a0after victory in the war.<\/li>\r\n\t<li>It promised to set up a War Advisory Council with the participation of Indians.<\/li>\r\n\t<li>It promised the<strong>\u00a0expansion of the viceroy\u2019s executive council\u00a0<\/strong>with a majority of Indians.<\/li>\r\n\t<li>However, The Viceroy retained a monopoly in defence, treaties with States, minority rights, and all-India services.<\/li>\r\n\t<li><strong>Veto to League:<\/strong>\u00a0It promised that no future constitution is to be adopted without the\u00a0<strong>consent of minorities<\/strong>.<\/li>\r\n<\/ul>\r\n<h3>Response to the August Offer<\/h3>\r\n<p>The August Offer faced strong opposition from various sections of Indian society, including the Indian National Congress and the Muslim League, for different reasons.<\/p>\r\n<ul>\r\n\t<li><strong>Congress:\u00a0<\/strong>Congress rejected the August offer, as it insisted on\u00a0<strong>complete independence<\/strong>\u00a0instead of dominion status.<\/li>\r\n\t<li><strong>Muslim League: The\u00a0<\/strong>Muslim League also rejected the August offer, as it was now beginning to demand a\u00a0<strong>separate state of Pakistan.<\/strong><\/li>\r\n\t<li><strong>Mahatma Gandhi:\u00a0<\/strong>In response to the offer, Mahatma Gandhi called for the Individual Satyagraha.<\/li>\r\n<\/ul>\r\n<h2>Evaluation of the August Offer<\/h2>\r\n<p>In the history of Indian independence, the August Offer was a crucial development. It demonstrated the British government's willingness to give the INC some leniency, but it also demonstrated the INC's unwillingness to relinquish its demands for independence.<\/p>\r\n<ul>\r\n\t<li>For the first time, the Congress's request for a constituent assembly was granted, and the inherent right of Indians to draft their own constitution was acknowledged.<\/li>\r\n\t<li>For the first time, it was explicitly offered to be a dominion.<\/li>\r\n\t<li>The viceroy's executive council was expanded in July 1941, giving the Indians their first majority of 8 out of 12 members.<\/li>\r\n<\/ul>\r\n<h2>Individual Satyagraha<\/h2>\r\n<p>Although Gandhi, in principle, was opposed to Indian participation in the world war, he waited for a more acceptable offer from the British. However, the August Offer made Gandhi and Congress members frustrated. Against this backdrop, he made the decision to organise a small-scale Individual Satyagraha in each locality, led by a few carefully chosen individuals.<\/p>\r\n<p><strong>Timeline of Individual Satyagraha and Satyagrahis:<\/strong><\/p>\r\n<ul>\r\n\t<li>On October 17, 1940,\u00a0<strong>Vinobha Bhave<\/strong>\u00a0began the Satyagraha movement near his Paunar ashram in Maharashtra.\u00a0<strong>Jawaharlal Nehru<\/strong>\u00a0followed him soon.<\/li>\r\n\t<li><strong>Brahma Dutt<\/strong>\u00a0was the third satyagrahi.<\/li>\r\n\t<li>Gandhi called a halt to the Satyagraha in December 1941.<\/li>\r\n\t<li>In January 1941, it was revived with some changes, and groups offered satyagrahas, and it was eventually withdrawn in August 1941.<\/li>\r\n<\/ul>\r\n<p><strong>Aim of the Individual Satyagraha:<\/strong><\/p>\r\n<ul>\r\n\t<li>It was started mainly to<strong>\u00a0protest peacefully against the war<\/strong>, express people\u2019s feelings and give another opportunity to the government to accept Congress\u2019 demands peacefully.<\/li>\r\n<\/ul>\r\n<h2>Features of Individual Satyagraha<\/h2>\r\n<p>The Individual Satyagraha which was started as a response to the August Offer has the following features:<\/p>\r\n<ul>\r\n\t<li>Gandhi chose an individual Satyagraha strategy to ensure that the fight against fascism was not hampered, unlike in the past when his campaign had taken on a mass character. Gandhi handpicked the satyagrahis, and their demands were limited to claiming their freedom of speech in order to preach against war participation.<\/li>\r\n\t<li>It was mainly based on the\u00a0<strong>principle of freedom of speech<\/strong>, not on the principle of non-violence in the circumstances of the war.<\/li>\r\n\t<li>It was to be a\u00a0<strong>controlled\u00a0<\/strong>\u2018individual satyagraha\u2019 because non-Congress members could not offer it, and it was left to Mahatma Gandhi to choose the Satyagrahis.<\/li>\r\n<\/ul>\r\n<h2>Evaluation of the Individual Satyagraha<\/h2>\r\n<p>By October 1941, the campaign had lost its initial impetus, and only about 5,600 Satyagrahis had remained in jail.<\/p>\r\n<ul>\r\n\t<li>Individual Satyagraha was relatively successful in the United Provinces.
