As a result, even the most moderate Indian political opinion turned against the British. The Viceroy then extended an invitation to a Round Table Conference and stated that the award of Dominion Status would be discussed. Between 1930 and 1932, the British government convened a series of round table conferences to discuss India's future government.<\/p>\r\n<h2>First Round Table Conference<\/h2>\r\n<p>In response to the<strong>\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/simon-commission\/\" target=\"_blank\">Simon Report<\/a>'s shortcomings<\/strong>, the Labour Government, led by\u00a0<strong>Ramsay MacDonald<\/strong>, decided to hold a series of Round Table Conferences in London. It was the first time that Indians and the British met as\u00a0<strong>'equals<\/strong>.' On November 12th, 1930, the first conference began.<\/p>\r\n<figure>\r\n<table style=\"width: 100%;height: 560px\">\r\n<tbody>\r\n<tr style=\"height: 51px\">\r\n<td class=\"tb-color\" style=\"height: 51px\"><strong>Date:\u00a0<\/strong>12th November, 1930<\/td>\r\n<td class=\"tb-color\" style=\"height: 51px\"><strong>Place:\u00a0<\/strong>London<\/td>\r\n<\/tr>\r\n<tr style=\"height: 25px\">\r\n<td style=\"height: 25px\"><strong>Presided by<\/strong><\/td>\r\n<td style=\"height: 25px\">- Ramsay MacDonald (Prime Minister of Britain)<\/td>\r\n<\/tr>\r\n<tr style=\"height: 127px\">\r\n<td style=\"height: 127px\"><strong>Participants<\/strong><\/td>\r\n<td style=\"height: 127px\">\r\n<p>-The Princely States, Muslim League, Justice Party, Hindu Mahasabha, and others were among those who attended.<\/p>\r\n<p>- The\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/foundation-of-indian-national-congress\/\" target=\"_blank\"><strong>Indian National Congress<\/strong><\/a>, as well as other prominent politicians, did not participate because Congress decided to boycott the round table conferences at the Lahore session, and majority of leaders had been imprisoned for being involved in the<strong>\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/civil-disobedience-movement\/\" target=\"_blank\">Civil Disobedience Movement<\/a>.\u00a0<\/strong><\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr style=\"height: 204px\">\r\n<td style=\"height: 204px\"><strong>Issues Discussed<\/strong><\/td>\r\n<td style=\"height: 204px\">\r\n<p>- The<strong>\u00a0federal government structure<\/strong>.<\/p>\r\n<p>- The\u00a0<strong>executive's\u00a0<\/strong>accountability to the\u00a0<strong>legislature<\/strong>.<\/p>\r\n<p>-\u00a0<strong>Separate electorates<\/strong>\u00a0for \"untouchables as proposed by\u00a0<strong>Dr B R Ambedkar<\/strong>.<\/p>\r\n<p>- Tej Bahadur Sapru proposed an\u00a0<strong>All-India Federation<\/strong>. The Muslim League agreed with this.<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr style=\"height: 153px\">\r\n<td style=\"height: 153px\"><strong>Outcome<\/strong><\/td>\r\n<td style=\"height: 153px\">\r\n<p>- It was generally agreed that if India was to develop into a federation, there were to be safeguards regarding\u00a0<strong>defence\u00a0<\/strong>and\u00a0<strong>finance<\/strong>, while other departments were to be transferred.<\/p>\r\n<p>-The Indian National Congress leaders continued the Civil Disobedience Movement during the First Round Table Conference. As a result, the First Round Table Conference was deemed a failure.<\/p>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n<\/figure>\r\n<h2>Second Round Table Conference<\/h2>\r\n<p>The British Government acknowledged the importance of the Congress Party's participation in Round Table Conferences for effective reform implementation and expressed hope that INC leaders would attend the Second Round Table Conference.<\/p>\r\n<p>Lord Irwin met with Gandhi to reach a compromise. On 5 March 1931, Mahatma Gandhi and Lord Irwin signed the\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/gandhi-irwin-pact\/\" target=\"_blank\"><strong>Gandhi-Irwin Pact<\/strong><\/a>, and they agreed on the following to pave the way for the Congress' participation in the second Round Table Conference:<\/p>\r\n<ul>\r\n\t<li>Congress would end the\u00a0<strong>Civil Disobedience Movement<\/strong>\u00a0and attend the second Round Table Conference.<\/li>\r\n\t<li>The government would withdraw all ordinances enacted to restrain the Congress.<\/li>\r\n\t<li>The government would cease all prosecutions for nonviolent offences.<\/li>\r\n\t<li>The government would release all individuals serving prison sentences for their involvement in the Civil Disobedience Movement.<\/li>\r\n<\/ul>\r\n<figure>\r\n<table>\r\n<tbody>\r\n<tr>\r\n<td class=\"tb-color\"><strong>Date:<\/strong>\u00a07th September 1931<\/td>\r\n<td class=\"tb-color\"><strong>Place:<\/strong>\u00a0London<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Presided by\u00a0<\/strong><\/td>\r\n<td>- Ramsay MacDonald<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Participants<\/strong><\/td>\r\n<td>\r\n<p>-\u00a0<strong>Indian National Congress<\/strong>, which was solely represented by Gandhi, the\u00a0<strong>Muslim League<\/strong>,\u00a0<strong>Hindu Mahasabha, Dr. B. Ambedkar<\/strong>\u00a0and others.<\/p>\r\n<p>- Representatives from Burma, as well as Sindh, Assam, Central Provinces, and the NWFP, were also present.<\/p>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Issues discussed<\/strong><\/td>\r\n<td>\r\n<p>- Gandhi demanded the immediate establishment of a responsible government at the national and provincial levels. He also stated that:<\/p>\r\n<ul>\r\n\t<li>Congress was India's sole political representative.<\/li>\r\n\t<li>The idea of a\u00a0<strong>separate electorate for untouchables<\/strong>\u00a0was rejected, with the claim that they were Hindus and thus should not be treated as a minority.<\/li>\r\n\t<li>It was unnecessary to have\u00a0<strong>separate electorates<\/strong>\u00a0or special safeguards for\u00a0<strong>Muslims or other minorities.<\/strong>\u00a0Many of the other delegates were opposed to Gandhi.<\/li>\r\n<\/ul>\r\n<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Outcomes<\/strong><\/td>\r\n<td>\r\n<p>- This session only widened the difference between Congress and minorities.<\/p>\r\n<p>- MacDonald ended the session with an address announcing the:<\/p>\r\n<ul>\r\n\t<li><strong>Creation of two new Muslim-majority provinces<\/strong>, North West Frontier Province and Sindh,<\/li>\r\n\t<li>Formation of an Indian Consultative Committee<\/li>\r\n\t<li><strong>Set up a committee on<\/strong>\u00a0franchise, finance and states and held out the degrading and perilous possibility of a unilateral\u00a0<strong>British Communal Award.<\/strong><\/li>\r\n<\/ul>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n<\/figure>\r\n<h2>Third Round Table Conference<\/h2>\r\n<p>When Gandhi returned from the second round table conference, he relaunched the\u00a0<strong>Civil Disobedience Movement<\/strong>\u00a0because the British Government refused to concede the basic nationalist demand for freedom on the basis of the immediate grant of\u00a0<strong>Dominion Status.<\/strong>\u00a0Following the failure of the Round Table Conference, Gandhi and other Congress leaders were arrested again, and the Congress was declared illegal.<\/p>\r\n<figure>\r\n<table>\r\n<tbody>\r\n<tr>\r\n<td class=\"tb-color\"><strong>Date:\u00a0<\/strong>November 17, 1932<\/td>\r\n<td class=\"tb-color\"><strong>Place:<\/strong>\u00a0London<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Presided by<\/strong><\/td>\r\n<td>- Ramsay MacDonald<\/td>\r\n<\/tr>\r\n<tr>\r\n<td><strong>Participants<\/strong><\/td>\r\n<td>\r\n<p>- Attended by 46 delegates, but the Indian National Congress and the\u00a0<strong>Labour Party<\/strong>\u00a0in the United Kingdom decided not to attend.<\/p>\r\n<p>-\u00a0<a href=\"https:\/\/vajiramandravi.com\/upsc-exam\/dr-br-ambedkar\/\" target=\"_blank\"><strong>Dr. B.
